Abstract

Alokasi Dana Desa dimaksudkan untuk membiayai Program Pemerintah Desa dalam melaksanakan kegiatan penyelenggaraan pemerintahan dan pelaksanaan pembangunan serta pemberdayaan masyarakat yang bersumber dari bagian dana perimbangan keuangan Pusat dan Daerah yang diterima oleh Daerah. Besaran ADD Kabupaten Kebumen Tahun Anggaran 2014 adalah sebesar Rp. 35.000.000.000. Setelah dihitung berdasarkan Rumus Penetapan ADD, maka tiga Desa penerima ADD tertinggi adalah Desa Seboro, Desa Wonoharjo dan Desa Plumbon. Tiga Desa penerima ADD terendah adalah Desa Banjarsari, Desa Podourip dan Desa Sidayu.            Penelitian ini dilakukan dengan tujuan untuk menganalisis implementasi Peraturan Bupati No. 8 Tahun 2014 tentang Alokasi Dana Desa di Kabupaten Kebumen serta faktor-faktor yang mendukung dan menghambat implementasi kebijakan. Metode penelitian yang digunakan adalah kualitatif deskriptif. Sumber data primer diperoleh dari wawancara kepada narasumber yang telah ditentukan dan sumber data primer diperoleh dari dokumen atau arsip yang berkaitan dengan penelitian. Teknik analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan.            Dari hasil penelitian, secara umum implementasi kebijakan Alokasi Dana Desa sudah sesuai dengan Perbup No. 8 Tahun 2014. Akan tetapi, dalam penggunaan ADD, Desa penerima besaran tertinggi di Kabupaten Kebumen mengalokasikan anggaran sebesar 70% untuk kegiatan pembangunan fisik dan pemberdayaan masyarakat. Sedangkan Desa penerima besaran terendah di Kabupaten Kebumen lebih memfokuskan penggunaan anggaran sebesar 70% untuk pembangunan fisik saja. Pertanggungjawaban dan pelaporan yang dilakukan oleh keenam Desa pun mengalami keterlambatan. Keterlambatan tersebut dipengaruhi juga oleh faktor kurangnya Sumber Daya Manusia di tingkat Desa.            Saran yang dapat diberikan yaitu Bapermades selaku SKPD yang bertanggungjawab dalam kebijakan ADD dapat meningkatkan pengawasan terhadap kegiatan yang dilakukan sehingga kegiatan tersebut dapat berjalan sesuai dengan ketentuan yang telah ditetapkan. Kemudian, Bapermades diharapkan dapat meningkatkan Sumber Daya Manusia dengan mengadakan pelatihan-pelatihan dan pemberdayaan masyarakat. Kata Kunci: Implementasi Kebijakan, Implementasi Peraturan Bupati No. 8 Tahun 2014 Tentang Alokasi Dana Desa, Kabupaten Kebumen

Abstract

Making regulation is the primary function of the modern state. Current praxis shows how there is positive and negative cooperation among policy participant in the process of local legislation. Many Indonesian scholars give attention to the politics of law and citizens participation in understanding this process. However, they do not give detail analysis on cooperation among policy participant during the legislation process. Drawing on qualitative methods, this article applies the Advocacy Coalition Framework (ACF) to understand the process of local legislation in South Sumatra Province. This article selects The Provincial Regulation of South Sumatera No. 8 of 2016 on the Forest Fires Mitigation as a case study due to the nature of forest fires as the public problem that obtains attention from various actors. Several key informants representing the executive and the legislative at the local level is selected using the purposive technique as a source of primary data. The secondary data is collected from the official publication of the policy participant, newspaper, and social media. Using interactive models and NVIVO software to code and analyse research data, this article finds that the secondary policy belief (SPB) among policy participant could be similar partially or wholly. This similarity is the foundation of policy participant to make an advocacy coalition. This article identifies two advocacy coalition in legislation process of The Provincial Regulation of South Sumatera No. 8 of 2016 on the Forest Fires Mitigation: ‘the local wisdom’ coalition vs. ‘the no burning policy' coalition. This article discusses the findings and propose a new agenda for further research on local legislation process

