Abstract

This study explores the experiences of Islamic Religious Education (PAI) teachers in delivering inclusive instruction at elementary schools in Sleman, Indonesia. Employing a qualitative phenomenological approach, data were gathered through interviews, classroom observations, and document analysis involving five educators across three schools. The findings reveal that inclusive practices in PAI are facilitated through collaboration among PAI teachers, classroom teachers, and Special Companion Teachers (GPK), as well as the use of individualized strategies and multimedia resources. However, challenges persist, including limited infrastructure, lack of inclusive training, and insufficient parental involvement. The study highlights the need for systemic support, capacity building, and inclusive pedagogical innovation. It contributes to the discourse on inclusive religious education by integrating theological values with inclusive practices, offering implications for policy development and teacher training. Penelitian ini mengkaji pengalaman guru Pendidikan Agama Islam (PAI) dalam melaksanakan pembelajaran inklusif di sekolah dasar di Kabupaten Sleman, Indonesia. Menggunakan pendekatan kualitatif fenomenologis, data dikumpulkan melalui wawancara, observasi kelas, dan analisis dokumen terhadap lima pendidik dari tiga sekolah. Hasil penelitian menunjukkan bahwa praktik inklusif dalam pembelajaran PAI diwujudkan melalui kolaborasi antara guru PAI, guru kelas, dan Guru Pendamping Khusus (GPK), serta penerapan strategi individual dan pemanfaatan media pembelajaran yang beragam. Namun demikian, tantangan tetap muncul, seperti keterbatasan sarana prasarana, minimnya pelatihan inklusif, dan rendahnya keterlibatan orang tua. Studi ini menekankan pentingnya dukungan sistemik, peningkatan kapasitas guru, dan inovasi pedagogi inklusif. Kontribusi penelitian ini terletak pada pengintegrasian nilai-nilai keagamaan dengan praktik inklusif, yang memberikan implikasi bagi pengembangan kebijakan dan pelatihan guru.

Abstract

This study examines resistance and identity politics in opposing oppression, both generally by society and more specifically by Indonesia’s 2024 election system. This research employs a qualitative approach with a content analysis technique. This approach is chosen to answer questions regarding the forms of marginalization faced by people with disabilities and how their resistance and identity politics take shape. The primary data sources are state policy documents, digital media texts, surveys, and reports from non-governmental organizations (NGOs). The collected data is interpreted through a critical perspective and re-examined using resistance and identity politics theories. The findings of this study indicate that people with disabilities remain socially marginalized and more specifically within Indonesia's electoral system. Such issues must be addressed through policies promoting equality, rights, and social security while affirming and respecting these marginalized identities in the public sphere. Penelitian ini mengkaji perlawanan dan politik identitas dalam melawan penindasan, baik secara umum oleh masyarakat maupun secara khusus oleh sistem pemilu Indonesia 2024. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis isi. Pendekatan ini dipilih untuk menjawab pertanyaan mengenai bentuk-bentuk marginalisasi yang dihadapi oleh penyandang disabilitas dan bagaimana perlawanan dan politik identitas mereka terbentuk. Sumber data primer adalah dokumen kebijakan negara, teks media digital, survei, dan laporan dari lembaga swadaya masyarakat. Data yang terkumpul diinterpretasikan melalui perspektif kritis dan dikaji ulang menggunakan teori perlawanan dan politik identitas. Temuan penelitian ini menunjukkan bahwa penyandang disabilitas masih terpinggirkan secara sosial dan secara khusus dalam sistem pemilu Indonesia. Isu-isu tersebut harus ditangani melalui kebijakan yang mempromosikan kesetaraan, hak, dan jaminan sosial sambil menegaskan dan menghormati identitas yang terpinggirkan ini di ruang publik.

