Abstract

The study highlights the significance of understanding the impact of digitalization on public services in local government organizations, particularly about coordination strategy and digitalization policy. The rapid advancements in information technology have transformed the delivery and acquisition of public services, necessitating a comprehensive understanding of the factors influencing the efficiency of digital services.  A quantitative approach was used, with Smart-PLS 3.0 analysis involving respondents from South Buton Regency local government organizations. Data collection was conducted through a direct survey in the field. The results showed a strong relationship between coordination, strategy, and digitalization policy, with a significant relationship between these factors and the effectiveness of digital services. However, no significant relationship between digitalization policy and digital service effectiveness was found. The results of this study provide valuable insights into the dynamics of interoperability governance and the nuanced relationships between coordination, strategy, digitization policy, and digital service effectiveness in local government organizations. Despite the significant influence of coordination and strategy, the role of digitalization policy on digital service effectiveness suggests the need for further evaluation or a change in policy approach. Limitations of this study include the small sample size and focus on one geographical area, so caution is needed in generalizing the findings. Nevertheless, this study contributes significantly to understanding the implementation of digitization in public services, with practical implications for policy development and management practices.

Abstract

Organizational development in the digital era requires innovative steps in adopting technology to maintain organizational sustainability and resilience . As an innovative step that attracts attention, using Makassar Metaverse as a platform is a strategic choice to strengthen the organization's position in the digital ecosystem. The purpose of this article is to present comprehensive research results, focusing on the concept of digital-based organizational development through the application of the Makassar Metaverse. The research method applied is quantitative with big data analysis to describe the impact and potential of this innovation on government organizations. The research results indicate that there are several challenges that need to be overcome, such as limited accessibility to government websites and the level of community involvement that is not yet optimal on government social media accounts. Nevertheless, the Makassar Metaverse innovation brings significant changes in the context of government organizational development. This initiative encourages information disclosure by the government and creates wider participation space for the public in the decision-making process of government organizations. Thus, this article illustrates how important Metaverse digital innovation is in supporting organizational transformation into an increasingly complex digital era.

Abstract

This study focuses on analyzing the practice of Pork Barrel Politics in the Free Electricity Program implemented by the Aceh Jaya local Government in 2014-2017. Providing free electricity is a flagship program spearheaded by the Regent of Aceh Jaya who is also the elite of the Aceh Party (PA) for underprivileged communities. The free electricity program has become a campaign tool and strategy for the local legislative representative incumbents who want to regain control of the Local House of Representatives in the 2014 Legislative Election. We took a qualitative approach using the case study method. Data collection used was through interviews, observation and documentation. The results of the research show that the implementation of the free electricity program assistance in Aceh Jaya was characterized by pork barrel political practices, where recipients of free electricity program in 2014-2017 were prioritized to people who were the Aceh Party members and supporters, the winning party in the 2014 Legislative Election. Pigs are inseparable from the participation of the Aceh Party elite who sit in executive positions and are supported by the dominance of Aceh Jaya DPRK members from the Aceh Party faction.

Abstract

This study is aimed to evaluate the role of crisis leadership within the public-private partnership of tourism collaborative governance. This study employs a cross-sectional study involving 304 respondents from various stakeholder from Bromo-Tengger-Semeru National park (BTSNP). The study employs the SEM-PLS data analysis to evaluate the measurement model and structural model. The results of the study indicates that the important role of Public-Private partnership on collaborative governance is only indicated by several dimension, especially those of Governance, Mutuality, and Administration. However, the interaction moderation indicates that crisis leadership is only able to enhance the Mutuality and Norm and Trust. The further discussion related to the finding is elaborated within the papers. The originality of this paper is by presenting a picture of ecological tourism management in Indonesia through the lens of public-private-partnership.

Abstract

In contemporary society, the widespread adoption of information and communication technologies has become integral to meeting daily needs. E-Government leverages these technologies to deliver efficient and secure services to citizens, particularly at the local government level. However, existing literature lacks comprehensive exploration into citizen preferences for utilizing e-government services, especially those offered by local governments. Addressing this gap, this study investigates citizen intentions to use e-government, focusing on the application system provided by local governments. Our research framework integrates three established models (UTAUT, TAM, and TPB) and employs empirical validation through a structured questionnaire. Data collection involved 97 respondents from diverse cities/regencies. Rigorous reliability and validity assessments were conducted on the questionnaire, with analysis performed using structural equation modeling (SEM). The findings underscore the significant influence of citizens' attitudes toward e-government, shaped by factors such as effort expectancy, facilitating conditions, and perceived risk. Furthermore, a positive and significant relationship between attitude and Intention to use revealed. This research contributes to a deeper understanding of citizen behavior towards e-government services, offering insights crucial for enhancing service delivery and citizen engagement at the local level.

Abstract

This research aims to analyze co-production practices in waste management through the Waste Bank and Reuse, Reduce, and Recycle Waste Management Area (TPS 3R) in Semarang City on the grounds that Semarang City is the largest waste generate in Central Java Province. Qualitative descriptive was used as a method with data collection techniques using interviews with 11 informants, documentation and observation. Community-based waste management practices are analyzed using the concept of co-production. The findings of this research are that co-production in waste management is motivated by environmental problems, the lack of waste services and government encouragement. Resource sharing occurs between communities, government and Non Government Organizations (NGOs) although the quality of relationships needs to be improved. Waste banks and 3R TPS apart from providing services to residents, is also able to enter "spaces" that the government cannot reach through reducing waste, educating citizens and as a data collector for the government.

Abstract

Indonesia has continued to experience increasingly complex, global developments and requires change. However, there has been no reform in the government sector that is needed to anticipate these developments, especially regarding public administration. The aim of this research is to analyze the public administration reform in Indonesia. The research method used is a qualitative research method, and literatures study for gathering the data. The research results show that government institutions no longer monopolize the roles that have previously been the authority of the government. Therefore, the public administration paradigm needs to be reformed starting from government to the governance process. The government needs to increase management capacity and change the culture towards a new public management direction. In the systems paradigm, the government is encouraged not to focus on systems and procedures, but to be more performance oriented and work by emphasizing an entrepreneurial spirit.
