Abstract

Government held Operation Yustisi, so the public could be more aware of the importance of keeping distance to prevent spread of COVID-19 which was increasingly widespread. This study describe the effectiveness of the Yustisi Operation to public in order to increase public awareness, suppress spread of the COVID-19 outbreak in Sidoarjo. This study uses descriptive qualitative approach. Using Indicators of success of public policy implementation are seen from four factors as stated in the policy implementation model from Edward III. At the time of the Justisi operation, the officers are expected to able convey in a professional manner and run public services to have good communication. Obstacle in the Justisi Operation that was conveyed was that the community had not obeyed the rules and ignore health protocols because it was necessary to carry mask surgery and medical protocol operation regularly as often as possible.

Abstract

During the COVID-19 pandemic, cases of the increase in positive patients in Indonesia were getting out of control and increasing in number, therefore the Government is ready for a vaccine that will be given in stages according to the priority of the recipient as an effort to tackle the spread of COVID-19 transmission. Vaccination can be carried out in health agencies such as in Puskesmas. The purpose of this research was to evaluate the quality of service in the implementation of the COVID-19 vaccination at Puskesmas Mojo Surabaya. The research method used is a qualitative approach with descriptive methods. The data technique used was observation, interview, and documentation study and then analyzed using an interactive data analysis model. The results of this study are the quality of the COVID-19 vaccination service at Puskesmas Mojo Surabaya based on the dimensions of public service Tangibles, Reliability, Responsiveness, Assurance, and Emphaty. Applicable in the process of vaccination services at Puskesmas Mojo Surabaya on complicated online data collection and scheduling, because not all of the facilities and population data are available where there have never been residents who have moved, therefore the result is a long queue to update the data. The quality of vaccine services at Puskesmas Mojo Surabaya is satisfactory in terms of facilities, services, and resources and it is necessary to make efforts to schedule and collect data more regularly to overcome service process constraints

Abstract

Abstract (English)Good service cannot be separated from the role of service providers, namely government officials. The implementation of main duties and functions as government officials in providing good public services to the community is required to have adequate resources, the attitude of government officials which has an impact on the quality of services provided to the community who use services. The purpose of this study was to determine and analyze the performance of employees at the Pekanbaru City Investment and One Stop Integrated Service Service through a study on the implementation of building permit services with a focus on the performance of employees in realizing good service to the community. The research method used is qualitative and the data collection technique used in this research is descriptive qualitative. The results of this study indicate that the quality of employees is still not good, including there are some employees who are not in their place, while the community comes for their respective service needs, in other words, employees are not disciplined. There are inaccuracies in completing some tasks, as the researchers saw in field observations to obtain building permits and there is still a selective culture in its management.Abstrak (Indonesia)Pelayanan yang baik tidak lepas dari peran penyedia jasa yaitu aparatur pemerintah. Pelaksanaan tugas pokok dan fungsi sebagai aparatur pemerintah dalam memberikan pelayanan publik yang baik kepada masyarakat dituntut memiliki sumber daya yang memadai, sikap aparatur pemerintah yang berdampak pada kualitas pelayanan yang diberikan kepada masyarakat pengguna jasa. Tujuan penelitian ini adalah untuk mengetahui  dan menganalisis KInerja Pegawai Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Pekanbaru melalui studi pelaksanaan pelayanan izin mendirikan bangunan dengan fokus kajian pada kinerja karyawan pegawai dalam mewujudkan pelayanan yang baik kepada masyarakat. Metode penelitian yang digunakan adalah kualitatif dan teknik pengumpulan data yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa kualitas pegawai masih kurang baik, diantaranya terdapat beberapa pegawai yang tidak pada tempatnya sedangkan masyarakat datang untuk kebutuhan pelayanannya masing-masing, dengan kata lain pegawai tidak disiplin. Terdapat ketidaktepatan dalam penyelesaian beberapa tugas, seperti yang peneliti lihat pada observasi lapangan untuk mendapatkan izin mendirikan bangunan dan masih adanya budaya selektif dalam pengelolaannya.

