The study examines the gap between expectations and realization of PAMSIMAS (Program`Air Minum dan Sanitasi Berbasis Masyarakat – Community Based Drinking Water and Sanitation Program) in Simpur District, Hulu Sungai Selatan Regency in Borneo, which has been implemented starting in 2008 in three villages, namely Garunggung, Ulin and Pantai Ulin. However, Garunggung and Ulin have also received Village Incentive Grant (Hibah Insentif Desa – HID) from the government, and Pantai Ulin has not. The study focuses on the level of participation of the people, comparing the villages having received the HID and those not. The study found differences in planning, implementation, as well as operation and maintenance of the PAMSIMAS in the villages having received HID and those not. For example the study found differences in planning in terms of interference from stakeholders and accommodation of interests. Education and occupation have become the dominant factor affecting participation level. Education influences knowledge and awareness, while occupation, having close connection to income, influences the availability of time to participate.

The Indonesian government has set Karangsambung Geological Heritage in Central java as a geopark, a concept that the UNESCO had developed in 2004 which aims to integrate the educational, conservational and the development of the local economy. The research aims to develop an ideal model of management for the study location, based on comparative best-practices studies: data from various world-wide geoparks are collected and compared at the criteria developed by the UNESCO. The study analyses management aspects through the comparison processes, and recommends aspects which represent similarities of the characteristics and its potential for application in Karangsambung geological heritage. The research recommends a concept by the name “Natural Stone Park†which integrates educational, conservational and the development of local economy surrounding the study area. This concept should be accompanied by management institution structural strengthening, enforcement of regulation to protect the site, and promotional efforts to the global community.

The community based waste management with 3R concept (reduce, reuse, recycle) carried out by the people in Larangan Sub-district in Cirebon city has shown great potential for replication in other places, posing the need for an in depth study on its successful implementation. The study identifies community’s social character and participation capacity in waste management. It analyzes community’s perception of the benefits of waste management in terms of public health, economics and psychology. The study employs qualitative approach by case study to comprehensively describe the social interaction taking place in the community’s based waste management. The study showed that the community’s social and cultural characters have more influence in the activity compared to its socio-economic character. Participation is bottom-up, starting from the identification of problems/needs by the people up to collective experience of benefits. The process begins with community empowerment through capacity building of social characteristics by the RW 08 Merbabu Asih administrations. The activity not only increases the neighborhoods quality of environment and life, it has also changed the people’s behavior in reducing waste, turning involvement in waste management a part of the daily life culture.

In the regional autonomy era, Semarang City’s Administration has put efforts towards independent development financing in its region, one of them through the management cycle of land as a regional asset. The Semarang City Administration is putting it in practice in accordance with the national regulation. However, several problems have started to occur, such as: unclear actual land ownership status and its legal standings, along with low revenue coming from this sector to the regional income. The study uses positivistic-rationalistic approach through descriptive analysis, IPA analysis (Importance-Performance Analysis), and regional financial independence ratio analysis. The study found that Semarang City Administration’s land asset management has several shortcomings, including: management weaknesses, and the absence of asset management optimizing strategy. The study recommends the following, in order to improve the regional finance independence, Semarang City Administration: (1) review of the existing land asset management cycle, and (2) establishment of asset optimizing strategic plan.

Fisherman community of Kwala Lama District in Serdang Bedagai Regency, North Sumatera has conducted a community based environmental management program known as the PLBM (pengelolaan Lingkungan Berbasis Pemberdayaan Masyarakat), to help restore the coastal environmental damage in the area. The study aims to identify the processes and changes that are taking place within the sustainable environmental management activity. The study employs (1) environmental, social and economic change analysis, (2) community behavior and attitude analysis, and (3) sustainable community construction process analysis. The study concludes that the community participation approach in environmental management implemented in the PLBM program has in fact encouraged many changes which lead to the community’s improvement of social and economic conditions. The study found that the facilitator group selection process conducted by the administration at the preliminary stage has indeed been successfully carried out, enabling the group to carry out the program fairly and accountably, hence developing trust from the community. The program has also developed solidarity thus rendering the community ready to be fully responsible of environmental management and to continue the program.

