Abstract

ABSTRAKBudaya politik suatu masyarakat tertentu berbeda dengan budaya politik masyarakatlainnya. Berdasarkan hal tersebut, tipe-tipe budaya politik dapat digolongkan dalambeberapa tipe antara lain: Budaya Politik Parokial, Budaya Politik Subjek/Kaula, BudayaPolitik Partisipan dan Budaya Politik Campuran. Tujuan penelitian ini adalah untukmengetahui Tipe budaya politik, hubungan masyarakat, dan Struktur sosial masyarakatSamin (sedulur Sikep) Dukuh Mbombong Desa Baturejo Kecamatan Sukolilo KabupatenPati Provinsi Jawa Tengah. Metode penelitian yang digunakan dalam tesis ini adalahdeskriptif kualitatif yakni data yang diperoleh dari hasil wawancara dan pengamatan.Sedangkan metode pengumpulan data yang digunakan dalam penelitian ini adalahwawancara, observasi dan dokumentasi.Hasil penelitian ini menunjukkan bahwa Budaya Politik Masyarakat Samin (SedulurSikep) Dukuh Mbombong Desa Baturejo Kecamatan Sukolilo Kabupaten Pati Provinsi JawaTengah sudah terlaksana dengan cukup baik. Tipe budaya politik masyarakat Saminmengarah pada dua tipe budaya politik. Hubungan pemerintah dengan Masyarakat Saminberjalan selaras dan harmonis. Dalam kehidupan bermasyarakat pasti terdapat organisasikemasyarakatan yang terdapat dalam lingkungan tempat tinggal, karena manusia hidupbersosial dan berkomunikasi untuk menuju perubahan sosial yang lebih baik dan maju.Dalam setiap kelompok/komunitas tertentu pasti terdapat struktur sosial organisasikemasyarakatan, hal itupun terdapat dalam Samin Dukuh Mbombong Desa BaturejoKecamatan Sukolilo Kabupaten Pati Provinsi Jawa Tengah.Kata Kunci : Budaya Politik, Masyarakat Samin (Sedulur Sikep)

Abstract

Today head local elections not by the legislature  body but  by the people is  improve the quality of local democracy, because the people involved in determining who becomes the heads. In determining the choice of the people having these considerations, it is not always the candidate who carried the major parties win elections. This study intends to find out what factors are significant actual or prospective determinant decisive victory in the Batang Head Local Election 2011, after previous similar studies conducted in Semarang City Election, 2010. This type of research is a descriptive analysis, conducted on 120 respondents from voters selected by multistage random sampling technique. The data was collected using questionnaire techniques, interview and documentary study. Quantitative data were obtained from a questionnaire prepared by the descriptive statistical analysis so that can know the frequency distribution. While the qualitative data obtained from open-ended questions were processed and classified according to their degree of importance. The study found a figure significantly influence candidate winning candidate in the Batang Head Local Election  2011. While the sociological factors, psychological factors and the  economic factors influence, but not significant. This study also found that voters consider  money politics for granted, but the money was not a major factor for consideration in choosing a candidat. Abstract

This research is motivated by the deepen concern toward the concept of communitygovernance. There is a paradigm change in public administration, from government togovernance. That paradigm encourage many changes in public administration, includedprograms of poverty reduction. When community claim any services that local governmentcan not fulfill it, communities effort to make self-supporting and play along to each other tofulfill their requirement. So, it’s important thing to develop commmunity governance as amodel to manage programs of poverty reduction. The main purpose this research is todescribe the application of community governance in PNPM-MP (Program NasionalPemberdayaan Masyarakat-Mandiri Perkotaan). Result this research describes that BKMMatra as community can do the function of governance, e.g: Community Leadership,Community Empowerment, and Community Ownership. Application of Communityleadership can be seen in developing shared visions and understandings , communityparticipation, and co-operative behaviours. Application of Community Empowerment can beseen in how comunity access to resources, do power sharing, and decentralize of decisionmaking.Realization of Community Ownership can be seen in how community developsense of belonging, sense of caring, and valuing diversity.Keywords: community governance, community leadership, community empowerment,community ownership.A. Abstract

The vast shifting map of local agencies makes it impossible to treat local governmentas a single organisation. The externalization of many services, the centralization of others,make local government is only one actor among a network of agencies in a modern-networksociety. Partnership between local government and private entities is seen as positive, evenessential. In Surakarta Municipality this kind of partnership is the result of a focus onoutcomes. Partnership is seen as a vehicle to create mutual trust as well as learning.Although the partnership In Surakarta municipality is still in it’s early stage, there have beenmany progress in innovation of development program, corporate focus, investment intraining and leadership development as well as cultural change. Abstract

