Abstract

Human Development Index (HDI) determines human prosperity in different countries using value assets. In general, the primary measurement includes the three basic indices, namely education, health, and a decent standard of living. HDI is a measure of development and governance success in terms of economic growth and human development. Generally, studies on HDI take place at the national and regional levels, and comparisons of its achievements between countries, while those at the municipal level are limited. Studies on the determinants of the success of increasing HDI tend to focus on local governments' fiscal capacity and political will and rarely touch the capacity of public administration in managing government, specifically in the development planning stage. This study examined the increased success of the Malang City's HDI by adopting a logical framework (log-frame) analysis with secondary data from the Malang bureau of statistics. The results showed an 80.89 increase in HDI from 2014 to 2018, including the education and health indexes, with a decent standard of living. The increased success is shown by the Regional Medium Term Development Plan (RPJMD), including basic education development program, regional public hospital service programs, and food security program for education, health, and purchasing power indices. Therefore, the local government needs to maintain and enhance the HDI in both medium- and long-term plans. The novelty of this study lies in the use of a logical framework in preparing regional development plans that support efforts to increase HDI consistently in the medium term. This reinforces the need to strengthen the perspective of how to achieve development goals compared to other studies that focus more on the perspective of the substance of development.

Abstract

This study aims to explore Islamic political parties in major Islamic countries. Previous studies have examined Islamic Political Parties with various topics accompanied by different focuses. However, no research has contributed to mapping the extent of the trend in the study of Islamic political parties. The breadth of space to examine the phenomenon of Islamic political parties offers an excellent opportunity for further researchers to re-examine this issue. To bridge this, trend studies and mapping of problems and themes were carried out. This study uses qualitative methods to analyze working texts on publications related to Islamic Political Parties. Research data is mined from the Scopus academic database using a search strategy to generate data relevant to the problem to be studied. In processing the mined data, we use Qualitative Data Analysis (QDA) software, Nvivo12 Plus. The results of an in-depth analysis of a collection of academic manuscripts mined from the Scopus academy database for two decades (2001-2021) yielded 171 documents for further study. The data analysis findings show that the intensity of documents in each country is different, which can then be further classified based on the type of document, subject area, author with the highest number of records, and distribution of affiliations and publishers. The level of document intensity in each country has been shown, with Turkey being the country that contributed the most documents, followed by Indonesia, Malaysia, and India. The dominant issues and themes of each country have also been identified.

Abstract

The local own-source revenues is crucial to be addressed. This study aims to provide an overview of the taxes and levies revenue and analyzes prospective local own-source revenues in Central Mamuju Regency. It uses primary and secondary data collected with direct observation in the field of research, literature study, in-depth interview, and focus group discussions (FGD) with stakeholders. The observation and literature study took place on several objects of taxes and levies: ten items of tax and eight items of retribution. Furthermore, the in-depth interview and online FGD were conducted. As a result, the potential for revenue from regional taxes and levies in Central Mamuju Regency is still more significant compared to the targets and realizations that the Central Mamuju government has initiated. Therefore, other potentials have not been optimized as a source of regional income. For instance, terminal retribution, market retribution, and waste retribution, after an in-depth study, the actual amount of potential is greater than the target set by the local government and the realization that has been achieved. Therefore, it requires more attention from the government to optimize the existing potential to increase local revenue.

Abstract

The representation of women in politics aims to deputize their interests. The problem is whether a female regional head candidate is more committed to women’s interests and represents women’s aspirations. What issues are raised in the campaign of a female candidate? This study aims to analyze women’s issues promoted by a female candidate in the 2020 Bengkalis Regional Head Election. The argument for taking the case study in Bengkalis is that a female candidate being the incumbent’s wife won the Regional Head Election, even though her husband had committed corruption and was sentenced to prison. Political family nominations are often based on popularity and family name, not on the candidate’s quality. This study analyzed women’s issues in the Regional Head Election with qualitative, descriptive, and NVivo analyses. The data were collected by documenting news in the media and the vision and mission presented by the candidate pairs. By taking the case of women’s issues in the political, economic, public service, social and legal sectors, the study results unveiled that all actors involved in the campaign, whether candidates, success teams, society, and public figures, were interested in women’s issues. Women’s issues becoming a concern in the campaign encompassed women’s economic empowerment, social security, health services, education, and domestic and children violence. Meanwhile, sanitation and the environment were not the issues in the campaign. The findings of this study reinforce previous studies that female candidates tend to raise issues related to social policy and redistribution and women’s services in the domestic sector.

Abstract

The article, based on a literature review, examines the impact of electoral systems on the fluidity party system in sub-Saharan Africa. Most authors identify institutional and social factors influencing the change in party systems. At the same time, they use the indices Laakso and Taagepera and Rae to operationalize variable parties. However, there is a lack of research in the literature on electoral systems regarding its impact on stability or change of interparty competition patterns. This is due to, firstly, the relative novelty of the recently developed index of fluidity, and secondly, the desire of scholars to use already widely tested, established measures of measurement. We believe that, in contrast to previous studies, where the unit of analysis is the party and not the party system. The Index of Fluidity will allow us to predict how majoritarian or proportional systems and WGI scores will affect the structure or fluidity of party systems in 49 sub-Saharan African countries. The results of study indicate that the changes taking place in electoral systems have significantly affected the fluidity of party systems. The results of the study indicate that measures of WGI and ethnicity negatively affected fluidity of party systems in 49 sub-Saharan African countries. This suggests that the more unstable the party system, the more ineffective the government becomes. Whereas the results of the main hypothesis indicate a statistically significant effect of changing electoral systems on the fluidity of party systems. In other words, the more often political reforms are carried out in the electoral sphere, the higher the indicators of instability of party system, which, according to the typology of party system of Sartori, will change either radically from one-party to polarized pluralism or atomised party system or slightly from one-party to hegemonistic or predominant.

Abstract

The oftenly issue that found in Toba Lake is the lack of facilities to support both foreign and domestic tourists. This convenience is related to culinary (food) availability in places of worship and hotels based on national standards. Since the majority visitors who come to Toba Lake are Muslims; thus it is very important to have a friendly-based tourism policy through good governance to create a superior tourist destination. This study aimed to determine the concept of policies to realize Muslim-friendly tourism toward Good Tourism Governance in Toba Lake area. The method in this study is a survey method with qualitative analysis. It showed the increasing of tourism standardization related to the tourists needs, especially for Muslim. It is concluded that tourism development oriented to GTG must have policies as directions and actions to realize the goals to be achieved; including Muslim-friendly tourism.
