Effectiveness is the degree to which a social system reaches its goal. While performance is a result of a whole during a certain period in carrying out his duties. The National Narcotics Agency Sumatra Province serves to assist the recovery of narcotics addicts or abuse by means of outpatient rehabilitation. As for the outpatient rehabilitation involves teams of doctors and nurses trained, Standard Operational Procedure that is conducted by a team of medical assesment service is to know the degree of severity and therapeutic rehabilitation plan for the client. This type of research is qualitative research methods focusing to clinical performance effectiveness pratama in outpatient rehabilitation for addicts of narcotic drugs. The nature of this research is descriptive. The location of the research carried out in the way of West V William Iskandar Market Numbers.1A Field Estate. The results showed that the performance of the employees Klinik Pratama is said to be quite effective due to obstacles. Factors that play a role in achieving clincial effectiveness pratama is the achievement of targets, adaptability, job satisfaction, and responsibility. The existing barriers in the form of skimpy budgets, a lack of medical personnel and the lack of infrastructure repair facility.

The successful implementation of the policy will be determined by many variables or factors, and each of these variables are related to one another. In view of Edwards III, policy implementation is influenced by four variables, namely: (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure. This research is a descriptive study with a qualitative approach. The results are as follows: (1). Implementation of the discussion using the theory of policy implementation at the stage of monitoring the implementation of data updating voters (DPT) in the city of Medan in 2010 Election not running optimally be seen from the number of people who are not enrolled in the DPT and the limited performance of the Supervisory Committee (2). Prosperous Sumatra program implementation by PT. Bank of North Sumatera in Medan developed around it needs tobe analyzed and the extent oftheir impact on the empowerment of women. Research designused inthis study used a qualitative research approach, the study siteis located around PT. The village administration is the smallest unit in the structures of local government, the village government has its own duties and authorities as stipulated by Law. The main substance that has not changed is that the village government as the government administration at the village level. The purpose of this study to see how the duties and functions of the village head and village in improving performance at the village office Namo Binang Pancur Batu Subdistrict of Deli Serdang. This type of research is qualitative descriptive method. Source of data derived from interviews san documentation. The results showed under the implementation of the basic tasks and functions of the village and the village is conducted in accordance with the provisions of the legislation in force. On the implementation side than the basic tasks and functions in each village needs to be supported with human resources (HR) and adequate infrastructure in order to achieve the tasks and services to the public.

Organization is a formal system that consist of two or more people which cooperating to complete a specific goal. Management which is a tool to reach that goal consist of 6 (six) element, which is men, money, method, materials, machines and market. Human is the most important element because human control the other 6(six) elements. Education, training and job promotions are the important element in improving the effectiveness of work. Education and training is the organization learning process in order to imptove the competence of candidates for civil servants and civil servants itself. While job promotion is an important role for each emplotee, because the presence of job promotion means there is a recognition of the abilities and skills of the employee to occupy a higher position. The conclusion states that the education and training and promotions are simultaneously influence the work effectiveness of an employee at Sibolga Secretariat Office. It makes clear that education and training and promotions largely determines the work efficiency and effectiveness of working employee at Sibolga Secretary Office.

The function of regional autonomy is to regulate and manage government affairs in the region, the implementation of regional autonomy has an important influence for each region to be more creative in utilizing existing economic resources in the region for the successful implementation of development in the region. In this case the Central Aceh District Government seeks to explore the potential of funds that can increase Regional Original Revenue, one of which is from the Transportation sector. The problem that was formulated was "How is the development of the contribution of the Transportation Sector to the Original Regional Revenue (PAD) of Central Aceh District of Takengon City in 2016-2017. The purpose of this paper is to find out the magnitude of the development of contributions from each field and the Technical Implementation Unit (UPT) at the Department of Transportation to Regional Original Revenue in Central Aceh District. In this study the author uses descriptive methods with qualitative data analysis where researchers are key instruments, data collection techniques are done by triagulation (combined). Based on the discussion, it can be concluded that, revenues from the transportation sector collected ?from ?each ?Field ?and ?Technical ?Implementation ?Unit ?(UPT) ?in ?the ?Transportation Agency within 2 years tend to decline from the previous year, which only increased from the results of parking service fees on the edge of public roads and regional wealth usage levies.?

The establishment in the sub districk of Namorambe as autonomous region wasn?t followed by the village status alteration into kelurahan, thus the service provided until now didn?t agreed with the demand and expectation sub districk of Namorambe are Deli Tua,Jatikesuma,Sudirejo and Namorambe society that tended already heterogeneous and complex characterizing urban society. The method used in this research was quantitative method that supported by qualitative method. The data collection technique was performed through questionnaire distribution, interview and documentation study. The condition of those 4 villages was based on village region potential analysis, all of them included in appropriate enough to alter the status into kelurahan.

This research aim to describe Rainbow Child rubric of Waspada weekly newspaper and to describe comments of Kartika elementary school student at Medan city. Rainbow Child rubric of Waspada presented in the form of items and theme including news, fiction stourry, quiz, and also child consignment like picture result of child masterpiece, namely doodle and cartoon. Population from Rainbow Child rubric of Waspada weekly newspaper is Rainbow take 12 published edition that assumed have adequete and deputized. Researcher use content analysis to see how theme and items at Rainbow Child rubric of Waspada. Researcher use Holsti?s formula as base guidance to measure reliability in categorizing items and theme which published at Rainbow Child rubric of Waspada. Result of decoding and measurement from researcher as decoder 1 and decoder 2, please depict that items also theme presented in Rainbow Child rubric of Waspada as elementary school student reading material can reach adequate relibility between 0,90 to 1 or 90 to 100%. To measure effect from appearance Rainbow Child of Waspada, researcher use survey by enquette to know elemntary school student comments. Population taken away from Kartika elementaryu school student which consisting of Kartika I-1 and I-2 elementary school rstudent. Taken sample around 33 elementary school student at class 5 and clasrs 6. Researcher took elementary school student at class 5 and class 6 as sampel. Result of survey by enqutte describe that items and theme from quiz and news get comments which are positive compared to fiction story, child consignment like picture result of child masterpiece, namely doodle and cartoon. Though reading materials which presented in Rainbow Child rubric of Waspada is aim to Kartika elementary school student which on age of elementary school period, but Kartika elementary schtool student which on age of elementary school period, but Kartika elemtary school students getting it from television and comic also.
