Abstract

Auction of office is a form of promotion positions conducted in a transparent and selective. Transparent because it is done openly and everyone who has administrative requirements in the form of rank and class level, is allowed to register to fill vacancies available. Selective because the implementation process is done competency test or fit and proper test. By using qualitative approach and descriptive analyst method, the problem to be analyzed in this article is first: how the process of conducting the auction of Camat and Lurah office in the Provincial Government of DKI Jakarta? Second: How is the result of Camat and Lurah office auction in DKI Jakarta? The results of the research indicate that the auction process of Camat and Lurah in DKI Jakarta in 2013 has been implemented in an objective, transparent and selective manner. There are 6 (six) stages of selection that must be passed by all civil servants who participate in the auction positions at the level of Village and Sub-district are: Selection Administration, Health selection, Selection Knowledge, self-SWOT Paper and Vision Mission, Psychological Test and Interview. The result of Camat and Lurah office auction shows that from 282 candidates only 5 people or about 12.50% candidates for subdistrict heads who have competence deserve to be subdistrict head. While that does not have the competence of 168 people or 59.57%. Of the 322 candidates only 28 candidates who have the competence Lurah decent competence to Lurah.Auctions even though the position is believed to be transparent and selective and done in a processional, there is one value that is less than the process Lelang Position, namely the absence of a participatory concept. This means that in some stages the public/public can actually be included, at least provide an open response to the candidates elected and appointed officials.

Abstract

It is indeed that the youth activeness in online political participations by new medias are allowed and needs to be increased, but it doesn’t mean that they are allowed to ignore practical political participations in their real life. The youth, as a catalyzer of the nation, have the urgencies of balancing between their online and offline participation. We need to remember that Indonesia is not a country that exist merely in the web and not all of the nation’s problem can be digitalized. Unfortunately, the existence of the youth in the nation’s politics has degraded drastically since the 1998 reformation. Where were the young men who stood in the front line to defend their people and brought terror to the governmental regime in the early 2000s? It’s not an anecdote, but it is a serious problem of recent Indonesian youth, which is hard to tackle. Several things has become the reason of this phenomenon. First one, the new media offers ease to participate in politics. The lack of cost and efforts required has made the youth feel more comfortable to participate via these new medias so they started to ignore participating in offline politics. Second one, new medias cuts the distance between politicians and the society. At this point, the youth may think that the problems will be over by criticising in the comment section of the politicians’ social media accounts, or by writing in their social media timeline, while it actually doesn’t solve any problem. Third one, political-branding media accounts and news portals have appeard a lot more. They often incite useless debates and social media wars. It feels so contradictive seeing our youth comfortably argue in online forums when our fuels are no longer subsidized, our electrcity become more expensive, even while our national general assembly (DPR) is seriously entangled in the e-KTP mega-scandal. By using literature reasearch, the writers compared empirical data from several previous researches and deeply analyzed about the prominent problem. This reasearch results in a new innovation as an alternative solution we can apply by synergizing the role of the youth and the government, which is essential to help balancing the youth’s participations online and offline.

Abstract

The end of the authoritarian Suharto’s Orde Baru marked a crucial turning point not only for the country, but for the parliament as well. Indonesia’s parliament has been both subject as well as object of the transition process. A subject because it was actively involved in the regime change and the establishment of a more democratic order, and an object because the composition, status and fuctions of this institution were part of the deals in the debates on constitutional and legal change. Therefore, this article argued, against the theoritical mainstream, that the institution of parliament is important during the period of democratic transition.

Abstract

Many people assume that success of the direct local leaders election (pilkada langsung) could be an indicator of successfull democracy in the local level. However, that early assumption need to be corrected since direct local leaders election is only a small process within local democracy. After elected as local leaders, it is important to assess their promises, performances, process, and output as manifestation of their political promises.
