Abstract

This research investigates collaborative governance in the management of Green Open Space (RTH) in Makassar City, with a particular focus on Ujung Pandang District. The study aims to analyze the dynamics of collaborative governance, identifying both supporting and inhibiting factors that influence the effective management of RTH. Employing a qualitative approach with descriptive methods, data collection was conducted through a combination of observation, interviews, and documentation to gather comprehensive insights into the governance processes. The data analysis technique utilized in this research is interactive data analysis, which involves stages of data condensation, presentation, and conclusion drawing. The findings reveal that collaborative governance in managing Green Open Space in Makassar City has been largely effective, although certain shortcomings and challenges persist. Key aspects of the collaboration include: 1) Collaboration Dynamics: The inclusive partnership among the Makassar city government, PT Kalla Group, and the Ujung Pandang community has been instrumental in ensuring sustainable management of RTH. 2) Collaborative Actions: The implementation of Makassar Mayor Regulation No. 71 of 2019 has facilitated initiatives for planning and maintaining RTH, fostering stakeholder cooperation. PT Kalla Group plays a crucial role by funding and developing RTH, while the community is actively involved in maintenance and supervision. 3) Impact and Adaptation: This collaboration has led to significant improvements in both the quality and quantity of RTH, promoting stronger partnerships among stakeholders and enhancing community engagement. Despite these positive outcomes, challenges such as limited human resources remain significant obstacles to effective governance. Supporting factors include clearly defined collaborative roles, established RTH management policies, and financial commitments from the private sector. Conversely, the main inhibiting factors are ineffective coordination among parties and low levels of active community participation. Addressing these challenges is essential for enhancing the effectiveness of collaborative governance in managing Green Open Space in Makassar City, ultimately contributing to a more sustainable urban environment and improved quality of life for residents.

Abstract

This study aims to analyze Collaborative Governance in the development of Kassi Tourism Village in Rumbia District, Jeneponto Regency, as well as the determinant factors that influence this collaborative governance. Specifically, the research focuses on identifying both supporting and inhibiting factors that affect the development of Kassi Tourism Village. Employing a qualitative approach with descriptive methods, data were collected through a combination of observation, interviews, and documentation techniques to gain a comprehensive understanding of the governance dynamics at play. The data analysis technique utilized in this research is interactive data analysis, which involves several stages, including data condensation, data presentation, and conclusion drawing. The results indicate that Collaborative Governance in the development of Kassi Tourism Village has not been implemented optimally. Among the five indicators analyzed based on Ansell and Gash's theory, two indicators—1) Face-to-Face Dialogue and 3) Commitment to the Process—are still poorly implemented. In contrast, the other three indicators—2) Trust Building, 4) Sharing Understanding, and 5) Intermediate Outcomes—have been effectively executed. Notably, trust building emerges as the most dominant indicator in the collaboration process, as it fosters a sense of security that encourages stakeholders to take risks in collaborative efforts. However, the dominance of these positive indicators is insufficient to achieve optimal collaboration. The determinant factors influencing Collaborative Governance in the development of Kassi Tourism Village include several supporting factors, such as the diversity of tourism potential, the collaborative roles of internal parties, and the commitment of the private sector. Conversely, the inhibiting factors encompass limited human resources in the tourism sector, a lack of collaboration with local governments, and uneven infrastructure and tourism facilities. Addressing these challenges is crucial for enhancing collaborative governance and ensuring the sustainable development of Kassi Tourism Village, ultimately contributing to the economic growth and cultural preservation of the region.

Abstract

This study examines the implementation of E-government through the New Normal Online Campus Research Information System (NENI SILINCA) at the Investment and Integrated One-Stop Service Office (DPMPTSP) of South Sulawesi Province. It aims to identify both the supporting and inhibiting factors affecting the system's role in enhancing the efficiency, transparency, and accessibility of public services. The study adopts a descriptive qualitative approach, employing data collection methods such as observation, interviews, and documentation. Data were analyzed through the processes of data condensation, data display, conclusion drawing, and verification. The findings indicate that the implementation of NENI SILINCA has contributed positively to public service delivery. The system enables students to process research permit applications online, thereby streamlining administrative procedures and reducing operational costs. Transparency is significantly improved, as users can monitor the progress of their applications in real-time. From the policy content perspective, NENI SILINCA promotes digital transformation in public services by providing faster and more convenient access. Nonetheless, several technical obstacles remain, including system errors, unstable internet connectivity, and ambiguity in document requirements for students conducting research outside their home region. From the implementation context perspective, the success of this initiative is influenced by political commitment and institutional capacity. The leadership of the Governor and the Head of DPMPTSP plays a pivotal role in ensuring the system’s effectiveness. Cross-sector collaboration with educational institutions and technical teams also facilitates clearer task division and coordination. Key enabling factors include strong regulatory support, the technical team’s readiness, and policy socialization efforts. However, limitations such as inadequate outreach and frequent network disruptions continue to pose challenges. Therefore, enhancing technological infrastructure and adopting more effective communication strategies are essential to ensure the optimal and sustainable implementation of NENI SILINCA as a digital innovation in public service.
