Abstract

BPJS service has been considered not maximal, even far from the ideals of the government as stipulated in the 1945 Constitution Article 28 and Act No. 23 of 1992 on Health. This research about BPJS service in two hospitals in East Java that is RSUD Dr. Saiful Anwar Malang and Dr. Soedono Madiun. The purpose of this study was to analyze BPJS service in both hospitals to the poor and incapable, research also to find out what kind of service BPJS patients in both hospitals. The study method uses a qualitative approach, with descriptive method. This method is done by interview and observation and direct survey to RSUD Dr. Saiful Anwar Malang and Dr. Soedono Madiun. The findings of this research conclude that BPJS services in both hospitals have not been effective since apart from the weak coordination between puskesmas and referral hospitals managed by BPJS, the coverage area of referral hospitals in both areas is so wide that they can not accommodate patients service BPJS.

Abstract

Many local level policy is cancelled policy diffusion can be a tool to improve the quality of policy. The learning process and policy adoption of going through the process selection policies from elsewhere. The purpose of this research more effort into explaining the mechanism of policy diffusion issues, and to generate policies for local governments some from the scientific literature. This research article using a descriptive with argumentation theory method (meta-reasoning or meta-argumentation). Furthermore, this method can be used to provide arguments that claimed to follow from a reason to give support basic truth and reinforce or deny something opinions. The results of these research findings the policy diffusion can guide policymakers with better in order to predict and estimate the policy adequately is beneficial for adoption. Policy diffusion will more easily and successfully implement in places that have adopted from the proximity of the culturally, geographically, interests, and history. On the other hand, policy diffusion is not always concluded with the good caused by various influences such as the capacity and quality human resources of policy makers and implementers, the condition political process between legislative and executive.

Abstract

Economic disparity between regions is a common aspect in the economic activities of a region. This inequality is basically caused by differences in natural resource content and differences in demographic conditions in each region. The inequality is then the reason for the birth of Regional Regulation of South Kalimantan No. 9 of 2000 on South Kalimantan Spatial Planning. Therefore, this study is an economic study to see and compare the economic potentials of the mainstay of South Kalimantan Province as well as whether or not the Regulation No. 9 of 2000 is correct. Research Methods are quantitative descriptive. Data collection techniques used literature study and analytical techniques using LQ, Regional Typology, Williamson Index and Theil Entropy. The result of the analysis shows that the inappropriate area becomes the mainstay area with regional typology analysis only Hulu Sungai Utara (HSU), Hulu Sungai Selatan (HSS), Banjar Regency, and Balangan Regency. Because these areas are included in Quadrant III. Economic disparities in the areas of Kandangan and Mainstay area can not be determined as a reliable area. Therefore, the division of the Mainstay Area as in the Regulation of Kalimantan Seelatan No 9 of 2000 on South Kalimantan Spatial Plan needs to be reviewed.

Abstract

This research is about governmental reform done by city government by using innovation. This research is motivated by the existence of local government of South Tangerang City and Magelang City in improving public service, governance and regulation. The purpose of this study is to explain the innovation of governance and public services at the city level. This research uses qualitative approach. Researchers use triangulation of data sources as a way to check the validity of data. Techniques of data retrieval, conducted by participant obervation, written documents, archives, official records, personal notes or notes and drawings to produce different evidence or data. While data processing researcher do data reduction. The results obtained in this study is the City of South Tangerang improve public services to facilitate the notary official of the land in the process behind the name. In addition, governance also becomes porgam priority in South Tangerang City is free treatment. As in the city of Magelang government reform is done innovation in the transportation service. This innovation brings online KIR checks with the intention of providing effective and efficient public services. The city of Magelang reforms governance by providing data in an integrated manner. Data in any regional device organization can be accessed via DataGo. An application to collect data and information in the government of Magelang City.

Abstract

Improving the quality of public services is one of the policy issues in the current era of bureaucratic reform. This has become very important considering the quality of public services since the bureaucratic reforms have been rolled out there have been improvements but have not increased significantly. The performance of government bureaucracy in a simple way can be measured by assessing the good quality of public services. Public service performance measurement is a very important aspect to see the achievement of service delivery to the community. Research on the implementation of birth certificate services is important to do, because the public as customer service has not felt satisfied both in terms of time, procedures and quality of service that has been provided. This research was conducted to determine the implementation and constraints encountered in efforts to improve birth certificate services at the Surabaya City Population and Civil Registration Service. The focus of observation includes service procedures, completion time, cost of services, facilities and infrastructure, competence of service providers and constraints faced. The method used in this study is a qualitative method using descriptive analysis. Interactive model data analysis which begins with the process of collecting data, simplifying data, presenting data, and giving recommendations with conclusions shows that the implementation of birth certificate services in the Surabaya City Population and Civil Registration Service is good or quality that can be seen from the reliability indicator responsiveness, assurance, attention and tangibles. The advice given, should the Surabaya City Population and Civil Registration Service increase public knowledge and should service the issuance of birth certificates at the Surabaya City Population and Civil Registration Service can be carried out optimally.

Abstract

The village head is a strategic policy-making actor in the administration of village governance. Starting from motivating the community to participate in the village musrenbang, accommodating the priority scale of village needs and creating a democratic and successful village musrenbang in the concept of development planning. This paper is one of the references that can provide information to the public in general related to the competence of the village head, especially in leading the musrenbangdes process. The competence of the village head is seen from the technical competence, conceptual competence and human competence held by the village head. This study uses qualitative methods presented descriptively. Data collection techniques are carried out by observation to the place where the village musrenbang takes place in the village hall, deepening of information through primary data obtained from the Village Head, BPD, and the village community. Secondary data was obtained by observing the village musrenbang process, the committee TE SK, the APBDes Accountability Report, the Proposed Village Musrenbang Priority. The results of the study found that the village heads in Sukaraja did not have technical capabilities such as discussing and revising the RKPDes draft, conceptual capabilities such as the lack of RPJMDes review team, budget planning and human capability analysis team such as the absence of village cadre formation process. Therefore the managerial to the village in musrenbangdes not only as a leader position but rather as a subject that is able to create a conducive climate during musrenbangdes take place.
