Abstract

The Indonesian government continues to strive to improve public services to meet global demands, one of which is the development of technology such as a broad and integrated internet known as e-government. In implementing the e-government concept, it is necessary to have an IT audit to align the IT management process with the plans, objectives, and business strategies of government institutions. One framework that can be used as a standard is COBIT. This study uses the Systematic Literature Review research method to answer Research Questions (RQ): RQ1 regarding how the COBIT framework is used in IT audit case studies, especially in the e-government field, RQ2 regarding the COBIT domain used in research. The results of the study obtained 32 journals that were selected through a literature search process, literature selection according to criteria, and quality assessment. The results of the study, especially in the context of the main research question, namely the journals reviewed using the COBIT framework with various versions in evaluating e-government implementation. In COBIT there is a workflow that starts from identifying problems in the organization to analyzing capability level. In this study, it is known that the COBIT 2019 version is more adaptable to organizational conditions and technological developments because this version has more domains and design factors have been added (answer RQ1). The COBIT framework has 5 domains, namely the EDM, APO, BAI, DSS, and MEA domains. The most dominant domains used in assessing e-government implementation in journals are the APO and DSS (answer RQ2).

Abstract

The selection of the best employees is a long and complicated process. A person's  decision is bad because the employee selection process is based on subjectivity.  Therefore, we need a decision support system for the employee selection process. This  decision support system allows to determine the value of the calculation of all criteria.  The method used is Simple Additive Weighting (SAW). This method is a method for  finding the weighted sum. In the case study of determining the best employees at PT  Bank Digital BCA, there are four criteria, namely attendance, performance, assignment  discipline and approval. Each alternative (employee) will have these criteria. In this  case, to determine the best employee, we add the weight of the performance score for  each alternative to all the attributes. A larger value will indicate that the alternative is  more selected. In this case, the SAW method can determine the best employee based on  the highest score. Previously, PT Bank Digital BCA did not use the specified method  and criteria, it was also uncertain, after being tested with the established method and  determined criteria, the results were very good and appropriate. Thus this system is able  to handle the calculation of the best employee assessment at PT Bank Digital BCA so  that there will be no difficulty in determining the best employee.

Abstract

Performance is the level of success achieved by a person in carrying out their duties and responsibilities as well as their ability to achieve the goals and standards that have been set. Teachers' performance is evaluated on a regular basis at each school. Teacher performance evaluation is carried out to identify flaws in task execution and to gain an overview of the results to be achieved in the future. So far, teacher performance appraisal is done manually, which is very difficult and time-consuming and feels less objective. Therefore, a fuzzy-based assessment system needs to be designed so that it helps in making decisions more quickly, precisely, and objectively. Rules are designed and tested using the Mamdani fuzzy logic method, which is implemented through the Matlab Toolbox software. To produce a more accurate performance rating, more membership function output is needed so that a more accurate performance rating can be produced.

Abstract

In the era of globalization, computer networks are developing very rapidly and complex human needs make it possible to exchange information and communicate over long distances. In order for video streaming service providers from servers to be accessed by service users, it requires a process of sending data packets through a path called routing. OSPF is a routing protocol that applies network speed based on metrics to consider paths to other networks. EIGRP is a routing protocol that applies bandwidth and delay-based formulas to calculate metrics to determine routes. EIGRP is a type of Dynamic routing protocol. Throughput on OSPF and EIGRP differs depending on video quality. Jitter values on OSPF and EIGRP vary depending on the quality of the video used. There is a difference in the delay time experienced for each video quality when using OSPF and EIGRP. At all video quality levels, no packets are lost using either OSPF or EIGRP routing. OSPF and EIGRP performance is sufficient in sending video data. Throughput parameters, EIGRP has better performance than OSPF for all video qualities. However, for the jitter parameter, OSPF has better performance than EIGRP at 360p and 480p video quality. While on the delay parameter, both protocols have the same good performance. In the packet loss parameter, both protocols have the same performance without packet loss.

Abstract

Information Technology Governance is currently widely implemented in companies. One of the domains that can be of concern is risk management. The application of TKTI in this domain can help companies identify, evaluate, reduce, and manage risks related to their business to achieve company goals better. In this case, three frameworks can be considered, including NIST, ISO 27001, and Octave, but implementing these frameworks only sometimes goes as planned. This study aims to identify the factors that cause the ineffectiveness of implementing Information Technology Governance (ITG) in the risk management domain using the NIST, ISO 27001, and Octave frameworks. Through an analysis of existing literature and data processing, this study found that factors such as lack of understanding of the framework, lack of adequate resources, and implementation challenges play an essential role in ineffectiveness. This study concludes by providing valuable insights for organizations seeking to strengthen their risk management capabilities.

