Abstract

Village Funds are funds sourced from the State Revenue and Expenditure Budget intended for villages which are transferred through the district revenue and expenditure budget and then channelled to the village treasury account and used to finance the implementation of development and community empowerment. The Village Fund has village development goals, namely improving the quality of human life, improving village welfare, and reducing poverty. This study aims to analyze the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency. This study used qualitative research methods with eight informants as the research subject. The results of the study show that the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency has not demonstrated effective results. Several indicators of Managerial Accountability that have not been implemented optimally further support this conclusion. Meanwhile, the factors that influence accountability such as the personal factor, leadership factor, team factor, and contextual factor are sufficient, although obstacles are still apparent. Based on this conclusion, the researchers recommended the village fund administrators to be highly committed and maximizing the support of existing resources to the maximum.

Abstract

The waste bank is an innovative method to increase knowledge and behaviour to manage household waste. As a collective action at the community level, social capital has a vital role in the management of the waste bank. This study aims to identify and analyse how the level of trust, network, and social norms play a role in creating a sustainable, community-based waste bank management. This research used the qualitative approach and descriptive method. The data collection techniques were carried out using observations, literature studies, and in-depth interviews. The data were analysed using a qualitative-descriptive technique. The study shows that The Lintas Winongo Waste Bank is a community-based waste bank because it was established and managed by community members in RW 11, Bumijo Urban Village, Yogyakarta City. The manager of Lintas Winongo Waste Bank collaborates with several actors to support the management of the waste bank. The Lintas Winongo Waste bank management requires trust between the actors because it is related to the flow of money. The trust between the actors is built through the transparency of the waste bank management process. The network has a role in exchanging information and providing access to various resources required. The strategies to build networking with the actors are communication, shared understanding regarding the purpose of the waste bank, and a shared commitment to support the waste bank management. The social norms are required to maintain the transparency process and trust between the actors. Moreover, the social norm can build awareness of the citizens to manage domestic waste.

Abstract

Natural resources endowment has always been a critical factor in supporting a country’s development, particularly in its early stage, where firm productivity in industry and service sectors are still low. Such is the case with Indonesia, one of the largest oil-producing countries in the East Asia region, where the oil boom period in the 1970s has been able to fund many development projects. Although oil resources have been waning over the last decade, the country is still among the largest producers in the Southeast Asian region, with an also growing demand for the burgeoning industry. The problems are doubled by a high demand for energy from Indonesia’s domestic market which has worsened trade deficit in recent years. State-owned enterprises have been mandated by the government to perform better in securing energy deals. Hence, this study aims to survey on what kind of role state-owned enterprises can partake in to strengthen Indonesia’s energy diplomacy. The scope of study encompasses energy policies of selected countries since the Oil Shock until recent developments today. This work is utilizing a comparative study of examples from other influential oil-seeking countries such as Japan and China, recent improvement in some developing countries that includes renewable energy sector. We also evaluate ‘petrodollar’ diplomatic strategies such as Venezuela and Saudi Arabia. It is argued that state-owned enterprises should actively engage in promoting development in targeted countries and maintaining bilateral ties. Furthermore, this article proposes an approach of what could be done by scholars to help in formulating Indonesia’s energy diplomacy. The conclusion of this study indicates strong correlations between energy security, international diplomacy, and development assistance. Balancing those nexuses will help Indonesia in exercising its free and active diplomatic stance in resolving various international issues. The promotion of norms and values can serve a potential role in boosting Indonesia’s energy diplomacy.
