Abstract

Indonesia’s national security is still in debate since the separation of TNI-Polri’s functions and is more likely to be interpreted as national security and order (kamtibmas)’s effort. Meanwhile, in several states in the world, national security emphasis more on a holistic approach. This study provides a point of view to redefine Indonesia's national security to be more holistic and comprehensive, using the analytical framework of Security Vortex. So that, Indonesia's national security is a national policy that has the goal of ensuring the life and death of the Indonesia nation-state in the aspects of international security, state security and civil security, with three basic capabilities that must build, namely knowledge-based security, skill-based security, and rules-based security.

Abstract

 Abstract  Human resources are very important organizational assets thus it is only natural that every organization gives more attention to human resource management, including the Indonesian Navy (TNI AL). The approach to human resource planning in military organizations focuses on two aspects, including long term planning with strategic objectives and short term planning with operational objectives. This long term planning is oriented towards the continuation of the procurement, availability, and balance of the number of personnel (human resources) in each rank in the future. An analysis to find out and plan the condition of Navy personnel in the future is needed, which is called the analysis of the Markov chain. There are at least three stages of the Markov chain process, including determining the state, the transition matrix, and the initial vector value. The transition matrix describes changes from one state to another state in the next period of time. The transition matrix formed is the basis of the subsequent analysis, including the calculation of the number of personnel per rank in the future. Determining the length of the matrix period is done by comparing several transition matrices with various moving average orders. The result obtained suggests that the best transition matrix is the one with moving average orders six, including the transition matrix with the smallest value of Mean Square Error (MSE). Keywords: Markov Chain, Military Manpower Planning, Transition Matrix, Indonesian Navy

Abstract

The National Defense System is a systematic and planned concept, structure and organization, fostering the spirit of the universe of the people and nation, to strengthen and defend themselves from various threats, challenges, obstacles and disturbances that break the Indonesian building and network. The concept embodies software that contains the philosophy, purpose, theoretical framework and framework of the concept of national defense, as a soul and heart that moves continuously in the spirit of conscience defending the country. The purpose of this study is to develop a study about the strategic role of defense health as a diversified potential for multifunctional health to guide the national level of resilience. The potential of health in the field of defense with its strategic thinking decomposes the breadth of Indonesia's geographic region, which has distinctive characteristics of health problems based on geomedicine maps. The dynamic stratification of health problems makes geomedicine maps as a measure of defense health policy. The concept proposed in this study is expected to be one of the basic references in forming a defense health study program at Indonesia Defense University. The method, that needs to be developed, is the transformation of the health of Indonesian National Armed Forces (TNI). At this time, it has achieved dynamic values in realizing a broader role, not only in the field of health services and support, but it has begun to expand into the field of research and development (R & D). This development also related to global challenges, where the spread/pandemic of illness becomes an extraordinary homework, especially related to defense health. Defense health is a multiparadigmatic concept with multidisciplinary scientific dimensions and parameters, and various multi-approaches (analysis, synthesis, and solution), based on philosophy and history, build a defense health characteristic that has a scientific perspective that has reliability and validity, so th purpose of this study can be obtained.

Abstract

Defense diplomacy seeks to build partnerships through the use of defense-related programs. The Government of Indonesia develops practical cooperation among regional and extra-regional defense establishments on areas of mutual concern in education and research. Indonesia assigns Indonesia Defense University (IDU) to provide professional graduate education in defense studies with strong practical and area emphasis, conduct relevant research in defense strategy and management, national security and defense technology. Heads of Defense Universities/Colleges/Institutions Meeting (HDUCIM) serves the exchange of information concerning curriculum, defense concepts, and state defense development; it is also possible to conduct cooperation on research. In promoting regional security, defense diplomacy through education and research could play an important role in posing the stability of interstate relations by illustrating the relations between Indonesia-Cambodia and Indonesia-Philippines.

Abstract

The Republic of Indonesia Fisheries Management Region is an area that intended for controlling the fisheries management activities. However, the potential value of fisheries in WPP-RI 711 has been decreasing starting from 2016 to 2017. The problems are about fisheries resource management activities in the region which are then linked to government policy control. This study seeks to determine the development of fisheries resource production in FMR-RI 711, the level of utilization based on management with the MSY and MEY models, and also control of sustainable fisheries policies. This study uses experimental quantitative methods with the Schaefer, Fox and Gordon models. Data obtained came from fisheries resource groups and data samples were taken from shrimp groups. The results of the analysis show that the average development of fisheries resource production in FMR-RI 711 has decreased even experienced overfishing in the commodity of Small Pelagic Fish and Crustaceans. The Schaefer model is considered the most appropriate because it has a determination coefficient value of 42.9% and has an optimum effort value of 179 trips/year, with the MSY value obtained at 3.8520 tons/year. The policy controls carried out so far are still very lacking and need to take firm action from the government in overcoming fisheries problems that are overfishing. Therefore, it can be concluded that fisheries management in FMR-RI 711 has not run optimally, then fisheries management should also be carried out by considering the economic aspects of fisheries, besides it also needs serious efforts on fisheries supervision and the development of a cost model to maintain resources from overfishing.Keywords: Fisheries management, Fisheries policy, FMR-RI 711
