Abstract

This study aims to determine how the representation of women in the 2019 elections in Bantul Regency and analyze what are the factors that influence the choice of women in the 2019 elections in Bantul Regency. This type of research is qualitative, with data collection techniques in the form of documentation and interviews. The analysis technique used is data reduction, data presentation, and data verification. Bantul Regency in the representation of women has fulfilled the quota of 30% or more and is precisely inversely proportional to the choice of women who did not reach the 30% quota. Therefore, researchers are interested in making Bantul Regency a case study in this research. The results of this study show that firstly, there was a gap in the number and percentage between women's representation totaling 204 people or equivalent to 46% with the electability of women in the 2019 elections in Bantul Regency only amounting to 4 people or 8.9%. Second, there are additional factors that can be categorized into supporting factors, namely political party support, cadre motivation, family factors, track record, and a lot of basis of mass and inhibiting factors namely incumbent who is re-nominating and money politics.

Abstract

This study focuses on the meeting of two issues in one agenda setting. On the one hand, there is an issue of protection of domestic workers, and on the other hand, there is an issue of power succession in the Yogyakarta Palace. It is about two different issues; it is not only to settle them in one process, but also to save one of the policy agendas.  This study uses a case study. Data was collected using interviews, focus group discussions (FGD) and secondary sources. In-depth interviews and FGDs were conducted with internal parties, kingdom relatives, community leaders and activists for women's movements outside the palace. The findings of this study show that the agenda point, which brings the two issues, is gender issue, especially the role of women in the public domain. The meeting of these two issues, which leads to the opening of the policy window, involves various dynamics, including advocacy coalition, succeeded in moving policy-making rails from higher level of government, and focused more on issues at the practical-operational level. The special features of Yogyakarta actually act as a platform for actualizing local wisdom, showing the strength of cultural factors. This cultural aspect accelerates the encounter of problem streams, policy streams, and political streams, which open a window of opportunity (policy windows) for the success of a policy agenda in the agenda setting process.

Abstract

Public-Private Partnerships (PPP) are often seen as an ideal scheme for infrastructure provision when the government is hampered by human and financial resources. Therefore, the government can involve the private sector in playing a role in the successful implementation of infrastructure. This article aims to identify the factors affecting readiness using a public-private partnership (PPP) in the development of Jogja Agro Techno Park (JATP) as a priority development acceleration program in Special Region of Yogyakarta Province. Furthermore, this research uses a descriptive method with qualitative approach. Therefore, the data findings thought in-depth interviews and several kinds of literature. The data findings analysis in this research using NVivo 12 plus software, this qualitative tool is able to provide capture coding rates from interview results that display the intensity level. The result of this research indicated that the dominant variable comes the Local Government Commitment aspects and Institutional Coordination, in which the resulted coding intensity value of Crosstab Query is 28.57%. It is related to the DIY government that has strong institutional level support and its commitment to sustainability in the development of the JATP priority program. Moreover, the high percentage indicators come from the Coordination with Private Sector and Availability of Special Institution. Besides it, other factors found in several aspects of HR Competence and Financial Capacity are did not become play an important role from DIY’s Government in readiness for a PPP scheme in JATP development. This is because financial human resource competencies and also financial capability have been managed by TPSD as an ad-Hock agency devoted to handling PPP schemes. So that the factors of readiness are not necessary to adjust the institutional structure because it has been able to be coordinated based on their respective duties and functions.

Abstract

ABSTRACTThis paper carries out an in-depth review of the implementation of state defense policies in Situbondo so far which is still not optimal. To conduct in-depth research in this paper the researcher uses qualitative research with a porposive approach in order to obtain valid, in-depth and proportional information. The results of the study concluded that: First, the implementation of state defense policy in Situbondo Regency is still not optimal in achieving its stated goals, because there is a paradox in its implementation. This paradox arises because in the implementation of state defense policies top down and ignores local potential, such as the role of charismatic kiai - social capital - which has a strong influence in the Situbondo community so far, so that it has a direct impact on the creation of regional stability, as one of the objectives of national defense. Secondly, because there is a paradox in the implementation of the country's defense policy, it eventually gave birth to an anomaly in the National Defense Program because the Ministry of Defense on one hand wanted the birth of as many national defense cadres, in order to maintain the country's existence from various threats. But on the other hand, in its implementation the Ministry of Defense is exclusive by ignoring the role of the kiai as a very important social capital in the area in encouraging the optimization of the State Defender Program in Situbondo.

Abstract

This paper describes the development of village government in synergy of the implementation in law number 6/2014 using descriptive research method with a qualitative approach, the consistency of village development must be supported by commitment, awareness and active participation from all participant who interest in developing a village, as a case for realizing people welfare. In general, the success of village development will greatly depend on the ability of the supradesa government apparatus and the village government, as well as all the components (stakeholders) involved in the administration of the village administration, in understanding and utilizing the various potentials they have. The integrity of administration village governance can be realized through a planning execution of village Government by involving the community (according to local wisdom), the planning contains: 1) Legal and policy aspects that encourage the structuring of village community institutions in a sustainable governance development system; 2). Increasing community institutional participation aspects in making decision policy through a village government; 3). Institutional aspects, coordination and partnerships between community groups through an arrangement of village social institutions to increase community accessibility within technological innovation, credit, production facilities, and market information; 4). Supporting infrastructure aspects from the non-agricultural sector (market, irrigation, roads, electricity, etc.).
