Abstract

This study investigates the human, organizational, and technological aspects of successfully implementing the Population Administration Information System (SIAK) in Bone Bolango District, Gorontalo. This study adopted PLS-SEM to test the hypothesis model of the influence of the three aspects on the benefits obtained by users in using SIAK. The hypothesis model was tested on 122 respondents, including staff at the Population and Civil Registry Office of Bone Bolango Regency and SIAK operators at each village office in Bone Bolango Regency. The data has been validated using a measurement model to determine internal consistency reliability and convergent validity with Smart PLS. The results showed that system quality, information quality, and organizational structure positively affected SIAK's success. Meanwhile, system usage and user satisfaction still need to be improved. Human factors, such as user expertise and motivation, also significantly influenced the success of SIAK implementation. This study provides recommendations to improve the quality of user training, improve information technology infrastructure, and adjust the organizational structure to support SIAK implementation better. The findings of this study can serve as input for other local governments in optimizing SIAK implementation in their respective implementing units.

Abstract

Pemindahan Ibu Kota Indonesia berupa pembangunan IKN Nusantara di Kabupaten Penajam Paser Utara, Kalimantan Timur dimulai pada pertengahan Maret 2022 dengan target pemindahan bertahap mulai tahun 2024 hingga 2045. Hal tersebut mengundang berbagai reaksi dari masyarakat hingga meramaikan media sosial termasuk YouTube. Penelitian ini menggunakan  algoritma  naïve bayes dengan dan tanpa teknik SMOTE untuk mengetahui sentimen pengguna YouTube tentang pemindahan ibu kota negara. Data yang digunakan berupa komentar dari video yang ada di YouTube. Terpilih tiga video teratas berdasarkan kriteria relevansi dengan keyword dan jumlah komentar. Tahapan pre-processing data meliputi drop duplicates, case folding, tokenizing, cleaning, stemming, convert slangword, removal stopword, dan drop missing value. Pelabelan data teks terbagi menjadi 3 kelas sentimen yaitu Positif, Netral, dan Negatif menggunakan bantuan kamus vader lexicon. Pembagian data train dan test dilakukan mengggunakan tiga perbandingan, yaitu 70%:30%, 80%:20%, dan 90%:10%. Hasil penelitian menunjukkan bahwa performa terbaik diperoleh dari penerapan SMOTE naive bayes pada perbandingan data train 90% dengan data test 10%. Model SMOTE naïve bayes mampu memberikan nilai balanced accuracy 76,01%, AUC Score 0,8711, dan G-mean 0,8089.

Abstract

This study aims to measure the successful implementation of the Village Information System (SID) in Tabongo Village, Gorontalo Regency, using the DeLone and McLean model. This model measures the success of information systems based on six dimensions: system quality, information quality, service quality, usage, user satisfaction, and net benefits. Data were collected through a survey of 267 people (users) of SID in Tabongo Village. Data analysis was conducted using Partial Least Square Structural Equation Modeling (PLS-SEM) to test the relationship between the DeLone and McLean model variables. The results showed that system quality, information quality, and user satisfaction positively influence net benefits. Meanwhile, service quality and usage do not significantly affect net benefits. These findings suggest that efforts must be made to improve the quality of services and the use of SID to maximize the community's benefits. Socialization and training for SID users also need to be carried out to improve understanding and skills in using SID.

Abstract

The online transportation app Maxim has become a new competitor in Indonesia's industry. This study uses the UTAUT 2 model to measure the Maxim app's acceptance in Gorontalo Province. The survey was conducted among 387 respondents, with most users being teenagers and having used the app for over a year. Data were analyzed using the Partial Least Squares Structural Equation Modeling (PLS-SEM) approach. Measurement model analysis showed good validity and reliability. The results of the structural model analysis revealed that effort expectancy, hedonic motivation, price value, habit, and behavioral intention significantly affected the acceptance and use of the Maxim application. While performance expectancy, social influence, and facilitating conditions are not significant. On the other hand, the experience variable as a moderator does not prove significant. These findings provide practical implications for Maxim service providers to focus on ease of use, entertainment value, competitive price offerings, and building positive habits to increase user acceptance and loyalty in Gorontalo Province.Aplikasi Maxim telah menjadi fenomena di industri  transportasi online di Indonesia. Penelitian ini mengukur penerimaan aplikasi Maxim di Provinsi Gorontalo menggunakan model UTAUT 2. Survei dilakukan terhadap 387 responden, dengan mayoritas pengguna berusia remaja dan telah menggunakan aplikasi lebih dari satu tahun. Data dianalisis dengan pendekatan Partial Least Squares Structural Equation Modeling (PLS-SEM). Analisis model pengukuran menunjukkan validitas dan reliabilitas yang baik. Hasil analisis model struktural mengungkapkan bahwa effort expectancy, hedonic motivation, price value, habit, dan behavioral intention terbukti berpengaruh signifikan terhadap penerimaan dan penggunaan aplikasi Maxim. Sementara performance expectancy, social influence, dan facilitating condition tidak signifikan. Di sisi lain variabel experience sebagai variabel moderator tidak terbukti signifikan. Temuan ini memberikan implikasi praktis bagi penyedia layanan Maxim untuk berfokus pada aspek kemudahan penggunaan, nilai hiburan, penawaran harga kompetitif, dan membangun kebiasaan positif untuk meningkatkan penerimaan dan loyalitas pengguna di Provinsi Gorontalo.

Abstract

The issue of waste in Indonesia is still a severe problem that has not been resolved, and Indonesia is included among the top 10 countries as the most significant waste producer. These problems include people throwing their consumption waste in the open or even burning it, the lack of systematization of integrated waste management to provide information on waste collection and transportation, which causes environmental pollution and hurts public health, and the lack of effective monitoring and reporting in waste management. This hampers practical evaluation, planning, and decision-making efforts in waste handling and in conducting a waste retribution or payment system by the community. This research aims to develop a web-based integrated waste management information system to support sustainable development. The system development method used is the prototype model through the stages of communication, quick planning, modeling, quick design, prototype construction, deployment delivery, and feedback. The result of this research is the availability of data and information on waste management effectively and efficiently; this system can perform adequate data collection and documentation in registering all units affiliated with waste management to record waste payment transactions. In addition, this system can assist in managing and supervising the entire waste management process efficiently.

Abstract

Stemming in Ambonese posed a significant challenge due to its extensive lexicon, encompassing approximately 127,000 base words as recorded in the Kamus Besar Bahasa Indonesia (Indonesian Dictionary). This complexity arises from the task of extracting base words from those with affixes, necessitating the removal of various affixes such as prefixes, infixes, suffixes, and their combinations. This process greatly influences analytical outcomes. To address this linguistic complexity, several stemming algorithms were developed. These include Nazief Adriani, Enhanced Confix Stripping, Sastrawi, and Tala, each offering unique techniques to handle stemming complexities in Indonesian. The selection of the appropriate algorithm is crucial for ensuring the accuracy and reliability of the stemming process within the analytical framework. In conducted stemming research, there were variations in methods used. The most frequently used algorithm was Nazief Adriani, with 17 recorded cases, followed by Enhanced Confix Stripping with 12 cases. Sastrawi, although less frequent, was used in 4 cases, while Tala appeared in 1 case. This diversity reflects the available choices in selecting a fitting stemming method. However, this may relate to factors such as ongoing research projects, funding availability, or other external conditions affecting research production during that period. Consequently, stemming research remains an interesting and relevant topic, with the potential for continued growth and significant contributions to text processing and linguistic research in the future.
