Abstract

This paper describes the development of village government in synergy of the implementation in law number 6/2014 using descriptive research method with a qualitative approach, the consistency of village development must be supported by commitment, awareness and active participation from all participant who interest in developing a village, as a case for realizing people welfare. In general, the success of village development will greatly depend on the ability of the supradesa government apparatus and the village government, as well as all the components (stakeholders) involved in the administration of the village administration, in understanding and utilizing the various potentials they have. The integrity of administration village governance can be realized through a planning execution of village Government by involving the community (according to local wisdom), the planning contains: 1) Legal and policy aspects that encourage the structuring of village community institutions in a sustainable governance development system; 2). Increasing community institutional participation aspects in making decision policy through a village government; 3). Institutional aspects, coordination and partnerships between community groups through an arrangement of village social institutions to increase community accessibility within technological innovation, credit, production facilities, and market information; 4). Supporting infrastructure aspects from the non-agricultural sector (market, irrigation, roads, electricity, etc.).

Abstract

This research is motivated by the existence of social problems related to urban spatial planning faced by the people of Malang City, such as: increasing population, increasingly rapid development, traffic jams in certain areas, the air temperature is getting hotter. For this reason, it is necessary to plan and control a good urban spatial plan in order to create conditions for a directed and orderly arrangement of buildings in Malang City. The research results show that: 1). Bappeko authority: a). Authority in the preparation is carried out through six stages so that wisdom can regulate and achieve spatial goals that are comfortable, harmonious, and evenly distributed. b). The coordination authority carried out by Bappeko is still limited to the activities of agencies, agencies and districts by trying to organize and foster cooperation and synchronize all activities. c). The authority to control Bappeko starts from monitoring, reporting, evaluating to the means of control, namely policing, but the evaluation which is carried out every five years seems to legalize the violations that have occurred. 2). Bappeko's authority constraints in planning, coordination and control include: a). Internal; The lack of human resource capacity in the field of coordination and monitoring is due to the fact that the Bappeko structure does not have control sub-sectors. b). external; there is no technical clarity and guiding standards in control and there are local government interests for increasing local revenue (PAD) and the community's economy so that control is weak due to strong adherence to structural lines.

Abstract

ABSTRAK Tulisan ini menjelaskan tentang eksistensi ombudsman daerah dalam mengawal penyelenggaraan pemerintahan daerah yang dapat dilihat dari segi fungsinya, Lembaga Ombudsman Daerah Berbeda dengan lembaga-lembaga pengawasan yang lain, Ombudsman Daerah merupakan representasi dari pengawasan yang dilakukan oleh masyarakat atau kelompok sosial/civil society terhadap penyelenggaraan pelayanan umum yang dilakukan oleh pemerintah Daerah. Cara kerja Ombudsman daerah juga mirip dengan cara-cara yang selama ini dilakukan civil society, tidak birokratis, user friendly, dan yang terpenting adalah tidak dipungut biaya (gratis). Oleh karena itu kualitas pengawasan Ombudsman Daerah juga sangat tergantung pada seberapa jauh masyarakat memiliki pemahaman tentang Ombudsman Daerah. Kata Kunci: Ombudsman, Masyarakat, Penyelenggaraan Pemerintah Daerah ABSTRACT This paper wants to show the existence of regional ombudsman in guarding the implementation of local government and can be seen in terms of its function, Regional Ombudsman Institution is different with other supervisory institutions, regional Ombudsman is a representation of the supervision made by the community or social group (civil society) in implying a service that commonly undertaken by local governments. The workings of regional Ombudsmen are also similar to the ways in which civil society has been conducted, not bureaucratic, user friendly, and the most importantly is free of charge. Therefore, the quality of Regional Ombudsman supervision also depends on how far the community has an understanding of the Regional Ombudsman. Abstract

The development and study of e-government carried out by the Situbondo Regency through the Communication and Information Office of the Situbondo Regency through the material plan, preparedness of concepts, targets, strategies, roadmaps, and application integration, besides the need to unify understanding of e-government so that there is no understanding anymore which tends to vary. Another problem that also arises is the readiness of supporting infrastructure, control and maintenance of the running of e-government also needs to be planned and made a clear legal umbrella. If so it is necessary to know the implementation of the development of public services through e-government carried out by the Situbondo Regency government both covering the success of the development of the system and its implementation. This research focuses on the stages of e-government development in order to achieve good governance which contains 4 stages (1) presence; (2) search, download (3) transaction and (4) transformation. Found in the development of services through e-government through; provision of facilities for public access (infrastructure), formulation of policies, determining the vision and mission, preparation of priority scale or master plan, education and training of human resources, the existence of public service contracts through e-government, and socialization to the implementing bureaucracy and the community. Done through a shared understanding of e-government between SKPD and the community, so that the stages of development and implementation can provide solutions to the challenges and problems of e-government.

Abstract

The aim of this research to determine how the local wisdom of community empowerment in the management and sustainable development of fishery resources. This research is using qualitative descriptive approach, which is intended for the careful measurement of specific case studies of social phenomena. Data analysis techniques in this study is using data reduction model, data presentation, and data verification. The result of this research is the local wisdom empowerment of communities in the management and development of fisheries resources. First, local wisdom of ‘Petik Laut’ is happened every year that to give a food of some fish and also to pray in order that the sustainability of fisheries at the sea is maintained. Second, Local Wisdom of ‘Nyabis’ this is done by the local community as the process in order to obtain a blessing that the prayers of the clerics, because the local community is a widespread belief in the presence of this blessing, all the activities from catching, trading and all problems can be more easily and smoothly. Third, Tradition of ‘Tellasan’ in the community on day 27 or H-3, three days before the feast of activities at sea has begun to be stopped, it affects their giving of time on demersal exploited in the arrest for the breed and do regeneration, so the quality and quantity can be properly maintained and continued. In the context of local wisdom in the management of community empowerment and sustainable development of fishery resources required: First, empowerment of local wisdom. Second, management and empowerment model of local communities. Third, build a community-based resource management approaches therein through subjective and structural approach to the measures that can be pursued at the local community by establishing institutions, developing the participation of local communities in decision-making processes, increase a public access for information.

