Abstract

This study was based on good governance theory, which considers the importance of citizens' trust in government in multiple contexts, including the public health crisis, such as the COVID-19 pandemic. Various studies have been conducted to determine the factors that influence people's behavior in times of contagion. This study looked at how citizens' risk perceptions of being infected and trust in government influenced their behavior. Additionally, gender role was assessed to see if it shaped behavioral changes. Data was collected from 505 respondents by a river sampling technique and analyzed using SmartPLS 3.0 software. The study found that the onset of coronavirus had a significant impact on citizens' risk perceptions of being infected, change of behaviors, and trust in government. Moreover, it was revealed that females were more conscious of the infection risks associated with the pandemic and, as such, behaved responsibly than their male counterparts. This study adds to the existing body of literature that government decisions in the best interests of citizens can help foster trust among citizens throughout a crisis.

Abstract

The determining factor in the success and failure of advocacy is the support network in a coalition formed in policy advocacy. This study analyzes the Kendeng Mountains Community Caring Network in refusing an environmental permit for the construction of a cement factory in Kendeng Mountains, Pati, Indonesia. The government issued the Decree of the Regent of Pati No. 660.1/4767/2014 regarding the environmental permit for the construction of a cement factory. On the other hand, the people around the Kendeng Mountains who have inhabited the area for a dozen years are worried about the plan to build a cement factory that will threaten the ecological balance. The approach used in this study was the Actor-Network Theory of Michael Callon as it can see the phenomenon of the network formed by a Civil Society Organization (CSO) in rejecting the policy of developing the cement industry in their area. This study employed a qualitative method that stands on an interpretive paradigm. Data were collected by observation, documentation, in-depth interviews, and Focus Group Discussion (FGD). The results of this study showed that based on numerous dynamics of the overall use of existing network access, coalition actors have succeeded in proposing the desired policy changes in the form of stricter regulations. These winning coalitions are more often involved in a variety of strategies and have greater public support. Finally, this study contributes significantly to the usefulness of the Actor-Network Theory approach in policy change.

Abstract

The study explored the perspective and experiences of jail wardens in managing jail facilities in the Philippines for the calendar year 2019. A qualitative study with a transcendental phenomenological research design was used. The study focused on 10 jail wardens from correctional facilities in the provinces of Zamboanga del Norte and Zamboanga del Sur, Philippines. The themes reflect the participants' experiences on the conditions of correctional facilities and their viewpoint on quality correction such as erosion in conformity with the rules, scarcity of resources critical to jail services, the perils of poor staffing, freedom from congestion, infrastructure development, technology in correction, lifelong attempt for improvement and character development. This study concluded that the problems and challenges encountered by the correctional wardens in handling persons deprived of liberty (inmates) and in managing the jail facilities affected their roles and responsibilities in improving the conditions in the correctional facilities such as in the implementation of the reformation process of the PDLs, peace, and order within the facility, and in securing the safety of the personnel and the community. Thus, it is high time for the government and the legislative body of the Philippine government to improve the quality of correctional facilities, the following may be considered: the installation of high technology, construction of new and standard correctional facilities, and quick rehabilitation of old, outdated, or destroyed jails, allocation of budget or appropriations to enable the employment of more staff/personnel, and limiting the number of inmates in a prison cell.

Abstract

This article described the development of Ngebel tourism using a website. The tourism development concept uses the principles of e-government, such as government to citizens (G2C), government to government (G2G), and government to business (G2B). The study employed qualitative methods such as observation and focus group discussions (FGD) in collecting data. Data was analyzed using Nvivo 12 Plus software and the findings showed the Dolan Ngebel website applies the principles of government to citizens and government to business. This development was also received positively by the community and business people in the tourism industry. The website provides detailed information regarding the tourist attractions and facilities. Also, it is equipped with a map to make it easier for tourists to locate their destination. Overall, its use will help promote tourism to the locals and the international community. However, its development faces obstacles, including a lack of techsavvy human resources.

Abstract

Assessing parliamentary committees’ performance is important as it can ensure good governance. This has prompted various scholars and practitioners to devise several evaluation methods over the past two decades. Some of the methods include measuring the number of important bills that committees pass, measuring the number of important issues that committees address and measuring the number of unimportant bills, which committees block. While all these methods are important in advancing the knowledge of assessing committees’ performance, they are not very useful to parliamentary actors such as parliamentarians as they lack the sense of contemporaneousness in their measurements. It is in this context that using documentary review and data from reliable sources such as World Governance Indicators, this paper innovatively presents a rule of thumb proposing that parliamentary committees’ performance should instantaneously, be measured by the extent to which actions of a particular committee are consistent with three E’s namely, economy, effectiveness and efficiency.

Abstract

Ontology is the process of discussing knowledge from a philosophical point of view. Therefore, this research aims to explain the nature of government studies based on ontology, which is a governmental science used to carry out periodic paradigm shifts. Data was collected from the Scopus database and reviewed using the systematic method. The results showed that government studies are associated with the management of the executive and legislative branches, their leadership, and the relationship between central and local government and between government and society. The study of government science progress is in three phases; the first determines the essence of science in governance and ends with the third phase, which is the development of the concept of good governance. The governance concept is considered a solution to the crisis of lack of public trust in the government and their participation, effectiveness, accountability, and coherence in community activities. This becomes the wheels of government by mono and multi-stakeholder. Collaborative correlation is the initiation by the government to involve the public and the private sector.
