Abstract

Social capital is a popular concept in the literature of development, and development agencies at this time. This study examines the relationship between measures of social capital with the protection of irrigation in five villages in Lakbok sub-district, Ciamis Regency, by taking research focused on the village which has the largest irrigated rice fields. The data collection includes literature survey, site survey, as well as interviews and fill out questionnaires on selected respondents in five villages evenly distributed either sex male or female, then do also five sessions focus group discussions (FGDs) with village leaders and elected representatives, as well as the data obtained from the relevant village official monograph documents the village. Then con- ducted data analysis of quantitative and qualitative (mixed method). The result, social capital owned five villages in Lakbok Sub-district in general has been corrupted. afterwards, in measures of social capital for the protection of irrigation, there are similarities and differences in the results for one village to another. villagers do not actively participate in the protection of irrigation. The capacity of social capital such as the activity of the community, tolerance, and religious values are strong not fully utilized for the protection and management of irrigation.Keywords: mapping social capital, collective action, management of irrigation

Abstract

Studi ini dilakukan untuk mengetahui pengembangan kapasitas kelembagaanmasyarakat desa untuk menyelenggarakan masalah publik dilingkungan desasecara mandiri dan berkelanjutan. Di masa lalu, kelembagaan masyarakat desadengan sistem gotong royong telah terbukti berperan signifikan dalammenyelesaikan persoalan publiknya secara mandiri. Program pemerintah, melaluiProgram Nasional Pemberdayaan Masyarakat Perdesaan, bertujuan mengembalikankemandirian masyarakat desa tersebut dengan memberikan stimulan melaluipemberian bantuan dana dan pendampingan/fasilitasi program.Metodologi yang digunakan adalah gabungan dari metode analisis isi (contentanalysis) dari berbagai dokumen, peraturan, dan hasil studi terdahulu denganmemperhatikan setiap periode kebijakan yang diberlakukan, dan metode kualitatifmelalui pengamatan dan wawancara dengan informan kunci untuk manangkap“makna” dari setiap kebijakan pemerintah.Hasil studi menunjukan bahwa Program Nasional Pemberdayaan Masyarakatdi Perdesaan telah mampu mengaktualisasikan partisipasi masyarakat sebagaisumberdaya lokal yang potensial untuk menyelesaikan permasalahan publiknyasecara mandiri dan berkelanjutan. Sistem nilai program, yaitu kompetisi, telahmampu merubah pola pikir dan pola perilaku masyarakat dan aparat terhadapprogram dari pola charity menuju pola pemberdayaan

Abstract

This paper discusses the network management process (interaction, dynamic, strategy) of tourism policy in decentralised Indonesia. The study was conducted at Singkawang Municipality, West Kalimantan, Indonesia as a resource rich region in the border of Indonesia and Malaysia. In understanding the interaction, dynamic and strategy of the development in the tourism sector, it is important to identify the patterns of network management. This research primarily utilizedthe network management strategy of Kickert, Klijn and Koppenjan (1999) who put emphasize on the interactions between development policy actors. By using a qualitative approach, the research found that in the context of tourism development, the interaction and dynamic patterns among policy actors are developed through linear individual cooperation. Within this pattern, the interaction amongst policy actors tend to involve certain individuals who have authority in controlling resources regardless ofwhich organizations they belonged to. In fact, this pattern is strongly based on family relationships or friendships found in both public and private domains. The research concludes that the strategies used in developing the tourism sector in Singkawang municipality should be developed based on facilitating strategic interaction, preventing the exclusion of strategic ideas, introduction of new strategic ideas, and furthering strategic reflections.

Abstract

Changing of the village government being the Nagari government in West Sumatra has occurred since 2001.  Its aim is in order to implement a government according to the society characteristic West Sumatra that is the custom society.  The first regency implementing the Nagari government is Solok. During the implementations of Nagari government in Solok Regency has not been right enough. The problems arise such as a poor coordination between Badan Musyawarah Nagari and the Nagari government, the poor public services, the role of society leaders is limited.  An Institution is a value and norm to be a reference for the member to act reaching the aim. That research is the analysis of the Nagari government institution, and the research method is using qualitative. The result showing that the Nagari government institution is not built through a value, lifestyle, and norm in the custom society. So, we could say that the Nagari government is the same as the village government, based on the regulation No 5/1975 about the village government. Hence, we require the design of the Nagari government institution to build the Nagari government according to the lifestyle and custom society characteristic.

Abstract

The title of this research is Coordination of Aerotropolis Policy in Kertajati Sub-District, Majalengka District. This research is motivated by the issue of inter-organizational relations in the application of the Aerotropolis policy which is focuses on three aspects; availability of land in accordance with Majalengka District's regional policies, availability of human resource as workforce, and to minimize social conflicts by creating the direction social and cultural transition of communities affected by the development of Aerotropolis areas. Aerotropolis policies arise from the existence of policies from the central government concerning the establishment of airport's location in Kertajati sub district, Majalengka district, West Java. The location establishment of Kertajati Airport has opened many opportunities to West Java province so that the government of West Java can make a policy about "Peraturan Daerah Provinsi Jawa Barat nomor 13 tahun 2010 tentang Pembangunan dan Pengembangan Bandarudara Internasional Jawa Barat dan Aerocity Kertajati". The Aerotropolis in Kertajati District is expected to be able to boost the economy in West Java, especially Majalengka District. This Aerotropolis area is a very wide area and often reffered as Airport City or a new independent city that develops around the airport. According to Lie (2010) as a good criteria of coordination the author used factor that affect coordination such as planning, meeting point, partition of work, common goals, leadership, trust, and positive attitude. This research using qualitative descriptive method where data collection techniques are used literature and field study such as observation and interview. The result of this research show that inter-organizational relations in the application of the Aerotropolis policy not going well. This is shown by still unclear the partition of work and responsibilities, the unclear of the planning, and there is no mutual understanding in the application of policies.Keywords : Regional Development, Coordination, Aerotropolis, Kertajati

Abstract

Natural disaster is a multidimensional problem in nature caused by multiple factors yet predominantly coming to happen by the acts of humans. Realizing this leads to an indispensable need for synergy between multiple stakeholders. While Indonesia is taken as a case for it is so vulnerable of disaster occurrence, Padang City becomes the most vulnerable area in the world. This article seeks to explain efforts undertaken by the local government and the support from the community, nongovernmental organizations (NGOs), and business sector. The research method used in this article in interpretive qualitative method by data collection through observation, interview, and document review. The informants in this study consist of related offices of the municipal government of Padang, community representative, NGOs, and corporations. As for the result of this research, it shows that there is a synergy between the local government and disaster stakeholders that is evident in earthquake- and tsunami risk reduction activities conducted by the municipal government involving the community, NGOs and business world. The activities include the making of fixed procedure of disaster management, disaster evacuation simulation, disaster training at community and school level, and changes of the recent Padang Municipal Spatial Planning.

Abstract

This research focused on the influence of both simultaneous and partial administrative reform towards the community's participation in rural development within the National Program of Rural Self-help Community Empowerment (NPR-SCE) in the Province of West Java. This study used a combination of qualitative and quantitative research methods. The findings of this research revealed that the community's participation increased inthe development of rural areas through four major activities included in the administrative reform. The results of this research aimed at increasing the participation of the community in rural development through administrative reform, which can be introduced and explained by good governance.

Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.