Abstract

Energy use always increases, especially fossil energy. Through the National Energy Policy, the government continues to strive to increase the role of new and renewable energy sources so as to reduce dependence on fossil energy. Solar power generation is a type of renewable energy generator that capable to convert solar energy to electric energy. The main components of solar power generatios are batteries, solar panels, charger controllers, and inverters.  Solar power generations technology itself is always being developed, such as automatic monitoring and sun tracking systems designed to improve system performance. One of the applications of solar power generations is in the household sector. In this sector consumes 49% of the national electricity energy in 2018. This type of generator is categorized as a roof solar power generations. Based on existing data, there were 1400  roof solar power generations users in September 2019. The development of solar energy utilization for the household sector is very appropriate because it can help achieve renewable energy about 23% in 2025 and 31% in 2050 in the national energy mix.

Abstract

The number of positive cases of COVID-19 has continued to increase since it was announced by the Government in early March 2020. According to the World Health Organization (WHO), the provision of hygiene and sanitation facilities is one of the most important means of mitigating the outbreak of COVID-19 and other infectious diseases. This study aims to evaluate the socialization of assistance in making automatic handwashing devices online to communities in Southeast Sulawesi as an effort to mitigate COVID-19. The socialization was carried out by collaborating with the Southeast Sulawesi COVID-19 SATGAS Secretariat as a display location for a prototype automatic hand washing device. Meanwhile, assistance is carried out through the implementation of webinars via Zoom and the publication of video tutorials on social media in the form of YouTube and other media. The performance evaluation of the mentoring program is carried out in two forms, namely searches on online media and through online feedback presented after the webinar. Based on the response from online media and the feedback, the public responded positively to this and some of them were interested in making similar hand washing devices.

Abstract

This study aims to see implementation of the independent workforce new entrepreneur creation program in Tenayan Raya District, Pekanbaru City and the factors that support the implementation of the program. The research method used is descriptive qualitative method and uses policy implementation theory according to van Metter and Van Horn which consists of several indicators that affect the performance of public policy implementation, namely policy standards and objectives, resources, communication between organizations and implementing activities, characteristics of implementing agencies and social, economic and political conditions. The results of this study are the finding of several deficiencies that are of concern to be fixed, namely the aspects of time resources, coordination and socialization so that the implementation of the program has not run optimally in Tenayan Raya District, Pekanbaru City. Researchers also found several supporting factors in the implementation of this program in Tenayan Raya District including policy objectives, human resources, financial resources, facilities and infrastructure resources, economic conditions, implementor response and community participation. Researchers provide suggestions so that the availability of time resources, coordination and socialization of the implementing agencies can be improved so that in the future the implementation of this program can run optimally.    Abstrak Penelitian ini bertujuan untuk melihat implementasi program penciptaan wirausaha baru tenaga kerja mandiri di Kecamatan Tenayan Raya Kota Pekanbaru dan faktor yang mendukung pengimplementasian program tersebut. Metode penelitian yang digunakan adalah metode kualitatif deskriptif serta menggunakan teori implementasi kebijakan menurut van Metter dan Van Horn yang terdiri dari beberapa indikator yang mempengaruhi kinerja implementasi kebijakan publik yaitu standar dan tujuan kebijakan, sumber daya, komunikasi antar organisasi dan aktivitas pelaksana, karakteristik agen pelaksana serta kondisi sosial, ekonomi dan politik. Hasil penelitian ini adalah ditemukannya beberapa kekurangan yang menjadi perhatian untuk diperbaiki yaknui pada aspek sumber daya waktu, koordinasi dan sosialisasi sehingga implementasi program tersebut belum berjalan secara maksimal di Kecamatan Tenayan Raya Kota Pekanbaru. Peneliti juga menemukan beberapa faktor pendukung dalam pengimplementasian program ini di Kecamatan Tenayan Raya diantaranya adalah tujuan kebijakan, sumber daya manusia, sumber daya finansial, sumber daya sarana dan prasarana, kondisi ekonomi, respon implementor dan partisipasi masyarakat. Peneliti memberikan saran agar ketersediaan sumber daya waktu, koordinasi dan sosialiasi dari para agen pelaksana agar dapat lebih ditingkatkaan sehingga kedepannya implementasi program ini dapat berjalan secara maksimal.

