Abstract

This research aims to analyze the Policy of Smart Banjar Program (SBP) as a pro public-budget policies implemented in Banjar city is a political model that comes after the local financial decentralization. Measuring with the accountability studies expected to find new local political dynamics in the contestation will be the mapping of budgeting and budgeting mechanism to buget review in a decentralized system that is more complex than the previous era. Studies accountability in the process of formulating and implementing policy seen from the distribution of local budgets in accordance with the implementation of Good Governance within the framework of local autonomy is an important study. Because of the budget is driven not only be done in a democratic for formulating process, but also should be more pro-poor and pro improvement of human development indicators. The lack of public accountability policy which could be involved in monitoring and evaluation. In this space included in assessing public policies that are being implemented. Public know the outcome, impact or implications of policies being implemented. The important part is expected in public accountability is the need review and reform on this policy in terms of free education through SBP in the peride 2013. Using the analytical tool from David Easton is combined JD Stewart that accountability identifies five levels: Policy Accountability as accountability for policy choices are made; Accountability Program as the accountability for the achievement of objectives / outcomes and effectiveness are achieved; Performance accountabilty as accountability towards the achievement of efficient activity; Process accountabilty as accountability for the use-process, procedure, or a decent size in implementing measures adopted; Probity and legality Accountability as accountability for legality and honesty of the use of funds in accordance with approved budgets or obedience to the laws in force. The methode Based on a qualitative approach uses a type of descriptive with case study. Accountability mechanism from any process of accountability in SBP policy in Banjar in 2013 are still experiencing a gap in minimizing accountability so that the process is less transparent, effective and efficient. SBP policies still biased by political interests ahead of the elections (pilkada) of 2013. In addition, elements of society, NGOs, Banjar community in general who became the subject of accountability does not get valid data and information so that accountability externally inadequate. Abstract

This study discusses the comparative quality of democracy in the perspective of gender equality between Indonesia and Thailand. Selection of study subjects based on data ranking global democracy that puts Indonesia and Thailand as a country in Southeast Asia with the quality of democracy is not far adrift. This study uses the theory of political culture for respective internal uniqueness, the quality of democracy, gender theory and comparative politics approach using Mill's Method  to analyze focus of research. This study used a qualitative approach with descriptive type of analysis through literature study.  The unit of analysis in this study focused on the quality of democracy in the perspective of gender equality. The unit of explanation is the comparison the quality of democracy in the perspective of gender equality Indonesia and Thailand are seen from the level of political participation of women in each country. Each by  the period between 2010 to 2014 based on internal changes that occur in both. In addition to historical comparative method is also used to acquire the common traits between the uniqueness of the community and assess long-term social change. Based on the data that has been collected relating to the history and political culture of each country, it can be said that the quality of the implementation of democracy is influenced by the historical background and internal changes. Internal change is increasingly open does not necessarily encourage democratization, it is because of the culture of political force. Eventually important role in the political system as a determinant of the quality of democracy and guarantor of democracy.

Abstract

Kebijakan otonomi daerah hanya dapat berhasil dan dinikmati oleh masyarakat apabila juga diikuti dengan reformasi birokrasi dan perbaikan kualitas pelayanan publik. Beberapa diantaranya terdapat kesenjangan antara birokrasi dan kualitas pelayanan, seperti dalam kasus relasi antara pemerintah dan warganya seringkali perijinan menjadi indikator untuk menilai apakah suatu pemerintah telah melakukan pencapaian pada kondisi ?good government?. Birokrasi perijinan merupakan salah satu permasalahan yang menjadi kendala bagi perkembangan dunia usaha di Indonesia pada umumnya dan khususnya di Kota Serang. Dalam jurnal ini, kemudian penulis mencoba mengungkap manajemen operasi dalam organisasi kepemerintahan yang ideal untuk mengimplementasikan pelayanan terpadu satu pintu di Kota Serang sebagai upaya menciptakan pemerintahan yang bersih,transparan dan akuntabel.

Abstract

Penelitian ini bertujuan untuk merumuskan strategi alternatif pengembangan museum dan situs kepurbakalaan Banten Lama kedepan agar museum dan situs yang dikelola oleh Balai Pelestarian Cagara Budaya Serang tersebut dapat berfungsi optimal. Penelitian ini bersifat kualitatif yang menggunakan metode manajemen strategik untuk mengungkapkan isu-su strategis melalui analisis SWOT dan uji Litmus. Hasil penelitian menunjukkan strategi pengembangan museum dan situs Banten Lama yang didapat adalah penambahan jumlah SDM yang terspesialisasi sesuai kompetensi ke dalam unit berdasarkan kebutuhan  museum dan situs, pelaksanaan evaluasi kegiatan yang dilakukan bersama stakeholders secara konsisten dan berkelanjutan, merencanakan kegiatan pelestarian yang menyeimbangkan pada aspek ideologis, akademis, ekologis, dan ekonomis, pengidentifikasian stakeholders sebagai mitra dalam pengembangan museum dan Situs Banten Lama agar mampu beradaptasi dengan kebutuhan masyarakat, peningkatan sumber daya yang dialokasikan untuk mengoptimalkan pengawasan benda/bangunan situs, peningkatan dalam penyusunan skala prioritas dan target untuk memberikan pemahaman dan kesadaran kepada masyarakat terkait museum dan situs Banten Lama beserta cara pelestariannya, peningkatan koordinasi pekerjaan dengan pihak keluarga kesultanan Banten Lama untuk bekerjasama dalam pelestarian, peningkatan kualitas pelayanan dengan merencanakan dan merumuskan serta dikoordinasikan dengan baik yang diiringi pemberian motivasi, peningkatan kemampuan komunikasi dan pengarahan pada pemandu dalam pemberian pelayanan.

Abstract

Sumber daya manusia merupakan aset terpenting perusahaan  karena perannya sebagai subyek pelaksana kebijakan dan kegiatan operasional perusahaan yang merupakan penggerak utama dalam struktur perusahaan, untuk menguji pengaruh budaya organisasi dan gaya kepemimpinan terhadap kepuasan kerja untuk meningkatkan kinerja pegawai pada PT. Zyrezindo Mandiri Buana.  Penelitian ini dilakukan di PT. Zyrezindo Mandiri Buana, responden yang digunakan sebanyak 115 karyawan, menggunakan Structural Equation Modeling (SEM). Hasil penelitian menunjukkan budaya organisasi dan gaya kepemimpinan mempunyai pengaruh positif dan signifikan terhadap kepuasan kerja dalam meningkatkan kinerja pegawai. Pengaruh dari gaya kepemimpinan terhadap kepuasan kerja adalah signifikan dan positif, pengaruh dari budaya organisasi terhadap kepuasan kerja adalah signifikan dan positif; pengaruh gaya kepemimpinan terhadap kinerja pegawai adalah signifikan dan positif; pengaruh budaya organisasi terhadap kinerja pegawai adalah signifikan dan positif; dan pengaruh kepuasan kerja terhadap kinerja pegawai adalah signifikan dan positif.