Abstract

This study examined parents’ perceptions in Mudzi District, Zimbabwe, regarding the inclusion of children with disabilities in early childhood education. Inclusive education is a fundamental right ensuring equal learning for all, yet children with disabilities still face discrimination, stigma, and infrastructural barriers. This qualitative research used structured interviews with 12 parents: 4 parents of children with disabilities and 8 parents of children without disabilities selected through snowball sampling. The findings showed many parents were concerned about teachers’ ability to manage inclusive classrooms effectively. They also felt disappointed by the lack of attention to their children’s needs and the limited learning resources. Economic challenges and cultural beliefs linking disability with misfortune further hinder acceptance. The study underscores the need for improved teacher training, awareness campaigns, and coordinated efforts to support inclusive practices. Penelitian ini mengkaji persepsi orang tua di Distrik Mudzi, Zimbabwe, mengenai inklusi anak penyandang disabilitas dalam pendidikan anak usia dini. Pendidikan inklusif diakui secara global sebagai hak mendasar yang memberi kesempatan belajar setara bagi semua anak. Namun, anak penyandang disabilitas sering menghadapi diskriminasi, sikap negatif, dan hambatan infrastruktur yang membatasi akses. Penelitian kualitatif ini menggunakan wawancara terstruktur dengan 12 orang tua: 4 orang tua anak penyandang disabilitas dan 8 orang tua anak tanpa disabilitas yang dipilih melalui snowball sampling. Temuan menunjukkan banyak orang tua khawatir pada kemampuan guru mengelola kelas inklusif secara efektif. Mereka juga kecewa atas kurangnya perhatian terhadap kebutuhan anak dan terbatasnya sumber belajar. Tantangan ekonomi dan keyakinan budaya yang mengaitkan disabilitas dengan kemalangan turut menghambat penerimaan. Penelitian ini menekankan perlunya peningkatan pelatihan guru, kampanye penyadaran, dan upaya terkoordinasi untuk mendukung praktik inklusif.

Abstract

The Financial Services Authority (Otoritas Jasa Keuangan/OJK) has made efforts to promote inclusive financial services for persons with disabilities through Regulation No. 6/POJK.07/2022 concerning Consumer and Community Protection in the Financial Services Sector, along with the OJK Operational Technical Guidelines (PTO) for providing services to persons with disabilities. However, in practice, several barriers remain, particularly for persons with visual disabilities when opening savings accounts at banks, due to difficulties related to the use of fingerprints in banking documentation. This study aims to critically examine the effectiveness of POJK No. 6/POJK.07/2022 and the PTO OJK in ensuring inclusive financial services for persons with disabilities in the banking sector. This research employs a normative-empirical legal method. Fieldwork was conducted in Surabaya through interviews with informants from Kedaibilitas and HWDI Surabaya. The findings reveal that the implementation of OJK regulations and guidelines in the banking sector has not been fully realized. Adopting an equality-based approach and human rights-based policy formulation is crucial in developing inclusive banking services. Otoritas Jasa Keuangan (OJK) berupaya mengakomodasi hadirnya layanan jasa keuangan yang inklusif bagi penyandang disabilitas melalui POJK Nomor 6/POJK.07/2022 tentang Perlindungan Konsumen dan Masyarakat di Sektor Jasa Keuangan beserta Petunjuk Teknis Operasional (PTO) OJK untuk pelayanan keuangan kepada penyandang disabilitas. Namun demikian, di lapangan masih terdapat sejumlah hambatan bagi penyandang disabilitas, khususnya disabilitas netra dalam membuka rekening tabungan di bank, karena hambatan penggunaan sidik jari dalam dokumen perbankan. Penelitian ini bertujuan untuk mengkaji secara kritis efektivitas POJK No.6/POJK.07/2022 dan PTO OJK untuk pelayanan keuangan kepada penyandang disabilitas di sektor perbankan. Penelitian dilakukan menggunakan metode penelitian normatif-empiris. Studi lapangan dilakukan di kota Surabaya dengan melakukan wawancara kepada informan di Kedaibilitas dan HWDI kota Surabaya. Hasil penelitian menunjukkan penerapan aturan dan pedoman OJK di sektor perbankan masih belum diterapkan sepenuhnya. Pendekatan prinsip kesetaraan dan formulasi kebijakan berlandaskan HAM penting digunakan dalam menyusun kebijakan layanan perbankan yang inklusif.

