Abstract

Based on Donald Trump's statement "You Say Asia Pacific, I Say" Indo Pacific" became a hint for the changing geopolitics of the world which marks a fundamental change to global politics. The discourse of Indo-Pacific demands a fundamental shift in how to understand the dynamics of international politics, formerly known as Asia-Pacific. The emphasis on hegemonic practices, strategic competition, to geopolitical transformation of the region is the main scope that is then created from the projection of the US grand strategy. The Indo-Pacific is essentially an expansion of geographical coverage by involving India as a symbol of the dominant force in the Indian Ocean into a progressive US move to present structural obstacles to the dominance of Chinese military power.

Abstract

The implementation of the economic pillars of the ASEAN Community through an ASEAN Economic Community (AEC), effected on the incoming and outgoing labor freely in the field of tourism between ASEAN countries. To prepare for the enactment of the AEC, the regions throughout Indonesia must, of course, be administratively structural and infrastructure must be prepared in accordance with the agreed of Mutual Recognition Arrangement (MRA) provisions. Through regional autonomy, local governments have the power to raise the quality of local human resources so they can compete with other ASEAN member countries, such as creating new regulations (local regulations) related to the AEC. The study aims to determine the readiness of the Government of South Sulawesi in anticipation of the 2015 ASEAN Economic Community (AEC) and identify factors driving and inhibiting in the face of the ASEAN Economic Community in 2015 in the field of tourism labor force. The method used is descriptive qualitative, pursued through the depiction of the issues examined in the validity of the data of informants who provide information. The data is processed and analyzed by qualitative analysis. The results showed the readiness of South Sulawesi tourism workforce in the face of a shortage in quantity MEA has certified workers, certification bodies, and the number of assessors. Qualitatively, the role of the South Sulawesi government has anticipated the implementation of MEAs through Perda No. 1 of 2011 which have an impact on improving the quality of tourism. Opportunities in the face of relatively large MEA boosted tourism labor supply large institutional competency based education and training according to the standard of work agreed upon during the Mutual Recognition Arrangement (MRA) in MEA. It Challenges from the lack of attention to the regional work units (SKPD) in the process of socialization and the acceleration of professional certification.

Abstract

Despite decades of successful implementation of multiple regional cooperation policies in East and Southeast Asia, the Indo-Pacific concept is yet to be institutionalized. This paper attempts to examine the challenges that face the institutionalization of the Indo-Pacific concept by focusing on previous foreign policies and their significance in the region. Based on the findings, recommendations are generated to reflect the way Indo-Pacific can successfully be institutionalized.

Abstract

This paper examines the extent to which the Indonesian government has reduced its greenhouse gases emissions coming from deforestation and forest degradation by using REDD program. Such program is highly regarded as a sophisticated instrument to foster collaboration between developing and developed countries in slashing the rate of deforestation. Indonesia itself has enacted the program as a national policy since 2009 under former President Yudhoyono. In this article, the secondary research method is utilized to gather data as well as adopting a qualitative approach to analyse the topic. This paper has found that Indonesia’s policy to curb the emissions from deforestation and forest degradation by conducting REDD program has not yet been successful, because of weaknesses in the implementation. They include the limitation of President’s power in driving policy; the ineffective of information exchange; the inability to do Monitoring, Reporting and Verification (MRV) activities; and contradiction in the decentralization process with regards to REDD implementation. However, some achievements are identified: a slow decline in the rate of deforestation and forest degradation; the continuity partnership between Indonesia and Norway; and the more participation of local stakeholder in supporting REDD program.

Abstract

This article discusses EPT in political science research in three explanations, namely characteristics, strength-weakness, and challenges. EPT has four critical characteristics, i.e., deductive, empirical, theoretic-methodologist, and replication.EPT, as part of the empiricism approach, covers scientific elements (Hypotetico-Deductive) and theoretical-methodological elements. It also allowsreplication., where it can be applied to case-comparison at one theoretical building. However, Formal Model (FM) scholars criticize EPT since it too adopts natural science models. It also depends on the data to provethe relationship or influence between variables in the hypothesis. Nevertheless, the relations do not reflect the causal inference. Nonetheless, EPT contributes significantly to the development of political science research, and replication can be used to build new theories, at least the case comparisons.

Abstract

This research seeks to show how theories and concepts can explain the rise in China's military and its impact on the Asia Pacific. Through the lens of theory and concept, this paper will also show what causes China to increase its military and why this is a security dilemma for the Asia Pacific. This paper uses the theory of Offense and Defense and also the concept of Security Dilemma. Offense and Defense Theory is intended to explain how the balance between offense and defense in the Asia Pacific region occurs so that it does not cause significant conflict in the Asia Pacific Region. The Security Dilemma concept is used to analyze the impact of China's rising military making the Asia Pacific countries a security dilemma. By using these theories and concepts, it is produced that if Defense is more dominant than Offense, then war will be avoided here, which plays the role of Offense, namely China and Asia Pacific countries play Defense. But China's behavior also cannot be separated from its country's history and position. So, China and the Asia Pacific region have contributed to the offense-defense balance and security dynamics in the Asia Pacific region.
