Abstract

This paper attempts to explore the approach of a policy advocacy pursued by residents of Central Jebres RT 02 and 03 RW 25, Jebres Village, Jebres Sub district, Surakarta City to reject the eviction policy carried out by the Surakarta City Government for the expansion of the Solo Techno Park (STP) land. A method in the study used descriptive qualitative namely the handling of their phenomena and give providing theoretical interpretation. The findings in the field indicate that the residents of Central Jebres conduct a series of policy advocacy, which among others, such as the formation of a core circle, choosing strategic issues, setting goals and strategies, processing data and packaging information, mobilizing supporters, influencing policy implementers, forming public opinion, creating a basis for movement and the latter monitor the work program. The results of the policy advocacy series conducted by the residents of Central Jebres who have joined the Jebres Demangan citizen alliance have not received positive results.

Abstract

The purpose of this paper is to explore the approach adopted by workers’ organizations in Surakarta city to use paralegal services in an effort to change the formula used in calculating minimum wage in government regulation No.  78 / 2015.  Data were collected using interview and documentation techniques.  Data obtained in the field were analyzed using qualitative methods, that by understanding meaning of the phenomenon and making theoretical interpretation.  Results of the research showed that advocacy to reject the formula used in calculating the minimum wage based on government regulation No.78/2015 using several ways that included influencing policy implementation, managing   public opinion and creating space for a movement that opposes the policy. The study shows that workers who were strongly opposed to government regulation No.78/2015, used various policy advocacy channels to press their case, that included  attempt to influence the implementation of the regulation, influence public opinion of the adverse impact of the regulation on worker wellbeing, and portraying the poor condition of workers’ welfare that requires government through actions that support higher wages  rather than efforts that reduce their future incomes.

Abstract

The quality of first category karst has attracted investors to build a cement factory in the Kendeng Mountains. This interest investor later received various responses by the local community who joined the community rejecting the cement factory, Jaringan Masyarakat Peduli Pegunungan Kendeng (JMPPK). The rejection was based on the reasons that the establishment of a cement factory in the area would have an impact on the local environment in general and pollution, degradation and damage to springs, loss of agricultural land and employment opportunities accompanying farmers, the spread of certain diseases that would endanger the communities living in around it. Specifically, this article examines the use of advocacy strategies involving formal and informal initiatives undertaken by the Kendeng community to influence the local government's decision to issue operational licenses to build a cement factory in Kayen District, Pati District based on environmental considerations. This article uses a qualitative research design. The results showed that the policy advocacy initiative, which included formal and informal channels by the Gunung Kendeng Community Care Network to influence policy in issuing operational licenses for the construction of the Kayen cement plant, proved successful. Policy advocacy culminated in a decision of the highest court that ruled against an operational permit that the local government had given to a local subsidiary of PT Indocement to build a cement factory in the Kayen area.

Abstract

This research aims to see how a set of policy advocacy carried out by a community of Penduduk Lakardowo Bangkit (Pendowo Bangkit) to reject the environtmental permit policy for Hazardous and Toxic Waste treatment in Lakardowo Village and close the waste company, which is considered to pollute the environment. Advocacy Coalition Framework (ACF) theory as the main analysis to observe the reality that occurs in the field that only sees resources in advocacy includes formal legal authorities to make a decision, develop a public opinion, information and data obtained, mobilize forces to carry out the pressure, finance, and the art of leadership. We use a qualitative research method with data collection techniques through in-depth interviews with several informants as well as digging documentation relating to the issue of policy advocacy occurred in Lakardowo Village. The number of informants in the research were four people, determined based on the purposive sampling technique. In checking the validity of the data, we use the triangulation of sources such as data reduction, data presentation, data condensation, drawing conclusions, and verification. The findings show that, in reality, the villagers through the Pendowo Bangkit community had used various resources and strategies in policy advocacy to reject the permit policy for Hazardous And Toxic Waste treatment in Lakardowo Village and demanded the closure of the industry. The results of the policy advocacy carried out have not succeeded in producing positive results in favor of the people of Lakardowo Village.

Abstract

The determining factor in the success and failure of advocacy is the support network in a coalition formed in policy advocacy. This study analyzes the Kendeng Mountains Community Caring Network in refusing an environmental permit for the construction of a cement factory in Kendeng Mountains, Pati, Indonesia. The government issued the Decree of the Regent of Pati No. 660.1/4767/2014 regarding the environmental permit for the construction of a cement factory. On the other hand, the people around the Kendeng Mountains who have inhabited the area for a dozen years are worried about the plan to build a cement factory that will threaten the ecological balance. The approach used in this study was the Actor-Network Theory of Michael Callon as it can see the phenomenon of the network formed by a Civil Society Organization (CSO) in rejecting the policy of developing the cement industry in their area. This study employed a qualitative method that stands on an interpretive paradigm. Data were collected by observation, documentation, in-depth interviews, and Focus Group Discussion (FGD). The results of this study showed that based on numerous dynamics of the overall use of existing network access, coalition actors have succeeded in proposing the desired policy changes in the form of stricter regulations. These winning coalitions are more often involved in a variety of strategies and have greater public support. Finally, this study contributes significantly to the usefulness of the Actor-Network Theory approach in policy change.

