Abstract

Community empowerment is an effort to develop community skills through various activities by utilizing the potential of existing resources so that it has a positive impact on the socio-economic activities of the community. One significant role in community empowerment is the Non-Governmental Organization (NGO). This study aims to analyze the role of the NGO Spedagi in empowering rural communities based on local wisdom through the Papringan Market activity in Temanggung, Central Java.This study used a qualitative method. The researchers collected the data through observation, documentation, and interview techniques. The observation was examining various activities in Spedagi NGOs and the community, as well as the condition of the Papringan Market, was the observation. The researchers collected data for documentation from several types of literature, documents, websites, and official social media. The NGO's manager, the village leaders, the community, and Papringan Market traders were the parts of interviews. The results of this study found two purposes of the NGO Spedagi in empowering communities based on local wisdom through the Papringan Market. They were political and non-political purposes. The political role could be seen from the efforts to strengthen the capacity and articulation of community interests to increase community bargaining to influence village government policies while the non-political role could be seen from the efforts of the NGO Spedagi along with the local community to carry out physical development, economic empowerment, and social empowerment that lead to sustainability by utilizing the local potential.

Abstract

The involvement of NU gender activists with the femi-nism ideas, the strengthening of democracy issues in Islam, and the effects of civil society development introduced by NGO or new social movement have made gender discourse and women movement in-side NU in dynamic. The occurrence of the new dis-courses brought by some NU gender activist results in the thought and movement among the NU activ-ists community. It also happens inside the NU’s struc-ture. Further implication, some activists who disagree with the thought and movement of Muslimat and Fatayat as NU female organization found other in-stitutions outside the NU’s structure. It shows that gender thought and women movement in NU is not static and anti-politics, on the contrary, it becomes dynamic and political because each actor involved inside try to affect and dominate each other both in discursive and praxis levels. This article aims to ex-plain critically the various studies that have been done about the gender discourse and the women movements in NU. The discussion will begin with the development of the gender discourse and women movements in the general overview, the develop-ment gender discourse and Muslim women move-ments, the influence of the gender discourse and women movements in NU. After that, it will be fol-lowed by the analysis of various literatures on gen-der discourse and women movements in NU as seen from the structural and cultural perspectives

Abstract

The rise of corruption cases in Indonesia at this time every year is always increasing, this causes the community to feel uneasy with corruptors who are still rampant everywhere. The percentage and network of corruption Edy of the supreme court judge?s Decision no.23 /Pid.Sus-TPK/2019/Pn Mks is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Edy corruption case in the supreme court?s decision no.23/Pid.Sus-TPK/ 2019/Pn Mks. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the supreme court decision no.23/Pid.Sus-TPK/2019/Pn Mks and previous research relating to the corruption of edy. the results of this discussion the conclusions that the author can take from the presentation of the analysis above are based on the decision of the supreme court no.23 / Pid.Sus-TPK/2019/Pn Mks analyzed with nvivo12 Plus in general from the four processes above can be seen corporate 44%, Government 52%.

Abstract

Political and governmental transformation that tookplace after the 1998 reformation brought the necessityfor the bureaucracy to make self improvement.Bureaucratic performance in providing public servicesbecame the main focus. In this framework, leadershipis the significant factor in performing a seriesof government innovation. This study aims to describethe implementation of transformational leadershipto create an innovative government inYogyakarta during Herry Zudianto’s Era. The categoryof this study is a qualitative research. The dataused is primary data that was obtained by interview,questionnaire, and observation, and secondary dataobtained with the technique of data collection documentation.The results showed that Herry Zudiantohas the criteria of transformative leadership in doinggovernment innovation with characteristics ofthe four dimensions, namely idealized influence, inspirationalmotivation, intellectual stimulation andindividualized consideration. Transformational leadershipby contextual style according to the demandsof the contemporary socio-politics has implicationsfor the occurrence of a change of two organizationalentities, namely organizational culture andinnovation in policy implementation.Keywords: transformational leadership,government’s innovation, governments ofYogyakarta

Abstract

This study aims to understand the debate on the issue of early prevention from the perspective of NU and NU women activist group. Why there is a difference between NU structures and NU women activist groups. What the knowledge regime that underlies the legitimacy of their attitude is. What are the interests behind differences in attitudes and knowledge regimes used. This study uses a qualitative method. The data was collected by interviewing the board of Muslimat NU, PP Fatayat NU, and PP Rahima and collecting documentation from books, journals, magazines, printed and online newspapers, official website, and mass media decisions. Data analysis techniques performed with data reduction, data display, and conclusion. The result shows that differences in attitudes about the issue of early marriage between NU structures and NU women activist groups stem from different perspectives and interests. Differences perspectives can be seen from differences in interpretation "baligh" as the basis for setting marriage age limit. The interest of the NU structures to accomodate early marriage practices are still prevalent among NU and maintain the status quo of the NU gender habitus. The interest of NU women activist groups is to contextually interpret fikih and to fight for the ideology of theological feminism prosecuting patriarchy within the NU gender habitus. NU Women’s activist groups can reproduce reason about gender relation in Islam that derived from the accumulation of social capital and cultural capital. Keywords: Power Contestation, Marriage Age Discourse, Early Marriage, Capitals, Habitus, Nahdlatul Ulama Women's Activist