Abstract

The impact of the Covid-19 pandemic on workers in the informal sector is a decrease in income and production capacity, as well as a reduction in labor. This study aims to analyze the impact of implementing the new normal era on informal sector workers and formulate strategies for surviving the pandemic.The research method used in this paper is descriptive qualitative method by applying literature study.The results of the study show that the implementation of the first new normal era has an impact on business situations that are volatile, uncertain, complicated and confusing. Second, the impact of the pandemic on business people has resulted in limited resources. Third, changes in consumer behavior who prefer online shopping. So that the economic recovery of informal sector workers in the new normal era requires various strategies, namely: the existence of occupational health and safety insurance, the ability to work together, the ability to adapt services to changes in consumer behavior, to have innovation and creativity in running a business.

Abstract

In order to reduce the impact of the sustainability of MSMEs due to the Covid-19 pandemic, the government issued a BPUM (Assistance for Micro Business Players) policy. This policy is stated in the Regulation of the Minister of Cooperatives, Small and Medium Enterprises of the Republic of Indonesia number 6 of 2020 concerning BPUM and BPUM Implementation Guidelines number 98 of 2020. The purpose of this research is to determine the implementation of BPUM in the Gubeng District of Surabaya City. The theory used in this research is the implementation model theory by Edward III. The type of research used is descriptive qualitative. The results of this study indicate that: (1) Communication has been implemented even though the socialization has not been carried out massively; (2) Resources are well implemented; (3) The disposition has been implemented even though the employee response is not optimal; (4) The Bureaucratic Structure has been implemented in accordance with the Standard Operating Procedures (SOP) applicable to BPUM.

Abstract

The Mpu Tantular Museum is one of the cultural heritages in the city of Sidoarjo which provides various artifacts and relics of the kingdom and the ancestors of the Indonesian nation, especially in the city of Surabaya and Sidoarjo. The implementation of Government Regulation No.66 of 2015 concerning museums is a rule that must be obeyed by the museum managers. But today there are still many museums in Indonesia that are not maintained and even neglected, this shows that there is an error in the implementation of these regulations. In this study using a qualitative descriptive method with a literature study approach. Researchers used observation techniques, interviews in making this study, the results of the study showed that there were several causes and obstacles that occurred in the running of the Mpu Tantular museum activities, namely the influence of globalization and also the influence of the Covid-19 pandemic which made no visitors come to the museum. thus reducing the income budget that is commonly used in managing, maintaining and providing salaries for employees.

Abstract

Narcotics is a substance that is very dangerous when consumed by the body. One of the areas affected by the spread of narcotics is Aceh Province. Drug smuggling transactions are carried out by sea by transferring narcotics from one ship to another. The Aceh Provincial National Narcotics Agency (BNNP) has a duty to prevent, eradicate the abuse and illicit trafficking of narcotics. The results in this study are that the Aceh BNNP strategy in stopping drug smuggling with the experience of arresting the bandar is quite heavy because the perpetrators use sophisticated information technology. The act of smuggling drugs by sea is a collaboration between smugglers and fishermen. Enforcement and rehabilitation activities as well as prevention activities have been carried out through visual publics, social media, and others. The government has coordinated with neighboring countries considering that drug smuggling can already be called a proxy war. Drug trafficking by sea is a serious threat that must be dealt with seriously. BNN also synergizes with the Maritime Security Agency and Customs and Excise to jointly fortify Indonesian sea from drug attacks. Several agencies such as Tuha Peut, Tuha Lapan, and Panglima Laot were well embraced to assist the drug trafficking process in Aceh.
