Democracy is a political culture that seeks to promote majority participation in the process and art of governance, with the aim of developing a society; based on the principles of equality, freedom and social justice. This implies that democracy must operate within the confines of a State structure, which means there must be a State before we can talk about the enthronement of democratic culture and institutions. Thus, this paper examined the nature of African States and discovered that Africans are operating a dislocated state structure that is at far variant, with Universal Characteristics of a State. This is so because the contemporary African States are part of African colonial legacy and the failure of African peoples to evolve after 50 years of colonialism are responsible for this state of affairs. Hence, the paper defended the thesis that until Africans reform their institutional arrangement, to reflect the Universal Characteristics of a State Structure, democracy in Africa will not deepen, and development will keep eluding the continent and her people. This reform agenda which the paper is proposing is premised on traditional African values and spirituality. The paper employs the method of critical analysis.

There is no question of doubt that Aldo Leopold (1887-1948) is regarded as the most influential figure in the development of an economic environmental ethics. The cornerstone of his environmental ethics is science. In fact, the science of ecology in the real sense of the term was developed during his life time and it would not be an exaggeration to say that he was the first person to call for a radical rethink of ethics in the light of science. In his collective essays published posthumously as A Sand Country Almanac (1949), the essay ‘Land Ethic’ included in this book is the systematic presentation of an eco-centric ethics. This work attempt to critique Aldo Leopold Land ethics for environmental management. This work applauds Aldo Leopold ‘land ethic’ because he sees the ecosystem as an organic wholes and its values implicit in concepts such as integrity and stability, health and well-being. However, this work criticized Aldo Leopold ‘Land Ethics’ because his view of organic model of ecological systems is inadequate. This is because of the fact that species within an ecosystem could exist outside the organism. Thus, Aldo Leopold ‘land ethic’ is not holistic enough.

This study investigates the nature of tourism site infrastructure and how it affects patronage in Calabar Metropolis, Cross River State. The specific objectives of the study are to assess the security level, availability of leisure aid, recreation facilities, quantity and quality of historical artifacts, location ambiance, skilled tour guides and their effect on visitor patronage. The study is supported by Qualitative and inferential research design methods to ascertain the predictability of tourist patronage. A sample of one hundred and twenty-five (125) respondents were systematically selected for the study and questionnaires administered. The multiple nonlinear regression test statistic was deployed for validating the hypotheses developed for the study. Results show that security level, leisure and recreation, historical artifact and requisite accommodation were statistically significant in impacting a positive/direct influence on visitor patronage, while location ambiance and skilled tour guides were not statistically significant. It concludes that changes in visitor patronage can be accounted for by changes in tourist site infrastructure, but that location ambiance and skilled tour guides are not sufficient pull-factors for visitor patronage in Calabar Metropolis. It recommends among other things, government and private sector involvement in archeological research, security facilities, affordable accommodation for activities and oppressive use of mass media in portraying the historical significance of the area.

The origin of the modern state has left many scholars intellectually engaged. Sociologists, psychologists, political scientists, jurists, anthropologists, and philosophers have variously grappled with the issue of the origin of the state. Thomas Hobbes is one of the great thinkers who has contributed to the discussion on the origin of the state. Thomas Hobbes is of the view that naturally, that is, man in the state of nature, is a-social, atavistically thinking about himself alone. Because of this atomistic and solitary disposition of man in the state of nature, the society was accentuated by an unprecedented degree of rancor, acrimony and obfuscation. Given this picture of man and the pre-civil-society depicted by Hobbes, one would feel that justifying the emergence of the civil society would become difficult. This paper examines how Hobbes migrated man from the state of nature to the civil society in spite of the gory picture of him he had painted. Thomas Hobbes’ theory of the origin of the state is categorized in the class of the social contract theories.

What necessitate the birth of this paper was the critical thinking that, is it possible for human beings (rational beings) to garner objective-unmediated knowledge of the world in and around us? For the skeptic’s objective-unmediated knowledge is subject to doubt. While for the idealist the real (Genuine) knowledge is of the universal as it exists in the world forms (ideas). The materialist holds that real (genuine) knowledge is of matter. Contrary to this view, a direct realist account of cognition holds that, it is possible for rational beings (humans) to garner objective-unmediated knowledge of the world in an around us. As such, the identity theory of truth is used by the 20th century analytic philosopher George Edward Moore to buttress his direct realist ontological account of cognition was used as a theoretical foundation for this work. Some findings of this paper are (1) There exists an external world (Physical world) (2) There exists a formal world where for example the principles of mathematics and physics exists (3) It is difficult to isomorphically reconcile the objective ontological statuses of both the external and formal world objects (4) That our claim to knowledge could either be a priori or a posteriori or both (5) That Moore’s direct realism is inadequate to account for human’s claim to know for certain all reality that exist. The research used documentary sources as its method of data collection. As such, the method adopted in this work is qualitative research design. However content analysis was used to analyze the data. Consequently, the paper made recommendations that;(1) there is need to embrace constructive-referential-alternatism in our knowledge claim,(2) there is need to also naturalize all epistemological account for the ontology of cognition in relation to a given consensual-contextual language domain. Hence, the role of language in the production and claim to knowledge cannot be overemphasized.
