Abstract

Kebijakan otonomi daerah hanya dapat berhasil dan dinikmati oleh masyarakat apabila juga diikuti dengan reformasi birokrasi dan perbaikan kualitas pelayanan publik. Beberapa diantaranya terdapat kesenjangan antara birokrasi dan kualitas pelayanan, seperti dalam kasus relasi antara pemerintah dan warganya seringkali perijinan menjadi indikator untuk menilai apakah suatu pemerintah telah melakukan pencapaian pada kondisi ?good government?. Birokrasi perijinan merupakan salah satu permasalahan yang menjadi kendala bagi perkembangan dunia usaha di Indonesia pada umumnya dan khususnya di Kota Serang. Dalam jurnal ini, kemudian penulis mencoba mengungkap manajemen operasi dalam organisasi kepemerintahan yang ideal untuk mengimplementasikan pelayanan terpadu satu pintu di Kota Serang sebagai upaya menciptakan pemerintahan yang bersih,transparan dan akuntabel.

Abstract

ABSTRAK Strategi humas Polres Cilegon dalam menyosialisasikan program “Bermedia Sosial Secara Positif” dilakukan hanya internal dengan melakukan face to face di lapangan Polres Cilegon. Penelitian ini bertujuan untuk mengetahui strategi humas yang dilakukan oleh humas Polres Cilegon dalam menyosialisasikan program “Bermedia Sosial Secara Positif” dengan melakukan fact finding, planning, communicating, evaluation dengan menggunakan teori Penyusunan Tindakan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus yang didapat melalui hasil pemaparan dan penjelasan berdasarkan wawancara dan observasi dilapangan. Abstract

Implementing e-government in the business sector of State-Owned Enterprises (BUMN) has become a strategic step to enhance operational efficiency and transparency. This study aims to analyse the Vendor Invoicing Portal (VIP) application implementation at PT PLN (Persero) PUSHARLIS UP2W I Cilegon based on three main elements: support, capacity, and benefits. (value). Data were collected through in-depth interviews, direct observation, and document analysis using a descriptive qualitative method. The research results indicate that regulatory support through Presidential Regulation No. 95 of 2018 has provided a strong legal foundation. Still, the dissemination of the application to new vendors has not been optimal. From the aspect of capacity, the technological infrastructure is mostly adequate, but the limitation of human resources with information technology competence poses a significant challenge. In terms of benefits, the VIP application successfully increased payment efficiency by 50%, reduced administrative errors by 80%, and improved vendor satisfaction by 75%. This study concludes that the synergy between support, capacity, and system benefits greatly influences the success of e-government implementation at PT PLN PUSHARLIS. Recommendations include enhancing HR training programs, intensive vendor outreach, and investing in digital infrastructure to support sustainable digital transformation

Abstract

Child sexual abuse is a serious problem that requires a holistic approach in handling it. Sexual abuse is committed by the closest people such as family, teachers and neighbours of the victim. There is an impact or trauma experienced by child victims of sexual abuse, for example, they become more quiet and tend to close themselves. This study aims to explore the use of therapeutic communication as a tool to help child victims of sexual abuse in the recovery process. Qualitative methods were used to understand the experiences and perceptions of children traumatised by sexual abuse. Using the therapeutic communication approach, there are four stages to go through: pre-interaction, orientation, and problem solving, and resolution steps to get the best results. The results showed that therapeutic communication has an important role in reducing the psychological impact and helping children overcome trauma

Abstract

Penelitian ini bertujuan untuk mengukur pengaruh kualitas pelayanan kesehatan terhadap kepuasan pasien yang tergabung dalam Badan Penyelenggara Jaminan Sosial (BPJS) di Rumah Sakit Kencana Kota Serang, dengan menggunakan model SERVQUAL yang mencakup lima dimensi: kebisingan, jaminan, daya tanggap, empati, dan keberwujudan ( berwujud). Data dikumpulkan melalui survei yang melibatkan 86 pasien BPJS, dengan analisis yang dilakukan menggunakan regresi linier sederhana. Hasil penelitian menunjukkan bahwa kualitas pelayanan memiliki pengaruh yang signifikan terhadap kepuasan pasien, dengan dimensi kejelasan menjadi faktor yang paling dominan. Dimensi jaminan dan daya tanggap juga memberikan kontribusi yang signifikan terhadap kepuasan pasien. Sementara itu, empati dan keberwujudan menunjukkan pengaruh yang lebih rendah, namun tetap penting dalam membentuk persepsi positif terhadap layanan kesehatan. Temuan ini memberikan implikasi praktis bagi manajemen rumah sakit dalam upaya peningkatan kualitas pelayanan dan kepuasan pasien melalui peningkatan efisiensi layanan, pelatihan staf, dan perbaikan fasilitas.

Abstract

Kegiatan sosialiasi merupakan salah satu bagian penting dalam keberhasilan implementasi sebuah kebijakan termasuk mengenai proses pemilihan umum yang dilaksanakan pada Tanggal 14 Februari Tahun 2024. Sosialisasi kepada pemilih pemula menjadi fokus pada kegiatan ini karena banyaknya jumah pemilih pemula dimana Kota Serang merupakan salah satu kota dengan pemilih pemula terbanyak. Kegiatan ini dilaksanakan di SMK Informatika Kota Serang dengan tujuan membantu siswa-siswa dalam memahami pemilihan umum dan pemilih pemula, proses pemilihan umum serta apa saja agar menjadi pemilih pemula yang baik. Hasil kegiatan ini berjalan dengan lancar dan membantu siswa-siswa dalam memahami materi yang disampaikan mengenai pemilihan umum dan pemilih pemula, proses pemilihan umum, dan bagaimana menjadi pemilih pemula yang baik pada pemilihan umum Tahun 2024.

