Abstract

Banyuasin regency on 6 Juni 2013, held direct election to choose candidate for regent and vice regent in the period 2013-2018. In this local election an interesting to study because one candidate of regent is a son of the previous regent Amiruddin Inoed. The candidate is Yan Anton Ferdian. In the end Yan Anton Ferdian won on Banyuasin local election. The purpose of this study is to reseach about strategies are applied by Yan anton Ferdian to win local election in Banyuasin 2013. Theories and consepts used in answering research questions using political strategy, theory of the social capital of piere bourdiue and voter behaviour. While the method in this reseach, using qualitatif analytical reseach method using primary data types, with descriptive methodelogy. From the reseach, it was found that the winning of Yan Anton Ferdian come from the power of sosial capital by his father, who bought on behavior of voters to choose Yan Anton Ferdian In Banyuasin election 2013.Keywords: Local election, Sosial Capital , and Voter Behavior

Abstract

House Renovation program is building house or housing built on the invitiative, and afforts of the include repair, restoration/ expansion or construction of new homes and their environment. House Surgery Program aims to assist Low-Income Communities in building livable housing for public welfare. The purpose of this study is to describe about the process and its implementation and problematic that happened in the vilage Rejo Mulyo Sub Districh Way Serdang Mesuji Districh year 2014. Based on the research results ; (1) Implementation of the house surgeon , at the first stage raises the problem that occurs miss communication between the community and the government resulting in one of the public perception of to the terms specified by BAPPEDA for the disbursement of the second stage , so that people are forced to seek a loan to continue construction of the half- finished to complete the requirements not supposed. (2) there are some rules that the setregional regulatory agenciesodd lies in the requirement to have this assistance housing stimulant assistance, recipient family must have a self-financing in the form of savings that you can use additional funds housing stimulant assistance, This shows that the program is not entirely aimed at the poor , but d aimed at the middle to lower. (3) After the implementation of this progra can say karnakan successfully been applied in various villages in Mesuji and received appreciation from the local community .Keyword : Policy Evaluation & Problemika in Program Implemention

Abstract

The purpose of this study was to present the results of  recycle trash implementation policy in Ogan Komering Ulu District based on Regulation number 5 year 2009 about recycle trash and constraints faced in recycle trash implementation policy in Ogan Komering Ulu District. This study used qualitative research method and the technique of collecting data through interview, observation and documentation. This study used a model or policy implementation approach of George C. Edward III, namely communication, human resources, disposition and bureaucracy structure to see and know the recycle trash policy implementation in Ogan Komering Ulu District.The results showed that the  recycle trash implementation policy in Ogan Komering Ulu District based on Regulation Ogan Komering Ulu district number 5 year 2009 about trash recylce in general were running well, but not optimal. It was because many obstacles that interfere the process of implementation of the policy, namely participation or society awareness who did not really support government policy. Facilities and infrastructure are inadequate and limited budgets by Departement of Hygine and Town Beauty Kota Ogan Komering Ulu made yet optimal implementation of this trash of public service fields.Keyword: Implementation, Policy, Trash Recycle

Abstract

The development plan in the Sub-District Government apparatus by the Sub often doesn't run as expected. Abstract

This research focuses on the role and political participation of Nasyiatul Aisyiyah organization in internalizing gender perspective policy as a reference for local government in formulating a gender responsive regional regulation in Palembang City. This research was conducted at provincial Nasyiatul Aisyiyah Organization (PWNA), city level, to the level of twig that existed all sub-district in Palembang city. Theories and Concepts used in answering research questions using Role theory, and Political Participation, while the method in this study, using qualitative analytical research methods using primary data types obtained directly from the object of research by spreading research questions to informants consisting of all The administrators of the Nasyiatul Aisyiyah Organization from the regional / provincial (PWNA), regional / city (PDNA) levels, to the sub-district / branch level (PRNA). From the research, it was found that the role of political participation of Nasyiatul Aisyiyah organization in internalizing the gender perspective policy in Palembang City, firstly done through internal organization program such as Family Learning Center with institutional strengthening and cadre, in order to have capacity in responding the problem Women as part of public policy. Extradition programs that have been carried out are cooperation and MOU with BNN in handling Drug hazard, and also held an auditor with Child and Women Protection Agency of South Sumatera Province in providing Lactation Room in several public places.Keywords : Role, Political Participation, Nasyiatul Aisyiyah, Gendered Perspectives Policy

