Abstract

Narcotics is a substance that is very dangerous when consumed by the body. One of the areas affected by the spread of narcotics is Aceh Province. Drug smuggling transactions are carried out by sea by transferring narcotics from one ship to another. The Aceh Provincial National Narcotics Agency (BNNP) has a duty to prevent, eradicate the abuse and illicit trafficking of narcotics. The results in this study are that the Aceh BNNP strategy in stopping drug smuggling with the experience of arresting the bandar is quite heavy because the perpetrators use sophisticated information technology. The act of smuggling drugs by sea is a collaboration between smugglers and fishermen. Enforcement and rehabilitation activities as well as prevention activities have been carried out through visual publics, social media, and others. The government has coordinated with neighboring countries considering that drug smuggling can already be called a proxy war. Drug trafficking by sea is a serious threat that must be dealt with seriously. BNN also synergizes with the Maritime Security Agency and Customs and Excise to jointly fortify Indonesian sea from drug attacks. Several agencies such as Tuha Peut, Tuha Lapan, and Panglima Laot were well embraced to assist the drug trafficking process in Aceh.

Abstract

Abstrak Konflik Pulau Adonara merupakan konflik lateral antara Desa Horowura dengan Desa Lamahala. Konflik Agraria tentang kepemilikan tanah timbul karena masing-masing pihak merasa berhak atas tanah yang menjadi obyek konflik, faktor-faktor yang mengakibatkan terjadinya konflik agraria secara umum diantaranya nilai ekonomis tinggi; kesadaran masyarakat meningkat; tanah tetap, penduduk bertambah; kemiskinan. Secara spesifik, faktor yang mengakibatkan terjadinya konflik terjadi karena perebutan kepemilikan lahan. Dalam artikel ini, Metode yang digunakan adalah metode kualitatif dengan jenis pendekatan deskriptif melalui studi pustaka. Penelitian kualitatif merupakan bentuk metode yang membantu menggambarkan dan menjelaskan dinamika dan penyelesaian konflik. Berdasarkan hasil penelitian, Konflik agraria Pulau Adonara tergambarkan dengan lumrah sebagai persaingan antara Desa Horowura dengan Desa Lamahala tetapi kondisinya lebih kompleks. Adapun resolusi konflik dalam upaya menyelesaikan konflik agraria batas desa di Pulau Adonara ini ialah dengan mufakat yang berupa perang tanding. Aksi ini telah ada sejak zaman dahulu kala dan telah menjadi tradisi kearifan lokal yang di sepakati dan di jalankan oleh masyarakat di Pulau Adonara Kabupaten Flores Timur Provinsi Nusa Tenggara Timur. Kata Kunci: Konflik Agraria, Resolusi, Tanah, Kearifan Lokal

Abstract

This paper discusses how pillars in Indonesia’s vision of Global Maritime Fulcrum (GMF) are interrelated, particularly maritime culture and maritime diplomacy. These two pillars need to be implemented as an entity concept. Previous literatures have mainly discussed how each of the pillars contribute to the realization of GMF vision. Based on the perspectives of International Relations theory, this paper explains how maritime culture can influence the formulation of strategy and implementation of Indonesia’s maritime diplomacy. The authors argue that the pillars of maritime culture and maritime diplomacy are reflection of the national interests supporting the GMF vision. Additionally, the embedded maritime culture in Indonesian society can have positive implications for the inputs, processes, outputs, and outcomes of maritime diplomacy. If maritime culture can be managed, it would serve as an instrument of soft power, it would construct the national identity and it would drive the creation of regional security governance, maritime norms and regime that could serve as facilitating factors for the achievement of national interests through Indonesia’s maritime diplomacy. The pillar of maritime culture is the root of maritime diplomacy for achieving national interests.
