Abstract

ABSTRACT This study is to understand how the condition of the credit line in the transmission mechanism of monetary policy in Indonesia in the semi-structural analysis using the Bernanke-Blinder model VAR (Vector Autoregression), with six variable data used is the monetary policy indicator (BI rate and the interbank money market rate), Deposit (loanable funds), banking assets in the form of securities on the monetary authorities (SBI), Total Credit Banking, Economic Indicators (Output and Price). Monetary policy indicator used is the interest rate of BI rate and interest rate interbank money market monthly average, indicators of output and prices are real GDP and GDP Deflator. The study concludes that in general the existence of bank credit lines in the Indonesian economy can be believed to exist based on the results of this analysis. Abstract

ABSTRACT Merit pay has been widely used as a method of compensation in the public sector since the early 1980’s.  Malaysia’s merit pay system, known as the New Remuneration System (NRS), was implemented in 1992.  However, a growing body of research indicates numerous problems in the implementation of merit pay systems.  Any merit pay system, an OECD (Organisation for Economic Co-operation and Development) study suggests, needs to be carefully evaluated for its effect on the motivation of public servants.  This study attempts to assess the impact of the NRS on the motivation of Malaysian public servants. The results show that the NRS failed to satisfy key requirements for the effectiveness of merit pay and thus failed to motivate a majority of public servants.  The major problems include lack of confidence in the NRS, inadequate information and understanding of the system, ineffective goal-setting, unsatisfactory performance appraisal, lack of a clear link between performance and reward, and unfair distribution of reward. Abstract

ABSTRACT   Citizen Charter or public service contract is a new strategy in providing services to reach  the  values of participative, accountable, transparent and collaborative in public service. We know that implementation of public service contract in Indonesia is not understood by local policy maker yet. But, many local governments have successfully implemented contract of public service.  It means that public service contract can be tool of creating public service mechanism better and it can be instrument to reform public bureaucracy in Indonesia. Citizen Charter is according to idea of good governance, so governance principles is collaborate of three sector in public service, such as local government, private sector and society. Abstract

ABSTRAK Kolonialisme Barat yang hegemonik membawa bersamanya proses pembaratan budaya. Proses ini tidak hanya berbentuk material ke Asia Tenggara tetapi juga berhasil memaksakan ide-ide intelektual yang membawa dampak transformatif pada masyarakat di kawasan ini. Salah satu yang terbaru, sebagaimana konsep JS Furnivall adalah pembentukan “masyarakat majemuk” di negara-negara jajahan yang akhirnya mencapai negara-negara merdeka yang modern. Beberapa diantara negara-negara merdeka ini berhasil melalui transformasi politik dan menghasilkan berbagai varian kemajemukan yang berakar dari model masyarakat plural. Malaysia dan Singapore adalah dua contoh yang berguna dalam konteks ini, tetapi keduanya sering diberi label sebagai “masyarakat multikultural” yang mempraktekkan multi-kulturalisme. Tulisan ini memaparkan argumen yang mungkin saja benar untuk kasus Singapura tetapi tidak demikian untuk kasus Malaysia. Abstract

ABSTRACT Social structure of society in Malaysia and Indonesia is a product of politic and colonial policy in the past. By relation among limited ethnic based on the form of plural society, both of these countries grow into new countries and the problems of ethnic become an important agenda in the process of countries development. As an indegene ethnic who has put on the edge, Malay race live side by side with some other ethnics like Chinese. Relationship among ethnics will develop easily become potential conflict without public administration in good government level.Using mixing methods among the surveys, focus group discussion, deep interview and ethnography observation in Alor Setar and Padang, this research is focused on searching the pattern on Neighborhood Association which is active and non active. It is also categorized based on the evaluation of government instance who has guided Neighborhood Association. Generally, the findings theory show that Neighborhood Association who is actively giving chances and choices to the citizen among ethnics and work out intensively. Minority of Chinese ethnic shows the level of good involvement, as Malay ethnic. They feel secure in their daily activities. Daily relationship and the institutions give the closeness among the citizen by doing some programs. Neighborhood Association do not emphasize the safety need and government agency in administrative sector just like in the beginning of its forming. It has reinforced the community although less economic efforts have done. Abstract

ABSTRACT The goals for planning in sustainable development are promoting economic growth, advocating social justice and protecting green areas. It is not a coherent concept because there are conflict interests among these goals. Sustainable development as a normative concept is vulnerable to question whether it is a useful model to guide planning practice. To achieve sustainable planning goals, these conflicting interests must be reconciled. The conflicts between divergent interests lead to three associated conflicts, that is property conflict, resource conflict, and development conflict. Triangular model  of conflicting goals for planning and the three associated conflicts can be used as a model to guide planning practice on sustainable issues. Abstract

ABSTRACT This essay is merely an initial notion talking about the possibility of the present and the rise of a movement of the Malay economic organization in the regional level which based on the common history and their cultural traits. The main problems faced by the Malay World are, of course, dilemmatic and complicated as well, not only the existing tension between society and the state on the one side but also between society and the global economic powers on the other. However, the effort toward these movements is possible, even needs to supported, either academically or creativelly.