Abstract

The title of this thesis are appointed based on the identification of existing problems, related to the service of the creation of the E-ID CARD that is still experiencing constraints in the manufacturing process, so that the ministries still do not meet the standards of service that is oriented to the satisfaction of the users of the service. This research uses the theory that there is a mention of Zeithaml five dimensions of service quality: Tangibels (tangibles), Resposiveness (responsiveness), Reliability (reliability), Assurance (assurance) and Emphaty (empathy). The method of this research is descriptive research using qualitative approach. The results of this study showed that the quality of public services in district Talang Kelapa already apply dimensions Tangibel, Realiability, Responsiviness, Assurance and Emphaty and their charge indicators will. But there are several indicators that have not run in accordance with the wishes of the community, for example: Discomfort place service including facilities and infrastructure are not yet complete, yet his employees in using the tools, services and ketidakramahan employees in the service of process.Keywords : Services, Public Services, The Quality Of Public Services.

Abstract

The Birth of the Act No. 22 of the 1999 on Regional Government and revised by Law Number 32 Year 2004 on Regional Government become a fresh breeze for the region to immediately accelerate of development and prosperity in the region. Musi Rawas Utara (Muratara) be concreate evidence on enactment of Law No. 32/2004. The Problem arise when terms the formation of new autonomous regions must meet three (3) main requirements, namely the Administrative Terms, Conditions Physical and Technical Terms. In this case, some of the terms such as goverment facilities and infrastructure; Sosio-cultural factors; Social adn Politics factor; Defense (Including the boundaries of regions); and security deemed inadequate. Based on the results of research, readiness of the Human Resources to manage their own region are still very limited when viewed from their education levels. Not to mention if you see the political culture society which adopts a parochial and Kaula, provide a loophole for elites and oligarchs be able to infiltrate into the joint life of society and power interfering with the welfare of society. Abstract

Rukun tetangga (RT) in sub district government system is the lowest or the unit of government holder who are directly connected to people. This means the last unit which is directly connected to people it, not sub district administration, district administration and so forth. RT plays the main role in accomplishing government functions, such as function of service, development, empowering, and regulation. That is why the more conducive the RT status is, the more conducive the government functions. Reversely, if the situation is not conducive, in this case, there is a conflict, then the function run will not be successfully accomplished. The conflict happened in the election of leader RT 15 Kebun Bunga sub district. The factors causing this conflict were the goal of this research. The data used were primer and secondary data. Those data then were analyzed using descriptive analysis which involved theories included concept of government, concept of conflict and consensus. From the analysis done, it was found out that factors causing the conflict included (a) the periode of incumbent - RT’s position had ended, (b) there was no good communication among RW, district chief and people (c) the seizure of economic sources in that area. It was suggested that (a) RW and district chief have a good communication to the people in that area, (b) all staff in sub district government take their parts maximally, and (c) the centre of economic area should be developed in that area.Keywords : Rukun tetangga, sub district, conflict, consensus

Abstract

Representative democracy in Indonesia is a democracy mandated in the Constitution and Pancasila. The manifestation of democracy through a general election conducted every five years with the aim to elect members of the parliament at the central and regional levels. Members of the parliament are candidates promoted by political parties. In the history of partying in Indonesia it is seen that the party system is built based on multiparty. Party system with multiparty in the old order era has managed to build a political party ideology so as to emerge political parties that berideologi. In the new order era ideologipartai-political parties in the "key" with one ideology that is Pancasila. And in the reform era the multiparty system places political parties with diverse views and interests. The number of political parties that are much strived to provide support for the implementation of presidential government. This Research is based on of curiosity researchers know how indonesia (in the era of order reform ) and the united states as a country with system of government presidensial , in this case president and vice president.