Abstract

Students with intellectual disabilities require special attention in learning to overcome conceptual and procedural challenges. This study aimed to examine the impact of a STEM-integrated vocational program on the comprehension abilities of students with mild intellectual disabilities. Using a quasi-experimental design, the research involved 50 purposively selected students at SLB Negeri Pembina Yogyakarta. The intervention group received STEM-integrated instruction, while the control group followed conventional vocational learning. The results indicated that although the proportion of students achieving scores above the Minimum Competency Criteria did not increase significantly, there was a significant improvement in comprehension abilities among the experimental group compared to the control group. These findings suggest that integrating STEM approaches into vocational education can effectively enhance comprehension skills, supporting more adaptive and inclusive learning outcomes for students with intellectual disabilities. Siswa dengan disabilitas intelektual memerlukan perhatian khusus dalam belajar untuk mengatasi tantangan konseptual dan prosedural. Penelitian ini bertujuan untuk menguji dampak program kejuruan terintegrasi STEM terhadap kemampuan pemahaman siswa dengan disabilitas intelektual ringan. Menggunakan desain kuasi-eksperimental, penelitian ini melibatkan 50 siswa yang dipilih secara sengaja di SLB Negeri Pembina Yogyakarta. Kelompok intervensi menerima instruksi terintegrasi STEM, sementara kelompok kontrol mengikuti pembelajaran kejuruan konvensional. Hasilnya menunjukkan bahwa meskipun proporsi siswa yang mencapai skor di atas Kriteria Kompetensi Minimum tidak meningkat secara signifikan, ada peningkatan yang signifikan dalam kemampuan pemahaman di antara kelompok eksperimen dibandingkan dengan kelompok kontrol. Temuan ini menunjukkan bahwa mengintegrasikan pendekatan STEM ke dalam pendidikan kejuruan dapat secara efektif meningkatkan keterampilan pemahaman, mendukung hasil belajar yang lebih adaptif dan inklusif bagi siswa dengan disabilitas intelektual.

Abstract

This study examines the participation of persons with disabilities in the development of Bengkala Tourism Village based on local wisdom. The main focus of the research includes an analysis of the village’s conditions and potential, the level of participation, the fulfillment of basic needs, and tourist satisfaction. The study employed a mixed-methods approach, with respondents comprising 35 deaf-mute persons with disabilities and 40 tourists. In addition, the informants included deaf-mute persons with disabilities, local community members, and relevant stakeholders. The findings indicate that persons with disabilities have active participation, particularly in preserving local cultural heritage. However, not all of their basic needs have been optimally fulfilled. Based on frequency analysis, the level of tourist satisfaction is relatively high, although statistically it is not significantly influenced by either the participation or the fulfillment of basic needs of persons with disabilities. Penelitian ini membahas partisipasi penyandang disabilitas dalam pengembangan desa wisata Bengkala berbasis kearifan lokal. Fokus utama dalam penelitian mencakup analisis kondisi dan potensi desa, tingkat partisipasi, keterpenuhan kebutuhan dasar, serta kepuasan wisatawan. Metode yang digunakan adalah mixed method, dengan responden penyandang disabilitas tuli-bisu sebanyak 35 orang dan wisatawan sebanyak 40 orang. Selain itu, informan dalam penelitian ini meliputi penyandang disabilitas tuli-bisu, masyarakat lokal, dan pemangku kepentingan terkait. Hasil penelitian ini menunjukkan bahwa penyandang disabilitas memiliki partisipasi aktif, terutama dalam pelestarian budaya lokal. Meskipun demikian, belum semua kebutuhan dasar mereka dapat terpenuhi secara optimal. Berdasarkan hasil frekuensi tingkat kepuasan wisatawan relatif tinggi, namun secara statistik tidak dipengaruhi secara signifikan oleh partisipasi maupun kebutuhan dasar penyandang disabilitas.
