Abstract

Abstrac            One of the most worrying issues in the 21st century, in addition to the economic crisis and political crisis is the environmental crisis. Because the impact of environmental damage could result in catastrophic disasters such as smoke, landslides, flooding to the disaster smoke. Langkat district of North Sumatra has clearly felt the impact of forest destruction in the area of Gunung Leuser National Park. Where in the past 12 years since the 2003-2015 experience regular flooding. Especially flash floods that hit Langkat particularly Bahorok subdistrict Subdistrict Besitang 2003 and 2006. For many years flood in Langkat had not yet found a model appropriate measures in addressing floods in langkat.Berbagai policy, regulation and the model has not been able to alleviate problems in the Gunung Leuser National Park in particular Illegal logging, forest perampahan and land conversion. This study aims to find the right model Countermeasures in dealing with disasters in langkat deforestation in the area of Gunung Leuser National Park  with the perspective of Political Ecology. This study also examines the major trouble spots in the last 12 years why not also found the model appropriate measures in disaster management in the area of Gunung Leuser National Park. This study is a qualitative research by using a critical paradigm, and this research is a Model Scheme for Disaster Management in the Region Gunung Leuser National Park in the Perspective of Political Ecology.

Abstract

AbstractFormula of maximum threshold figures are naturally able to suppress or reduce the amount of political party. The effectiveness of parliamentary threshold index number is relevantly proven to simplify the number of political parties as well. If the maximum threshold figure formula is applied in conjunction with downsizing allocation of seats in the constituency, it will have an impact on the growth of ENPP Index. This formula will be able to form simple multiparty system in the Indonesian parliament.Keywords: Parliamentary threshold, Political Party, Elections

Abstract

Abstract Gender-responsive budgeting is an approach to integrate a kind of program for achieving gender equity and gender equality by budget intervention.  This approach should be embraced by local governments through the application of gender perspective to identify processes, resources and institutional mechanisms. In accordance, this research aims to identify and comprehend the implementation of gender-responsive budgeting in Semarang Municipal during the fiscal years of 2010-2013. Using a descriptive-qualitative approach with the study of secondary data as a collecting data technique, this research showed the findings as follows: (1) there is a local regulation enacted to implement gender-responsive budgeting to all local government institutions (SKPD) within Semarang Municipal (2) there are many programs to improve and accelerate gender equality but the budget allocation still not reflected gender-responsive budgeting yet; especially in terms of transforming gender commitment as a local fiscal innovation.Keywords :  Gender Mainstreaming, Gender-responsive Budgeting, Fiscal Innovation

Abstract

ABSTRACTThe mission of all political parties in the election is maximizing votes. The number of votes in the elections is a tool to measure the electability of a political party. Economic voting theory tells that government parties are held more accountable than opposition parties for the economic conditions. If economic conditions near election is good, people votes for the incumbents, otherwise for the opposition. Exchange rate can be used to measure the economic conditions of a nation on a daily basis. This research reveals the causal relationship between the result of parties’ political economic policy in welfare which is measured by the exchange rate, against the parties electability in the election which is measured by the number of votes. First, this research is try to find the relation between exchange rate amd parties electability, and then try to find the voter type that most dominant and majority in Indonesia’s elections and last, try to find the fastest, most effective and most efficient parties political economic policy in Indonesia.Keyword : political party, exchange rate, number of votes

Abstract

Manganese mining conflicts in South Central Timor Regency in 2010-2011 is still echoing, especially from the perspective of developmentalism and neoliberalism paradigms. It also can be seen as a paradox of economic development. This study aims to describe and analyze the nature of this conflict in terms of actors, parties, interests, dynamics and its resolutions. By employing Wirawan’s theoretical model of conflict resolutions, this research showed findings as follows: (1) Manganese mining conflicts occurred within six phases, however,  the conflict remains unresolved (2) Actors involved are East Nusa Tenggara local government, South Central Timor local government, East Nusa Tenggara Parliament, South Central Timor Parliament, PT SMR, Obama, Landlord. Role in the conflict based on power, interests and goals of the actors (3) Conflict resolution is done by doing the more positive approach of law enforcement through the court process while the use of alternative problem solving only the latent phase and phase triggers.  Keywords:  Conflict, Conflict Resolutions, Role Players Analysis.

Abstract

Abstrac What so-called “money politics” practices occurred during the legislative election is well-known publicly, including happened in Blora District. Even this practices are caught by election supervision committee based on the information from local people in Tambahrejo Village, Tunjungan Subdistrict. In many cases, however, this money politics practices rarely uncovered due to its secrecy nature including the cases which reported officially to the committee such as in Randublatung Subdistrict. Those money politics practices never been resolved and only became an allegations. This research more focused on the public perceptions about the practices of money politics during the legislative elections, including how the public response on this issue and the degree of their objectivity to vote the candidates.Keywords:  Legislative election, money politics, perception

Abstract

Abstract River border area in Sukamara District is still relatively natural, especially Mapam River. However, in the lower area of the river border Mapam has been converted into residential areas, and the border areas of the river adjacent to the settlement began cartilage endangered occupation, and there is no regulation on border rivers in Sukamara Regency. The aim of this study was to find out what has been done by its local government, describing and analyzing river border policy formulation, and to determine the factors that caused the absence of a border protection policy in Sukamara river. The results showed that the government has set the river border protection policy through the river border spatial planning policies as a protected area, the policy include in Regulation No. 14 Year 2012 on RTRWK Sukamara 2012-2032, in it set the policy agenda for the executive to create a protected area boundary river. Based on the analysis, almost all the alternatives have not qualified yet to be implemented due to constrained RDTR creation of the regulations. There is only one alternative to implementing policies that can be implemented without RDTR legislation, that do outreach to the community so as not to penetrate into the river border. The factors inhibiting the formation of policy implementation is very layered hierarchy in the process of implementing the policy formation, the lacking of goverments attention on it. It was also found occupational causes of Mapam river border into public housing because of ignorance about the regulation of building in the border areas of the river.  Keywords: policy formulation, policy implemention, protection of the river border

Abstract

Indonesia has been undergoing a reform process. One of its features is the introduction of new decentralization policy and regulations enacted to develop the autonomy of local governments, including the fiscal balance between the central and local governments. This research attempts to reveal the impacts of decentralization practices on local competitiveness, as it is becoming one of the objectives of decentralization policy in Indonesia. By using a case study, this research was arranged to reveal the impacts of decentralization to local competitiveness in Semarang Municipality. The results showed that the impacts of decentralization on local competitiveness, either positive or negative, depend on how decentralization is practiced. Besides, the analysis found that decentralization has not yet provide an appropriate level of support to improve local competitiveness.Keywords: decentralization, local autonomy, local competitiveness

Abstract

AbstractRegional Legislation Board as one of the fittings of regional house of representative that has a vital role for the implementation of the legislative function which is owned by the local parliament. The board then was changed to the Establishment of regional regulation board as the revision of Law on Local Government number 32 of 2014 to Law number 23 of 2014. Using  qualitative research approach this research focused on how the performance of the Legislative Board of Central Java house of representative from 2009 to 2014. Results of this study indicated that in general the Legislation Board has done a good job in preparing the Local Legislation Program, assessment or harmonisation on local regulations proposed draft. However, these functions had not been able to be implemented effectively and efficiently in the absence of guidelines standard for the tasks implementation. It can be seen from long distant between the assessment of the proposal with other proposals because of not having a clear standard. Even when the assessment conducted by the Legislation Board often exceeded the time limit determined by the central java house of representative leaders.Key Words : Legislation Board, legislation function