Abstract

AbstractThis research aims to find out how to improve the learning results of motion elementary long jump in grade IV MIN 12 Years Challenging Lessons 2016/2017 amounted to 14 students consisting of 5 students are female and 9 male students. This research is a research action class. Measures include SUPPORT activities of planning, implementation, observation, tests and documentation. The technique of data collection by observation using the instrument of observation sheets. Preliminary observation on the stage, there were only 3 students who managed to reach the KKM 75 or some 21%, 2 students scored between 70 to 74 or any number of 14%, 5 students scored between 65 to 69 or 36%, and 4 students scored 65 or some < 29%. Through the initial data have been obtained results showed that the learning of basic motion long jump class IV is still very lacking. The results of this research show that through the tools of the net pipe there is an increase in the value of learning outcomes above the value of the KKM (75), i.e. from initial conditions only 21% to 86%. Keywords: Gawang Pipa, Motion of Basic Long Jump, Learning Outcomes AbstrakPenelitian ini bertujuan untuk mengetahui cara meningkatkan hasil belajar gerak dasar lompat jauh pada siswa kelas IV MIN 12 Gunungkidul Tahun Pelajaran 2016/2017 berjumlah 14 siswa yang terdiri dari 5 siswa perempuan dan 9 siswa lakilaki. Penelitian ini merupakan penelitian tindakan kelas. Langkah-langkah PTK meliputi kegiatan perencanaan, pelaksanaan, observasi, tes dan dokumentasi. Teknik pengumpulan data dengan observasi menggunakan instrumen lembar observasi. Pada tahap observasi awal, hanya terdapat 3 siswa yang berhasil mencapai KKM 75 atau sejumlah 21%, 2 siswa mendapat nilai antara 70 sampai 74 atau sejumlah 14%, 5 siswa mendapat nilai antara 65 sampai 69 atau 36%, dan 4 siswa mendapat nilai < 65 atau sejumlah 29%. Melalui data awal yang telah diperoleh tersebut menunjukkan bahwa hasil belajar gerak dasar lompat jauh kelas IV masih sangat kurang. Hasil penelitian ini menunjukkan bahwa melalui alat bantu gawang pipa terdapat peningkatan hasil belajar nilai di atas nilai KKM (75), yaitu dari kondisi awal hanya 21% menjadi 86%. Abstract

Entrepreneurial Visinoary Capability is the ability of entrepreneurs to take a mental journey from the known to the unknown, able to present a future based on facts, figures, hopes, dreams, dangers and opportunities by applying it to activities and programs until reach the aim of company wants to achieve. Identify and exploit entrepreneurial visionary capability using achievement motivation, self-efficacy and competence. Those three measures whether significant affect the entrepreneurial visionary capability or vice versa. The research was conducted using descriptive statistical research methods using Software SmartPLS to determine the frequency distribution of respondents' answers to the results of questionnaires distributed. The questionnaires include Achievement Motivation (X1), Entrepreneurial Competence (X2), Self-Efficacy (X3) and Entrepreneurtial Visionary Capability (Y). The indicators in this study use class interval criteria obtained from the calculation result: Using a significance level of 3% the result of this study indicate that the variable Achievement Motivation, Entrepreneurial Competence, and Self-Efficacy, have a significant effect on the Visionary Capabilities of Entrepreneurs.

Abstract

Indonesia’s 2001 decentralization was a “Big Bang,” indeed. It promised to fundamentally change the locus of responsibility and accountability for public service delivery in Indonesia. By “bringing government closer to the people,” decentralization can serve as a driving force towards generating improvements in Indonesia’s notably poor governance environment. Increasingly, regional autonomy was considered to be, and presented as the natural complement to the emerging democracy at the central level. In such of this circumstances, the idea and discourse about region splitting (pemekaran daerah) emerged intensively. In addressing these issues, the government needs to carefully balance its desire to maintain a unitary state with the aspirations of the regions, and the opportunities offered by a more decentralized system of government.   Keywords: decentralisation, local elite, region splitting

Abstract

Indonesia has been undergoing a reform process. One of its features is the introduction of new decentralization policy and regulations enacted to develop the autonomy of local governments, including the fiscal balance between the central and local governments. This research attempts to reveal the impacts of decentralization practices on local competitiveness, as it is becoming one of the objectives of decentralization policy in Indonesia. By using a case study, this research was arranged to reveal the impacts of decentralization to local competitiveness in Semarang Municipality. The results showed that the impacts of decentralization on local competitiveness, either positive or negative, depend on how decentralization is practiced. Besides, the analysis found that decentralization has not yet provide an appropriate level of support to improve local competitiveness.Keywords: decentralization, local autonomy, local competitiveness
