Abstract

The purpose of this study was to evaluate the performance of the functional positions of education personnel at the State University of Surabaya (Unesa). This study focuses on evaluating the performance of the functional positions of Unesa education staff which includes the input dimensions, process dimensions and output dimensions as well as various data needed for structuring and developing the careers of education personnel towards PTNBH. Data was collected through workshops and Focus Group Discussions (FGD), as well as questionnaires. The data analysis technique required is statistical technique with percentages. The results of this study show several things, namely: (1) The Staffing Section of Unesa does not yet have a job description document in accordance with applicable laws and regulations; (2) This study develops 79 instruments detailing certain functional and functional position tasks of general Unesa education personnel; (3) Understanding of the subject in the input dimension in good and excellent condition; (4) The results of mapping in the dimensions of the process and the dimensions of the product are obtained the result that the general functional is better than the particular functional; (5) In general, the general functional education personnel does not have a professional organization and relatively few of them have participated in workshops or training. Later on, the Institution provides opportunities for education personnel to increase capacity and competence in accordance with their functional positions.

Abstract

This study aims to describe the efforts of the Faculty of Social Sciences and Law (FISH) of the State University of Surabaya (Unesa) in improving the quality of education during the Covid-19 pandemic within the framework of strategic management theory. This research was motivated by the fact that during the pandemic, lectures at universities switched to online and required students and lecturers to make quick adaptations that have the potential to impact the quality of education. This study uses a qualitative descriptive method. The focus of the research covers the strategic management process, which includes the phases of environmental observation, strategy formulation, strategy implementation, and evaluation. The research subjects were determined purposively by involving the heads of faculties, departments, and study programs within the FISH Unesa environment. The data analysis technique flow through data collection, data display, data reduction, and concluding. The results showed that the SWOT method was used in the environmental observation phase, specifically identifying the strengths and weaknesses of the institution's internal environment and identifying opportunities and threats to the institution's external factors. At the strategy formulation stage, a lecture strategy was set with the name Limited and Gradual Face-to-Face Lectures (PTMTB). This stage is carried out by preparing the room and health protocols. The implementation of this strategy was carried out starting with a survey via Google Form to students. Not all study programs hold PTMTB depending on the number of students who fill out the Google Form. The faculty carry out the evaluation stage with the Covid-19 Task Force. Based on the findings, several points can be suggested. The institution should make training plans for educational staff to increase competence, increase awareness of education staff to prioritize providing services for the community and increase lecturers number so that the ideal ratio between lecturers and students is met.

Abstract

The purpose of this study is to describe the empirical phenomenon of the research consortium of the National Research Program on Electric Vehicle Technology at the Research Organization of Engineering Sciences (OR-IPT), the National Research and Innovation Agency (BRIN) within the framework of governance theory. This study used descriptive qualitative method. Data collection techniques were carried out by interview and study policy documents. Sources of data include the Program Coordinator, document monitoring and evaluation reports on program implementation, minutes of technical meetings, and results of previous research. This study found that collaborative collaboration on the research consortium of the National Research Program on Electric Vehicle Technology at the Research Organization of Engineering Sciences (OR-IPT), the National Research and Innovation Agency (BRIN) can reduce research costs effectively and efficiently, as well as supporting the availability of human resources, expertise and infrastructure.

Abstract

The purpose of this study was to describe the quality of public services in the Office of the Wali Nagari Panti Timur. The study was conducted on public services, especially in the Business Certificate (SKU). With this research, it is hoped that the Nagari Panti Timur government can provide quality services effectively and efficiently in order to achieve public satisfaction. The theory that is used is the public service quality theory with three variables, namely efficiency, responsiveness, and non-partisanship. Data collection methods used are interviews, observation and documentation. Interview informants were selected using purposive sampling method and accidental sampling method. To obtain data validity, researchers triangulated data sources. This study found that the quality of public services at the Wali Nagari Panti Timur Office, especially in making Business Certificates (SKUs) so far has not been carried out well. The three variables, namely efficient, responsive, and non-partisan, have not been fully achieved. Based on the results of the research conducted, it was found that the level of discipline of the Nagari apparatus was still low and often arrived late, the lack of clarity of information related to service standards which caused confusion for service users, and the suggestion box was broken making it difficult for the process of submitting public complaints to the Nagari Panti Timur government.

Abstract

The purpose of this study is to describe regional economic development through leading sectors in the city of Surabaya during the Covid-19 pandemic. During the Covid-19 pandemic, the regional economy received quite severe impacts, including reduced working hours, decreased wages, and a more serious problem was increasing unemployment and the inability to absorb new workers. The research uses a qualitative descriptive method with a research focus on four main components of regional economic development, namely the development of the economic base, institutions, human resource development, and technology development – technology adaptation. Data collection techniques were carried out by interview and document study. Sources of data come from Bappeda, the City Cooperatives and Micro Enterprises Service and the Surabaya City Manpower Service. The results of the study show that locality development by the Surabaya City government in the midst of the COVID-19 pandemic is carried out both physically in the form of facilities and infrastructure and non-physical development by conducting training needed by the community. In general, the institutional aspects are adequate, but their participation is still not as desired. In the aspect of human resource development, the development program is carried out by providing briefings to the community both related to honing skills or briefing on the rights they should get as workers. Aspects of technology adaptation are carried out through the development of the Ecobis System such as the MSME product marketplace. However, improvements also need to be made to overcome some of the weaknesses in each of these components.

Abstract

This study refining the dengue vulnerability assessment using DVFM to describes the vulnerability of dengue in Malaysia during the period of 15 years to identify high-low risk areas among sample of studies (except Wilayah Persekutuan Putrajaya). The dengue reported cases in Malaysia were analyzed using the data provided by the Disease Control Division Vector, Ministry of Health Malaysia (MOH) from 2003-2017. As per literature, factors influencing the vulnerability to infectious disease outbreak were identified as population density, urbanization, medical care workforce, medical care infrastructure, public health delivery, safe water and sanitation as well as economic strength. This framework was tested using empirical cases of dengue outbreak in Malaysia. The dataset used was obtained from widely available data (from the Department of Statistics Malaysia (DOSM) and Health Indicator Report by MOH). From 2003-2017, 829, 299 cases have been reported in Malaysia. The highest number was recorded in 2015 (63198, Selangor). The key findings from this assessment included the states with their vulnerability and actual dengue reported cases. The results also concluded that the framework prediction did not match the actual outbreak reported.  Recently in Malaysia, the reported cases have increased steadily in most areas. The surveillance and control strategies should be strengthened especially for areas with the most vulnerable to dengue outbreak without deprioritizing the least vulnerable state. Further research should be conducted to explore other drivers that may reflect the vulnerability of dengue outbreak.
