Methods for collecting data are through observation, interviews, and documentation. The theory used in this study is the Edwards III model's policy implementation theory, which consists of communication factors, implementing factors, human resource factors, and bureaucratic structure factors. The results of the study found that the Program had been implemented in the Malang Regional Tax Service Agency. The Waste Management System Program is held by the Environment Agency (DLH) Batu City seems to be unable to access waste problems in the upstream sector, particularly  household waste from residential settlements. The concept of co-production refer to an alternative concept in the implementation of public services where implementation focuses on the dominant role of the community, while the government or other parties such as the private sector are only facilitators. It is due to those activities have implemented six co-production principles, namely the development of community capacity, mutually beneficial relationships between actors, network development, the government as a facilitator and catalyst, and the community as an important asset in implementing services. Abstract

This paper intends to explore the areas of tolerance and intolerance to the diversity of the people of Yogyakarta amid cultural, racial and religious modernities. The City of Tolerance as an achievement that supports the national-ethnic tolerance of society is unable to create collective action. Structuring the meanings in the culture of the people of Yogyakarta actually gave birth to the expression of conflict and intolerance towards the minority. The pattern of conflictual relationships that sometimes involve violence has altered the structural dynamic order of a harmonious society.

Abstract

As an urban area, Malang City has waste management problems, with causes ranging from governance to the lack of supporting facilities. Therefore, this article aims to discuss waste management using a dynamic governance approach. A qualitative approach was employed and aimed at providing a more nuanced narrative of how and why urban waste management is performed, alongside the involved social phenomena. The result was a dynamic governance framework in waste management practices in Malang City, including waste facilities, the development of sanitary landfill methods, and partnerships with international organizations. Abstract

Ontology is the process of discussing knowledge from a philosophical point of view. Therefore, this research aims to explain the nature of government studies based on ontology, which is a governmental science used to carry out periodic paradigm shifts. Data was collected from the Scopus database and reviewed using the systematic method. The results showed that government studies are associated with the management of the executive and legislative branches, their leadership, and the relationship between central and local government and between government and society. The study of government science progress is in three phases; the first determines the essence of science in governance and ends with the third phase, which is the development of the concept of good governance. The governance concept is considered a solution to the crisis of lack of public trust in the government and their participation, effectiveness, accountability, and coherence in community activities. This becomes the wheels of government by mono and multi-stakeholder. Collaborative correlation is the initiation by the government to involve the public and the private sector.
