Abstract

demand for information that is repetitive and often dispersed across official documents, web portals, circular letters, regulations, and standard operating procedures. Conventional rule-based chatbots are able to answer simple questions, but they are less adaptive to variations in natural language, policy changes, and the need for answers supported by source evidence. This article proposes a Retrieval-Augmented Generation (RAG)-based chatbot development framework to improve the accuracy, traceability, and security of information services in higher education institutions and government agencies. The proposed framework includes document acquisition, preprocessing, text segmentation, embedding generation, storage in a vector database, retrieval, reranking, answer generation by a large language model, source citation, security guardrails, and multilayered evaluation. The research method adopts a design science research approach through needs analysis, architecture design, RAG pipeline development, testing design, and risk mapping with mitigation strategies. The recommended evaluation metrics include precision@k, recall@k, mean reciprocal rank, context precision, context recall, faithfulness, answer relevancy, answer correctness, response latency, and the System Usability Scale. The design results indicate that a RAG chatbot has the potential to serve as a more accurate and auditable information service layer than a generic chatbot, particularly when the system is required to generate answers based on up-to-date official documents. The main contribution of this article is an architectural and evaluation framework that can serve as an initial blueprint for implementing RAG chatbots in academic services and digital public services.

Abstract

The Academic Information System (SIAKAD) is the backbone of higher education academic services, making its reliability crucial. Universitas Informatika dan Bisnis Indonesia (UNIBI) currently operates SIAKAD on a Virtual Private Server infrastructure and is beginning to consider a migration to a cloud computing environment. However, this discourse has not been accompanied by a structured risk analysis foundation, while previous studies generally focused on on-premise infrastructure and have not examined the context of cloud migration planning. This study aims to identify, analyze, and evaluate the feasibility of UNIBI's SIAKAD cloud migration plan from a risk management perspective using the ISO 31000:2018 framework. The approach used is descriptive quantitative based on a questionnaire administered to four infrastructure management staff, assessing likelihood and consequence on a scale of 1-5 to produce a Risk Score. The results identified fourteen risks across four clusters, with two risks categorized as Extreme (data privacy regulatory conflicts and operational cost overruns), seven High risks dominated by security and human resources aspects, and five Medium risks, with no risks categorized as Low. The findings also indicate a gap between quantitative scores and practitioner perceptions, where human error is viewed as the most critical risk despite not having the highest score. The study concludes that the migration is worth considering but is not yet feasible for execution without fulfilling mitigation prerequisites, particularly regulatory compliance, comprehensive cost calculations, strengthening human resource competencies, and phased migration trials. The use of four respondents is explicitly stated here to provide a clear picture of the research scope.

Abstract

Reinforced concrete structural work is a critical component of building construction that must meet quality standards to ensure structural safety and performance. However, various defects are still frequently encountered during construction, reducing work quality and requiring corrective actions. This study aims to identify the dominant defects, evaluate process capability using the Six Sigma method, analyze the dominant factors causing defects, and propose improvement strategies to enhance the quality of reinforced concrete structural work. This study employed a quantitative descriptive method using the Define, Measure, Analyze, Improve, and Control (DMAIC) approach. Data were collected through Non-Conformance Reports (NCR), field observations, questionnaires, and interviews conducted in Office Building Project X, Central Jakarta. The Measure phase involved calculating the Defect per Million Opportunities (DPMO) and sigma level, while the Analyze phase employed fishbone diagrams and mean analysis to identify the dominant causal factors. The results revealed that honeycombing was the most dominant defect, accounting for 48.78% of column defects, 43.54% of slab defects, and 40.00% of structural wall defects. The sigma levels for columns, slabs, and structural walls were 2.76, 2.90, and 2.67, respectively, indicating that the process capability remains at an average industrial level and requires further quality improvement. Human resources were identified as the dominant factor contributing to defects, with a mean value of 12.83, while worker inaccuracy and lack of discipline were the most influential indicators, with a mean value of 3.375. Based on these findings, improvements are recommended through enhanced supervision, worker guidance, stricter implementation of work procedures, and continuous quality control to minimize defects in reinforced concrete structural work.

Abstract

Peningkatan volume limbah plastik menjadi salah satu permasalahan lingkungan yang memerlukan inovasi teknologi pengolahan untuk meningkatkan nilai tambah sekaligus mengurangi beban sampah di Tempat Pemrosesan Akhir (TPA). Penelitian ini bertujuan merancang, membangun, dan mengevaluasi kinerja mesin hot press sebagai teknologi pengolahan limbah plastik menjadi papan plastik ramah lingkungan. Metode penelitian menggunakan pendekatan eksperimen yang meliputi perancangan mesin, proses fabrikasi, pengujian sistem pemanas, serta pengujian proses pengepresan limbah plastik. Mesin dirancang menggunakan enam elemen pemanas listrik berdaya 40 W dengan daya total 240 W dan mekanisme pengepres hidrolik berkapasitas 10 ton. Evaluasi dilakukan berdasarkan pengaruh massa cacahan plastik terhadap kualitas papan yang dihasilkan pada temperatur pemanasan 200 °C, tekanan 1 ton, dan waktu pemanasan 2 jam. Hasil pengujian menunjukkan bahwa peningkatan massa cacahan plastik menghasilkan papan dengan tingkat kepadatan yang semakin baik. Massa cacahan 5 kg menghasilkan papan plastik yang padat tanpa terbentuk rongga (hole), sedangkan massa yang lebih rendah masih menunjukkan adanya porositas pada produk. Hasil penelitian menunjukkan bahwa mesin hot press yang dikembangkan mampu mengolah limbah plastik menjadi papan plastik dengan kualitas yang lebih baik melalui pengaturan parameter proses yang sesuai. Teknologi ini berpotensi diterapkan sebagai solusi pengolahan limbah plastik skala laboratorium maupun usaha kecil untuk mendukung implementasi ekonomi sirkular dan pengelolaan sampah yang berkelanjutan.

Abstract

Penelitian ini bertujuan merancang dan membangun sebuah website pelayanan di Desa Batulawang. Tujuannya adalah meningkatkan efisiensi, transparansi, dan keterjangkauan layanan pemerintahan desa melalui teknologi informasi dan komunikasi. Metode waterfall digunakan dengan framework Laravel untuk pengembangan sistem yang terstruktur. Framework Laravel mempercepat proses pengembangan dengan fitur-fitur seperti manajemen pengguna, pengolahan data, dan keamanan. Analisis kebutuhan pengguna melibatkan pejabat desa dan masyarakat. Hasil analisis tersebut digunakan dalam perancangan sistem, termasuk struktur informasi, antarmuka pengguna, dan fitur-fitur yang dibutuhkan. Implementasi dilakukan menggunakan framework Laravel, dengan fitur-fitur seperti manajemen pengguna, pengelolaan data desa, pengumuman, dan permohonan layanan. Pengujian dilakukan untuk memastikan kinerja dan keamanan website. Pemeliharaan sistem termasuk pemantauan kinerja dan pembaruan perangkat lunak. Penelitian ini diharapkan memberikan website pelayanan yang efisien untuk meningkatkan pelayanan pemerintahan, partisipasi masyarakat, akses informasi, dan pengajuan layanan elektronik di Desa Batulawang.
