Abstract

Mechanism more relevant to fill structural positions on the value of accountability and meritocracy is open selection. Law No. 5 of 2014 concerning the State Civil Apparatus require the completion of High vacant leadership positions using the system, therefore Blora District Government to implement an open selection to fill leadership positions High Primary Regional Secretary. This study aimed to analyze the elements of procedural accountability of leadership positions open selection of Blora District Secretary. The approach used is qualitative descriptive analysis. Methods of data collection using interviews, documentation, correspondence and normative literature. The results showed step by step filling the position through an open selection since the formation of the selection committee, the establishment of standards of competence, the selection of competence, search the track record, the interview, the announcement of the selection results even coordination with the Governor and the Commission ASN has been accountable to fulfill the norms of legislation, namely Law No. 5 of 2014 concerning the State Civil Apparatus and PERMENPAN RB No. 13 Year 2014 regarding the Procedures Completion of High Leadership Position Openly in Environment Government Agencies.

Abstract

Indonesia cluster regions have unique geographical and topographical characteristics also have potential for natural disasters. Potential for natural disasters such as volcanic eruptions, earthquake, tsunami, flood and landslide happen almost in every place in Indonesia. In the past, the handling for natural disasters still use rigid and centralized hierarchy bureaucracy approach which has not been able to handle the disasters and handle post disasters appropriately. The decentralization spirit changes handling natural disasters paradigm which giving authority toward regions government to manage the disasters in its territory. However, the big challenge is to synchronize every regions governments perception that natural disasters in regions can be manage only with one institution or region government according to territory border. The natural disasters management which include the pre disasters and post disasters need together management by several government stratum based on intergovernmental networks. The writer used inductive approach method which allow to describing of the result of analysis study of the possibility of cooperative effort between regions through Regional Disaster Department (BPBD) in several areas in East Java that are Malang region, Kediri, Pasuruan and Bojonegoro by knowing the standard and policy/program/activity target, the condition of resource, and the condition social politic and economy. The result of study analysis about handling the disaster have conclusion that the handling effort pre disaster and post disaster are very multi-dimensional. In the context of government authority, handling of disaster not only handle by one region government. This is where the concept of cooperation between regions (intergovernmental networks) in important to be expanded at the local level. The cooperation between local regions have potency the capacity of region government in order to share experiences, share advantages and share task/assessment together in improving the function of public services in each region government. Then, the result of study analysis also concludes the importance to strengthening BPBD institutions to facilitate the cooperation between governments in local regions in order of handling the disasters.

Abstract

Sidoarjo is a SMEs city that has a number of industrial quite a lot, one of which is a small industry of batik artisans that located in Kampung Batik Jetis and Intako Cooperative Craftsmen in Tanggulangin, Sidoarjo. How is the empowerment program that supports the development of batik craftsmen and intako craftsmen in Sidoarjo? And what are the factors inhibiting and supporting batik craftsmen and intako craftsmen?; Empowerment to those carried out by the Department of Cooperatives, SMEs, Industry, Trade, and Energy and Mineral Resources Sidoarjo conducted with various efforts, namely (1) facilitation of capital, (2) support the ease of obtaining raw materials and support facilities in the production process, (3) education and training to improve managerial capability and production, and other types of education and training that can support the empowerment of Micro, Small and Medium Enterprises, (4) involvement in trade fairs to expand market access, (5) facilitation of IPR. Four of five attempts have been made and the results still needs to be improved. The existence of barriers and support needs to be a concern for local governments to increase the empowerment of MSME

Abstract

The issue of the competence of civil servants become a central issue in line with the bureaucratic reform program. Required an appropriate system to improve the competence of civil servants. Based on personnel data, civil servants who occupied the post of Researchers at RICA shows the number of dominant. The amount is expected to be offset by a corresponding mastery of competencies required. This study aimed to analyze the level of Researchers competence at RICA. The researchers competence is measured using three variables, namely knowledge, skills, and attitudes with survey method. The research result states that most researchers have been able to master the competencies required. It is recommended that the leader can allocate training for competencies assessed indicator has weaknesses and budgets for human resource development activity.