Abstract

This research aims to describe the power of policy entrepreneurs in disability-inclusive policy-making. Disability-inclusive policy in the Jember Regency of East Java, Indonesia, is a result of a thirteen-year- long struggle of the disability groups. Their struggle started as a series of demonstrations, petitions, and hearings with the Regional House of Representatives and the Regent. It then continued with a series of debates and negotiations with the policy-makers. This descriptive- qualitative research utilized Kingdon’s multiple stream framework analysis to capture the stipulation of Regional Regulation Number 7 of 2016 on the Protection and Fulfillment of the Rights of Persons with Disabilities. The informants were six disabled persons and two former members of the Regional House of Representatives. The study finds that the problem stream was raised through demonstrations, petitions, and hearings; the policy stream was done through efforts to include the draft of the disability act in the regional legislative program. Policy windows took place during the momentum initiated by the stipulation of a nationwide disability-inclusive policy by the state government, and, finally, policy entrepreneurs act through lobbies and negotiations. This study concludes that the disability policy-making process in Jember Regency was influenced by the strong power of policy entrepreneurs. Disability groups and the Regional House of Representatives as a policy entrepreneur force acted quickly to take advantage of the open policy window momentum, and, finally, the policy maker ratifies local regulations regarding the protection and fulfillment of the rights of persons with disabilities.

Abstract

This study analyzed the culture of the Indigenous peoples, in this case, the Samin community in the Kendeng Mountains of Pati Regency, which has many natural resources, one of which is an excellent limestone for cement companies. In 2014, the Regent of Pati issued a Decree of the Regent of Pati No. 660.1/4767/2014 concerning environmental permits for the construction of cement plants, on the other hand, the communities around the Kendeng mountains that inhabited the area for a dozen years were worried about the plan to build the cement plant that would threaten the ecological balance of the Kendeng Mountains. The purpose of this study is to find out the social resistance strategy of Samin peoples in responding to the policy of cement plant construction. The approach used in this study uses ethnographic studies. Observations were made on the state of the village, physical environment, social facilities, and infrastructure, as well as activities in the community. The findings of the study revealed that this social movement showed the influence of policies desired by the indigenous Samin community, but the policy changes desired by the group still did not produce positive results. On the other hand, Samin peoples can frame this issue into large and national attention.

Abstract

Sampah menjadi salah satu permasalahan yang serius dan sering dihadapi di lingkungan masyarakat sekarang. Pengelolaan bank sampah adalah salah satu strategi yang efektif untuk mengurangi jejak karbon. Tujuan dalam Pengabdian Masyarakat ini yaitu untuk menganalisis metode pengelolaan bank sampah di Desa Sarimukti Kecamatan Pasirwangi Kabupaten Garut. Pengabdian Masyarakat ini berfokus pada pemilahan sampah organik dan non organik. Metode pelaksanaan dalam Pengabdian Masyarakat ini yaitu dengan cara intervensi fisik dan intervensi non-fisik. Intervensi fisik terkait dengan pelatihan pengolahan sampah plastik dengan metode ecobrick dan ecoenzyme, sedangkan intervensi non-fisik melakukan edukasi pengolahan sampah organik dan anorganik dengan metode ecobrick dan ecoenzyme menggunakan metode diskusi secara langsung.  Hasil Pengabdian Masyarakat menunjukan bahwa sistem pemilahan yang telah diterapkan sudah sesuai dan efektif dalam mengurangi volume sampah yang telah dibuat ke TPA, serta meningkatkan kesadaran masyarakat setempat mengenai pentingnya pengelolaan sampah yang ramah lingkungan selain itu juga, dengan mengoptimalkan proses daur ulang serta komposting sampah organik program ini berhasil mengurangi jejak karbon.

Abstract

Kuliah Kerja Nyata (KKN) merupakan salah satu bentuk pengabdian mahasiswa kepada masyarakat yang diimplementasikan sebagai bagian dari Tri Dharma Perguruan Tinggi. Kegiatan ini bertujuan untuk memberdayakan masyarakat, terutama di bidang pendidikan, dengan memanfaatkan ilmu yang diperoleh selama masa perkuliahan. Pengabdian Masyarakat ini berfokus pada peran mahasiswa KKN dalam meningkatkan kualitas pendidikan di Kampung Citorondool, Desa Sarimukti, Kecamatan Pasirwangi, Kabupaten Garut. Kampung Citorondool merupakan salah satu daerah yang menghadapi tantangan dalam penyediaan pendidikan yang berkualitas, terutama karena keterbatasan akses dan fasilitas yang memadai. Melalui program KKN, mahasiswa berupaya memberikan kontribusi dengan mengadakan kegiatan seperti bimbingan belajar, penyuluhan, serta pengenalan teknologi kepada siswa dan masyarakat. Hasil Pengabdian Masyarakat menunjukkan bahwa peran mahasiswa KKN secara signifikan mampu meningkatkan motivasi belajar siswa, memperluas wawasan masyarakat tentang pentingnya pendidikan.

Abstract

The problem of stunting is still a serious challenge in Indonesia, which is ranked fifth globally in stunting prevalence according to UNICEF. Stunting, which is determined based on a child's height according to age, has a significant impact on children's health and development, including decreased cognitive function. This study attempts to analyze governance capacity in overcoming stunting in West Java. This study uses a descriptive qualitative approach to explore the role of the government in managing stunting in West Java. This qualitative method aims to understand social meaning through interviews with informants from the Health Office, Duta Genre, and the Regional Planning Agency. Interactive analysis is used in data analysis, as well as for data validity using triangulation of sources and techniques. The results of the study show that the Acceleration of Stunting Reduction (TPPS) of the West Java Province is tasked with coordinating, synergizing, and evaluating efforts to reduce stunting through cross-sector collaboration. At the Regency/City level, TPPS integrates regional apparatus and stakeholders, including TP-PKK. To support the program, the organizational structure involves various agencies, including BAPPEDA and the Health Office, as well as NGO. The regulations underlying this program include the Presidential Regulation on the Acceleration of Stunting Reduction, with a focus on preventing stunting before and after birth. Counseling the community about stunting is very important to increase awareness. Finally, Implementation is carried out with a holistic approach, including specific and sensitive interventions, as well as periodic monitoring to achieve the target of reducing the prevalence of stunting that has been set.
