The teachers of Hindu religion classes play central role in the effort to reach the goal of the national education as well as to build the characters that include honesty, skillfullness, clean and good-heartedness, as described in the national standard of education regulation No 20/2003 in which it states that the curriculum has to provide religious education (Pasal 37 UU Sisdiknas). The government attention to the education is implemented too by the issue of the Regulation on Teachers and Lecturers which states that teachers are professional educators with main duty to educate, teach, guide, train, and evaluate the students in the formal elementary, secondary, and high schools (UU RI No. 14/2005) Purwanto (2004:10).Education is the intentional enlightening from the adult to the younger ones in relation to their development in order to make them useful for themselves and in the societyâThe Indonesian national education systemas stated in UU No.2/1989 Bab, II, pasal 4,Â states that the goal of the education is to develop a complete Indonesia people who are religious, good in their characters, have good knowledge and skills, healthy physically and mentally, independent, responsible for the society and nation. In line with that, the Hindu teachers should refer to the Vedic teachings and consider the physical, psychological, and social environments of study, the life as students (Sisya/Brahmacari), their roles (Acarya), the curriculum, the mteaching methods, as well as the goal of the education. These all should be centered on teaching with the emphasis on directing and motivating to reach the character buildingfacilitating that through learning experience helping to develop attitudes, values, and self adaptation At schools teachers should commit themselves to be 1) role models, 2) inspirators, 3) motivators, 4) regulator, 5) evaluator besides having good vision. Without these all, the goal of education will fail.

Developing IHDN Denpasar to be the State Hindu University has been the aspiration of the Hindu people in Indonesia. The development should be realized through developing the quality of the professionalism of the lecturer.. It plays significant role in improving the quality of the education. A lecturer is required to have a pedagogic competence, which is the skill of teaching, a personality, which includes character and maturity, a professional skill, which refers to the mastery of content and methods of teaching, and social skill, which is the ability in making interaction with students and people.

The low quality and the quality of education in Indonesia is not a secret anymore. Even among ASEAN countries alone, the quality of education in Indonesia arriving under Singapore, Thailand, Vietnam and even Filiphine. Issue low quality of education in Indonesia has often been a hot topic in various scientific forums, discussion will be the condition of education in Indonesia. Many efforts have been taken by the government with the enactment of Law No. 20 of 2003 on the National Education System, but it has not been able to resolve the problem of the quality of education in Indonesia. Today the efforts to improve the quality of education being conducted by various parties. These efforts based on an awareness of the importance of the role of education in the development of human resources and the development of national character (Nation Character Building) for the betterment of society and the nation. Dignity of a nation is determined by the quality of education. The way is to raise three potential natural base (word, wind, eyelash) humans.

The rapid development of science and technology these days have influenced the characters of the children, who are faced with heavy challenges. Teaching children should be then directed towardsÂ strenghtening their morals. Regarding that, it needs a neotraditional norm that is based on the traditional origins. The Hindu education could become the normative agent that builds any modern Indonesian characters through their local wisdoms that are motivative to the children. On the instrumental level, the primary values to be taught are autonomy, dignity, creativity, morality, pride, and sense of aesthetics, and democracy awareness. They should preserve the local cultural heritage, including the languages and the arts, while adapting the global trend. As the educators, the teachers at schools as well as the parents at homes must be the role models whose responsibilities and disciplines are followed.

Higher education institutions should adapt the development of science and technology in order to meet the society demand along the ages. They are expected to produce human resources with academic and leadership capability and ethics who are also adaptive to the technological development. In order to achieve that, the instituations are required to carry out quality research and social service programs that can improve the societies. The programs should be based on science and the implementation of the education and research with clear targets. However, in practice, the social service programs are often irrelevant to the society needs as well as to the fields of the lecturers and students involved in the programs. This proves the gap between the ideal and the real condition of the Indonesian higher education quality. The situation is influenced by several factors, including the poor management, economics, and social realities. In order to overcome them, a comprehensive program for developing the profesionalism of the lecturers is needed in which the government, the instituation, and the society are all involved. The Minister of Education and Culture Affair Regulation No 49/2014 regulates the standard for the social service, which is an important part of the Tri Dharma Perguruan Tinggi. According to it, the program should be organized by the Social Service Board with its principles for institutionalism, education, cooperation, sustainability, social empowerment, and regional development.

Men are full of desires that need to be satisfied through functioning the senses, which are part of the mind used for reasoning, feeling, and acting. From the senses happiness or sadness may come. When the senses are connected to the out world the selves within may see problems even calamities if the desires are uncontrolled. In Hindu there are several teachings that can be refered to as the ethics for controlling the self. Trikaya Parisudha teaches that life should be directed to reach happiness by thinking, speaking, and doing good. The Sad Ripu teaches the six enemies within self that are to fight, namely desires, greediness, anger, disorientation, drunkness, and envy. Sapta Timira teaches seven things that can blind the mind, namely beauty, rich, intellectuality, family line, youth, alchoholic beverage, braveness. Beisdes all of them, the inclination of being good or bad that are latent within the self should be also realized as Hindus.

Facilities in education are not merely those that are used in the classrooms, such as the classbooks, boards, rulers, and other learning aids, but also the ones that indirectly support the education manajemen, such as the land and building. At least such facilities should be provided in accordance with the need and function of the school (Depdiknas, 2003). Fullfilment of the need for such supporting facilities will contribute to the quality of the educational service.There are three things that presumably can support directly the learning and achievement of the students, namely the availability of enough resources, educational aids,such as lab and workshop, and teaching medium. The absence of them will result in mere verbal teaching that cause the learning process to be less powerful. Students will only lean on the memoy for only learn to memorize things. It produces unauthentic learning pocess and situation and develop less learning experience. As the result the students acievement is low in all of its aspects, including the cognitive, attitude, skill, self-confidence, commitment, and competence.