Abstract

Agriculture market offering with liberal global market as a consequence of the opening for the economy in Indonesia. Liberalization is due to unilateral policies and international trade agreements including both tariffs and non-tariffs. The purpose of this study is to determine Trade Perspective And Agriculture Policy Perspective In Indonesia . The methode that was used in the research is library research approach, this study means the whole activity of collecting some library data, reading making a note and analyzing of the research. The results of the study explain that agricultural producing countries as developing countries are at a disadvantage or receive very little profit from international trade. Liberalization can have detrimental effects that can threaten the domestic market and the interests of other staff concerned about the welfare of producer farmers and food security. This can occur due to production errors of resource ownership, mastery of technology, economic development and the government's commitment to the focus of the agricultural sector.

Abstract

This study discusses political parties reviewing strategies in gaining mass support, the strategy carried out by political parties is to achieve predetermined goals which in this case are referred to as the vision and mission of political parties using techniques, tricks, methods and implementation of tasks by utilizing party structure, so that the work program is in accordance with the wishes of the community. Meanwhile, to uncover the strategy of political parties in gaining mass support, a library research method or approach is used. Literature study or literature can be interpreted as a series of activities related to library data collection methods, reading and recording and processing research materials. Research results show that strategy of political parties in gaining the support of the masses is always trying to fix the party from the party's internal and external parties, so that the party can provide a better change for the community through political party programs and through power struggles in general elections.Penelitian ini membahas tentang partai politik tinjauan strategi dalam meraih dukungan massa, strategi yang dilakukan partai politik ialah untuk mencapai tujuan yang sudah ditentukan sebelumnya yang dalam hal ini disebut sebagai dengan visi dan misi partai politik dengan menggunakan teknik, trik, cara maupun pelaksanaan tugas dengan memamfaatkan struktur partai, sehingga program kerja sesuai dengan keinginan masyarakat. Sedangkan untuk mengungkap strategi partai politik dalam meraih dukungan massa digunakan metode atau pendekatan kepustakaan, Studi pustaka atau kepustakaan dapat diartikan sebagai serangkaian kegiatan yang berkenaan dengan metode pengumpulan data pustaka, membaca dan mencatat serta mengolah bahan penelitian. Hasil Penelitian menunjukkan bahwa strategi partai politik dalam meraih dukungan massa adalah selalu berusaha membenahi partai dari internal partai maupun ekternal partai, sehingga partai bisa memberikan perubahan yang lebih baik bagi masyarakat melalui program partai politik maupun melalui perebutan kekuasaan dalam pemilihan umum.

Abstract

Permasalahan pengembangan layanan e-government yang muncul sangalah bermaca-macam diantaranya ialah tentang kesiapan infastruktur pendukung, kontrol dan perawatan berjalannya e-government juga perlu direncanakan dan dibuatkan payung hukum yang jelas. Jika demikian perlu kirananya mengetahui pelaksanaan pengembangan layanan publik e-government yang dilakukan oleh pemerintah Kabupaten Situbondo baik pengembangan sistem dan implementasinya. Penelitian ini memfokuskan pada tahapan pengembangan e-government yang memuat empat tahapan antara lain: presence, search, download, transaction, dan transformation. Ditemukan dalam pengembangan pelayanan melalui e-goverment melalui; penyediaan sarana akses publik (infrastruktur), perumusan kebijakan, menentukan visi dan misi, penyusunan skala prioritas atau masterplan, pendidikan dan pelatihan sumber daya manusia, adanya kontrak pelayanan publik melalui e-government, dan sosialisasi kepada birokrasi pelaksana dan masyarakat. Kurangnya sosialisi dan update informasi layanan menajdi kendala dalam implementasi layanan.

Abstract

Inspektorat Kabupaten Bondowoso mempunyai tugas untuk membantu bupati dalam menangani pembinaan dan pengawasan dalam pelaksanaan urusan pemerintah dan tugas pembantuan perangkat daerah. Salah satu tugasnya adalah menerima pengaduan masyarakat yang terkait dengan kasus-kasus yang masih berada dalam kewenangan Inspektorat. Selama ini pengaduan kasus di Inspektorat Kabupaten Bondowoso masih dilakukan dengan model konvensional yang mengharuskan pelapor menyerahkan berkas fisik ke Inspektorat. Bahkan dalam menanggapi pengaduan tersebut, proses yang dilakukan masih tergolong memakan waktu sehingga dirasa kurang efisien. Tujuan dari penelitian ini adalah dapat membantu pelapor dalam melaporkan pengaduan yang ditemukan di lapangan, serta mempermudah pihak inspektorat dalam memproses pengaduan tersebut. Metode yang digunakan dalam penelitian ini adalah metode waterfall untuk pengembangan sistemnya. Hasil yang didapatkan dari penelitian ini adalah memudahkan masyarakat baik perorangan maupun secara organisasi dalam membuat laporan terkait pengaduan kasus, serta meringankan pihak inspektorat yang menjadi tanggung jawab Inspektur Pembantu dalam memproses pengaduan sehingga dapat memproses pengaduan secara efektif dan efisien dengan menggunakan aplikasi pengaduan kasus ini.