Abstract

Stunting is a health and development issue that necessitates collaboration across sectors and active engagement of the community. Using a qualitative case study approach, this study seeks to investigate the impetus behind public service efforts to accelerate stunting reduction in Mongpok Village, Cikeusal District, Serang Regency. The information was gathered via in-depth interviews. Participating in public services about stunting in Mompok village, including midwives, nutrition workers, family planning instructors, PKK cadres, and the village administration, comprised the research informants. Utilizing PSM (Public Service Motivation) theory, the data were examined. In light of the research findings, the village government demonstrates commendable motivation towards public service through its attentiveness and concern for the issue of stunting, collaboration and accountability among diverse stakeholders, ingenuity, and capability to enhance services

Abstract

The political image of female politicians and artists on the political stage is still a hot and interesting topic of discussion in society. Many people still believe that celebrity politicians, especially women, only rely on popularity to win and be elected as members of the House of Representatives. It is not only limited to that, the participation of female artist politicians could be based on government policy regarding a 30% quota, or it could also be due to political education and the influence of technology that has encouraged female artists to be present in the political field. However, negative images and assumptions still prevail due to the construction of artists being chosen just because they are popular to gain votes. Therefore, this research aims to see how the media frames news so that it can construct the audience's thoughts about the political image of female politicians and artists. This research uses a qualitative method using Robert M. Entman's framing analysis approach, where the analysis uses four elements which have become the basis for analysis to dissect how Kompas.com and Tempo. co media frame news. The results of this research show that the political image of female celebrity politicians as members of the House of Representatives still lacks trust from the public. This cannot be separated from the fact that the highlighted news does not cover much about their performance as members of the People's Representative Council, but more about their style and style. their lives as artists. Therefore, the suggestions and recommendations recommended are that, apart from politicians, artists must continue to show consistent performance as members of the people's representatives, they must also be supported by media reports which must highlight their performance, professionalism and abilities as politicians. In this way, the image of artist politicians in society can change to be more trusting and supportive of the role of artists in government. Furthermore, the researcher hopes that this scientific work can provide scientific development and contribute to efforts to build a good political climate.

Abstract

Public service motivation (PSM) research has increased significantly in various disciplines, especially public administration and public sector management. This study uses bibliometric analysis based on data from Scopus to identify the main trends, author contributions, and scientific gaps in PSM research from 1996 to 2023. The analysis results show that PSM remains a major topic in public administration research, with a significant increase in publications since 2006. The most dominant keywords include public administration, work engagement, job satisfaction, and transformational leadership. Furthermore, this study revealed that most PSM research focuses on employee engagement and job satisfaction, while aspects such as the integration of PSM with public service values (PSV) and public service ethos (PSE) are still rarely explored. In addition, citation network analysis shows that Indiana University Bloomington and Utrecht University are the most influential institutions in this research. This study contributes by providing an updated bibliometric mapping, identifying recent research trends, and offering recommendations for future studies related to innovations in public service motivation models.

Abstract

Pembangunan sejatinya harus bisa memberikan perubahan disuatu negara atau daerah, baik secara kuantitas maupun secara kualitas. Dalam mewujudkan kebijakan Rencana Pembangunan Jangka Panjang Daerah (RPJPD) Provinsi Banten 2025-2045 yang berkualitas, rasional, prioritas, tepat sasaran, dan sesuai dengan permasalahan Banten maka perlu ada keterlibatan seluruh Stakeholders atau pemangku kepentingan pembangunan (Pemerintah, Sektor Bisnis, Akademisi, Society, dan Insan Media) dalam proses penyusunannya melalui mekanisme model kolaborasi pentahelix. Selain itu, kekuatan nilai-nilai spiritual dan kearifan lokal harus dapat memberikan nilai dalam proses perencanaan pembangunan daerah agar sesuai dengan permasalahan dilapangan, dimengerti dan dipahami, serta merupakan hasil rekomendasi terbaik untuk dapat menyelesaikan permasalahan-permasalahan Banten. Metode penelitian dalam penelitian ini adalah metode penelitian kualitatif dengan menggunakan data-data sekunder, berupa dokumen penelitian, artikel imiah, laporan penelitian, kebijakan, dan data-data lain terkait dengan kajian pembangunan daerah di Provinsi Banten. Sedangkan teknik analisis data menggunakan teknik analisis data kualitatif untuk menggambarkan isu-isu startegis pembangunan di Provinsi Banten dan menggunakan analisis hirarki proses untuk menggambarkan prioritas strategi-strategi pembanguna untuk Banten Emas 2045. Dari hasil penelitian menggambarkan bahwa empat pilar yang harus direalisasikan oleh Pemerintah Provinsi Banten, yakni : Pertama, Pembangunan Manusia serta Penguasaan Ilmu Pengetahuan dan Teknologi; Kedua, Pembangunan Ekonomi Berkelanjutan; Ketiga, Pemerataan Pembangunan; dan Keempat, Pemantapan Ketahanan Nasional dan Tata Kelola Kepemerintahan melalui peningkatan kualitas demokrasi yang subtantif, serta reformasi kelembagaan dan birokrasi di Provinsi Banten