Pancasila as the national ideology is a political agreement as the FoundingFather of Indonesia state Funded. Pancasila as the state becomes the foundation for allareas, not least of Economic Policy. But international competition through globalization is achallenge for family economic containing the values of Pancasila to expand its sovereignty.The purpose of this study was to determine the Pancasila in the era ofglobalization and the implementation of Pancasila values in economic policy in Tegalregency views of the Medium Term Development Plan 2009-2014.This study uses descriptive analytical research on Pancasila was conducted inTegal regency by analyzing economic policy Tegal regency with the values of Pancasila,seen from the Medium Term Development Plan 2009-2014 Tegal regency.The existence of Pancasila values in Tegal regency very obvious when viewedfrom the vision and mission, as well as Medium Term Development Plan 2009-2014. But inthe translation program implementation vision and mission Tegal has not done optimally.Keywords: Pancasila values, Globalization, Economic Pancasila.

Abstract

Transportation problems on roads with high density traffic, such as Jalur Pantura, areusually characterized with high numbers of accidents. Road safety problems might even becategorized as cultural matters due to its wide implications upon our daily lives. Theimplementation of road transportation safety program has become a complex issue for it isnot only related to technical challenges but also institutional, budgetary, government andsocietal supports which are closely connected to each other. Every region faces problemswith unique characteristics, therefore the way of road transportation safety program isimplemented differs according to the complexities of existing problems. This researchfindings show that the implementation of traffic safety management program within theRegency and City of Pekalongan administrative area has been fairly effective. Theconclusion is drawn upon how much the citizens regard the program as beneficial to themand how much the benefits of the program implementation are felt. Although it is impossibleto reduce the number of traffic accidents to zero, this study proves the government’s effortsto address the traffic safety issue on Pantura Route to be fairly successful.Keywords : Evaluation, Transportation Safety, Public ManagementA. Abstract

Perumahan Permata, a residential area located in West Jakarta commonly known asKampung Ambon, is an area plagued with high crime rate. The migrant community residingin this area are originally members of the lower class stratum who find employment invarious kinds of street crime activities. In the pas few years, Perumahan Permata raisesgrowing public concerns over the existence of an illicit economy fuelled by illegal drugstrafficking. The issue has not yet been utterly solved up until today since it involves anetwork of community based organized crime at the grass root level whuch never hesitatesto openly resist law enforcement efforts. This phenomenon signifies a shift in the existingstate-society power relations.By conducting a field research utilizing in-depth interviews and participatoryobservation author attempts to explore the socio-economic factors behind this phenomenon,in order to explain how the existing criminal network operates, as well as to explain howcollective resistance towards autjority might occur. Research findings show existingconnection between the development of narcotics economy and collective resistancetowards state authority in Perumahan Permata. Organized drufs trafficking increases thecapabilities of the resoective community to mobilize available power resources andeventually strengthens its position towards the state. On the other hand, ineffectivebehaviour of certain law enforcement officials who are secretly involved in criminal networksmakes it difficult for the state apparatus to gain legitimacy for taking repressive measures toimpose control over the illegal drugs trafficking acrivities in the area.Keyword : State – Society, Power Relation

Abstract

Relations between state with citizens is an important aspect in the life processes ofpolitical, social and cultural framework, nation and state. The relation is usually reflected in alegislation that substantial rights and obligations of citizens by the State itself. One productlegislation is a reflection of the relationship between the State and its citizens is Act Number39/1999 on Human Rights. Act number 39/1999 be a milestone in relations clarity Staterelations with citizens on a national scale which is also mandated MPR XVII/MPR/1998 ofCharter of Human Rights. Act number 39/1999 on Human Rights set to be the right of anycitizen, or duties and obligations of the State in respected, protection, assurance andimplementation of the human rights of citizens. This legislation recognized products have avariety of legal reference sources such as the UN Universal Declaration of Human Rights aswell as a variety of ratification of international conventions. Reference sources in act number39/1999, of course, loaded with a variety of concepts and schools of thought about humanrights in particular. This means that the act number 39/1999 is not resistance to the variousschools of thought about human rights. Abstract

The political aspirations of independence is part of the aspirations of the Papuan people and students to function as a democratic civil society which includes the supervision of the course of state policy as stated in his political aspirations associated with the implementation of special autonomy for Papua, Papua stimulate public awareness of the history of politics and political rights, become an alternative channel for people to articulate their political views, given the existing political parties are found to be accommodating to the independence issues that developed in some communities in Papua. Papua Special Autonomy is intended to respond to the Papuan independence movement and nationalism, in essence it has two opposite sides. On one side of the answer calls for independence, to give greater attention to the development of indigenous Papuans, the recognition of Papuan cultural identity, providing big room to do the local authority, but on the other hand can be a kind of institutionalization of the further strengthening of Papuan nationalism, in the meaning of continuing strengthen the spirit of nationalism and ethnic identity of Papua, which may be contra-productive to the aim of strengthening the sentiment of nationalism and Indonesiaan identity.