The paper examines the characteristics of street vendors (Pedagang Kaki Lima – PKL) in the urban space by case study in Tembalang educational area in Semarang City. The study employs quantitative method and applies positivistic paradigm in constructing its conclusion. Nowadays, activities in Indonesian cities tend to be dualistic, namely formal and informal; be it in the physical appearance, or in its social-economic and social-cultural. Tembalang, as one of Semarang city’s fast growing area due its role as educational center also experiences the dualism, marked by the increasing activity of formal sector in the form of stores providing goods and services and at the same time informal sector in the form of PKL. On the one hand, this rapid development occurs in a functional area which has not accommodated PKL activities in its planning. As a result, this spontaneous and unplanned development has the potential to cause various urban problems in the future. On the other hand, their presence has helped provide the local community, especially students of their daily needs with advantages in terms of location proximity and affordability, especially when compared to goods and services provided by the formal sector.

The implementation of the Indonesian Ministry of Agriculture’s Agropolitan Policy bares varying results in each area. The outcome of such federal policy, is determined by 1) the structure of the implementation, 2) policy instrument, 3) community participation, and 4) the availability of resources. Lima Puluh Kota Regency in West Sumatra is one of the regions implementing this policy, starting in Mungka District as an Agropolitan District in 2005. The implementation expected an increase in the community’s revenue and productivity by 5%. Analysis showed that in early 2012, the 5% income rise only happens to 63.04% of the population, while 5% increase in productivity only occurs to 34.78%. Further analysis showed that the low outcome is a result of: 1) lack of clarity in the guidelines issued by the Ministry, 2) lack of legal basis for enforcement of the Agropolitan Master Plan, 3) inconsistencies in the agropolitan working group in Lima Puluh Kota Regency, 4) inefficiency of the organizational structure (Susunan Organisasi dan Tata Kerja †SOTK) of Lima Puluh Kota Regency , 5) lack of knowledge and number of counselors in BP3K Mungka to assist the community, 6) lack of support from the local budget committee in the allocation of funding, 7) lack of involvement from the Pemerintah Nagari in implementation of the program, and 8) lack of coordination and communication between the executives and legislatives.

Urban tourism in South-East Asia has been increasing significantly; the number of visitors rose from 36,1 million in the year 2000 to 69,6 million in 2010. In general, tourism contributes 4,6% of Asean’s income, hence it is included in its development strategy. The study is based on the phenomenon that modernization tends to shift tourism activities in Bandung City, West Java from cultural-historical tourism towards more shopping-culinary activities which are basically consumption; an evolution on urban tourism. The study examines how the shift has affected the development of various new tourist attractions, the pattern of their development and the affecting factors using qualitative-rationalistic method through in-depth interviews. The study found that many facilities, which before had only served as supporting services for tourism, such as restaurants, shopping malls and entertainment services have indeed shifted to become the main attraction of tourism in Bandung City.

The disproportion of supply and demand of land often extends cities to their peri urban areas reducing their agricultural areas. This is observable in Yogyakarta’s Mlati sub district which was classified as a zobidekot (a region dominated by agricultural areas) but lost 301, 9 acres of its agricultural areas during the 1996â€2010 period. The study reviews both the change in land use during that period; and the mismatches between the actual developments from the Detailed Land Use Plan. The study analyzes aerial photos and satellite images through overlays and input-output analysis, together with SWOT analysis of the land use implementation policies. Result shows that 10,32% of Mlati’s land use changed during the 1996-2010 period resulting in the loss of 290,67 acres of agriculture areas with as much as 13,12% converted into housing areas. However, 65,% of its land use still conforms to the Planning Document. The area lacks legal aspect in its landâ€use plan policy implementation since the Planning Document has not been legalized. Institutional aspect shows consistency and availability of adequate resources, but weak implementation in terms of control and law enforcement. Investments, tax policy and illegal changes of land use threatening the policy’s implementation.

Community based early warning system is one of the efforts in reducing flood risk by increasing community awareness in managing disasters. The system comprises the reduction of risk level and vulnerability, along with the strengthening of community capacity among others related to local wisdom. Practicing local wisdom in flood management ensures the effectiveness of the early warning system to be implemented. The article identifies the local wisdom found in local communities in seven sub-districts of Semarang City’s Bringin Drainage Sub-system to understand the community’s capacity in developing the flood early warning system. The observation on the methods carried out in flood prediction, information dissemination and emergency evacuation processes showed that the local communities have indeed implemented a conventional early warning system, however the system is not accompanied by clear procedures, rendering current efforts in risk reduction ineffective.