Abstract

This study aims to determine how the representation of women in the 2019 elections in Bantul Regency and analyze what are the factors that influence the choice of women in the 2019 elections in Bantul Regency. This type of research is qualitative, with data collection techniques in the form of documentation and interviews. The analysis technique used is data reduction, data presentation, and data verification. Bantul Regency in the representation of women has fulfilled the quota of 30% or more and is precisely inversely proportional to the choice of women who did not reach the 30% quota. Therefore, researchers are interested in making Bantul Regency a case study in this research. The results of this study show that firstly, there was a gap in the number and percentage between women's representation totaling 204 people or equivalent to 46% with the electability of women in the 2019 elections in Bantul Regency only amounting to 4 people or 8.9%. Second, there are additional factors that can be categorized into supporting factors, namely political party support, cadre motivation, family factors, track record, and a lot of basis of mass and inhibiting factors namely incumbent who is re-nominating and money politics.

Abstract

Women's representation in the 2019 elections has increased. At this time the position of women in the world of politics is equal to men. The proof is that in each election period the participation of women has increased, from the elections in 2009, 2014, and until now the number of women's representation has increased. In Gunungkidul Regency, the representation of women in politicalparties has reached a percentage determined by the legislation, even exceeding the 30%quota.However, the electability of women in the parliamentary seats in Gunungkidul only reached22.22%. This study aims to analyze the representation of women in the 2019 elections in Gunugkidul Regency and its factors. There are supporting factors and obstacles in this study.This study uses a qualitative method. Data sources used are primary data and secondary data. Retrieval of data by interviewees through interviews and documentation. Based on the data analysis, it can be concluded that the representation of women in the 2019 elections in Gunungkidul Regency has increased in each election period starting in 2009, 2014, until 2019 at present. Although in 2019 it only reached a percentage level of 22.22% women's representation and has not reached 30%, this is already considered good. In addition, there are supporting factors which consist of family, social skills, availability of campaign costs, and parties. On the other hand there are also inhibiting factors namely the crisis of women's trust from the community, low political education, and minimal political costs. From the 7 aspects of these 2 factors, the authors have tested the field research with respondents who produced 71.4% of the factors according to experts the same as events in the field. There are 2 aspects which according to experts, are not felt in the lives of the respondents during the time leading up to the election. So there are new findings that occur in the field related to factors that affect the choice of women in the council seats.

Abstract

The political marketing strategy of legislative candidates is one of the important roles for the victory of a legislative candidate. This study aims to find out how Siti Ambar Fathonah S.Pd.I Political Marketing Strategy to Win the 2019 Legislative Election in Central Java. The research method used is qualitative research with a descriptive approach. Data collection techniques through interviews and documentation. The results of the study show that the marketing strategy carried out by Siti Ambar Fathonah has been going well with push marketing and pull marketing strategies that are used optimally in approaching the community. This marketing success brought him back to the legislative seat for the 2019-2024 period. However, it is not maximized in pass marketing, namely the use of social media as an arena for campaigning to the public. The 2019 Central Java provincial election is proof that political marketing plays an important role for Siti Ambar in gaining votes in the Golkar faction's electoral district II which brought her to the seat of the Central Java Provincial DPRD for the 2019-2024 period.

Abstract

The purpose of this research is to see how the role of the Indonesian government in handling cases of sexual violence against women. The concepts used are the role and handling of the state and violence and protection of women. The method used is a qualitative approach to data analysis of cases of sexual violence taken from Komnas Perempuan data. The news media analyzed using NVivo 12 Plus software as an easy-to-use application. This study indicates that three factors become obstacles in handling cases of sexual violence, namely legal factors, fear, and inadequate protection. Because sexual violence against women is usually unresolved, resolve by paying a certain amount of money, marrying the perpetrator, imprisoning the perpetrator, and even making peace with the family. At the same time, the state's role is vital in handling cases of sexual violence through legal protection and influencing the justice of all citizens. But in fact, the data obtained shows that the handling and legal protection is still not adequate; women still experience sexual violence. The State of Indonesia uses various ways to handle cases of sexual violence with laws made on the Elimination of Domestic Violence or the Elimination of Sexual Violence. However, this does not become the basis for stopping sexual violence crimes in Indonesia.