Abstract

MOBA as one of the many popular subgenres today, Mobile Legend, Arena of Valor, League of Legend and Lokapala based on the large number of downloads can be mentioned as popular MOBA games, but the rating of these four applications is below 4.0 on the Google Play platform Store, this happens because some users may think that this mobile MOBA game has several advantages, but also some disadvantages that affect ratings. This study aims to determine the results of sentiment analysis on mobile MOBA games using Google Play Store reviews. Then it is processed using Python programming to create a model with the linear kernel Support Vector Machine (SVM) algorithm to classify the dataset. From the results of the classification model test using 19,579 data, where there were 10,017 positive sentiment data and 9,562 negative sentiment data and the distribution of train data and test data was 70%: 30%, obtained an accuracy of 82.64% and then re-evaluated using the Cross Validation method using 5 times so that an accuracy of 83.38% is obtained Keywords: MOBA, Sentiment Analysis, Machine Learning, SVM, Cross Validation

Abstract

In order to support the company's main business objectives, PLN UP3 Manokwari has implemented Information Technology (IT) which is structurally managed and implemented by the information technology division. However, information technology management in the IT division has not yet implemented information technology governance. To support the ongoing management of information technology, the information technology division of PLN UP3 Manokwari still uses the system manually. Manual management of information technology has many risks, this causes the company's main business objectives to not be achieved optimally. The method used in this study refers to the 2019 COBIT framework. From data analysis, it is known that the level of capability of the selected IT governance process in this study is the process in the domain EDM03, APO03, APO12, APO13, BAI01, BAI03, BAI06, BAI07, BAI11 , and DSS05 are mostly still at level 2, while the capability level expected by companies is mostly at level 4. The results of this study are in the form of recommendations for improvements aimed at achieving the expected level of capability by companies and design of IT governance as a reference for the IT Division PT PLN UP3 Manokwari in managing better IT processes to support the achievement of the company's main business objectives.

Abstract

Diagnosis of Covid using the RT-PCR (Reverse Transcription Polymerase Chain Reaction) test requires high costs and takes a long time. For this reason, another method is needed that can be used to diagnose Covid-19 quickly and accurately. Random Forest is one of the popular classification algorithms for making predictive models. Random forest involves many hyperparameters that control the structure of each tree, the forest, and its randomness. Random Forest is a method which very sensitive to hyperparameter values, as their prediction accuracy can increase significantly when optimized hyperparameters are predefined and then adjusted according to the procedure. The purpose of doing hyperparameter tuning on the random forest algorithm is to increase accuracy in the diagnosis of covid-19. Searching for optimal values of hyperparameters is done by the Grid Search method and Random Search. The result explains that the Random Forest can be used to diagnose Covid-19 with an accuracy of 94%, and with hyperparameter tuning, it can increase the accuracy of the random forest by 2%.

Abstract

As information technology (IT) advancement evolves in Indonesia's insurance sector, organizations like ReinsurCo must accelerate their digital transformation (DT) to remain competitively viable. Although DT paves the way for new business models and operational improvements, the implementation often fails due to poor IT governance. Under the supervision of the State-Owned Enterprises Agency (SOE) and the Financial Services Authority (FSA), ReinsurCo must comply with regulations stating that SOEs must independently assess IT maturity to ensure information security. This research utilizes the five stages of Design Science Research (DSR): problem explication, requirement specification, design and development, demonstration, and evaluation. Data was collected through semi-structured interviews and both internal and external document triangulation. The data were then analyzed using the COBIT 2019 Information Security framework, implementing design factors prioritizing information technology governance and management (ITGM) objectives: APO13 Managed Security, DSS05 Managed Security Services, and BAI06 Managed IT Changes. Further analysis and identification were conducted to discover gaps against the seven component capabilities. These identified gaps were mapped into people, process, and technology aspects, which led to the creation of essential improvement recommendations. These recommendations were compiled into an implementation roadmap that can serve as a priority guide for ReinsurCo. This research is expected to provide a knowledge base for prioritizing information security management in supporting DT by implementing the COBIT 2019 Information Security framework. In a practical context, it aids ReinsurCo in controlling its strategic plans to face information security challenges. Furthermore, this study also offers extensive benefits to the insurance industry.
