AbstractThe purpose of this study was to determine the performance of government officials in implementing effective governance in the Gelumbang Subdistrict, Muara Enim Regency. Basically the kelurahan has a goal to provide excellent service to the community. This study uses descriptive analysis method with a qualitative approach. This research was also obtained from the results of interviews, questionnaires, observations, and strengthened by documentation. And by doing data analysis in a structured and systematic manner, according to the focus of the problem using the theory of performance appraisal. The results obtained from this study, namely, the performance of employees in the Gelumbang Village Office, in terms of serving the community has not been running as expected (not yet maximal). The performance of the apparatus is influenced by several factors, as for the main factors that are the cause, namely the lack of discipline level of the Gelumbang Village Office Staff in complying with and implementing the agreed work rules and systems. So that it affects the running of the government which causes a lack of quality services to the community. The suggestions that can be given by the author to Gelumbang Village Staff, are expected to Gelumbang District Office Staff to increase discipline in carrying out the rules and work systems as well as discipline in coming and going home so that service to the community is maximal and the wheels of government run well.Keywords : Performance Analysis, Public ServicesAbstrakTujuan penelitian ini adalah untuk mengetahui kinerja aparatur pemerintahan dalam melaksanakan tata kelola pemerintahan yang efektif di Kelurahan Gelumbang Kabupaten Muara Enim. Pada dasarnya kelurahan memiliki tujuan untuk memberikan pelayanan yang prima kepada masyarakat. Penelitian ini menggunakan metode deskriptif analisisÂ dengan pendekatan kualitatif. Penelitian ini juga diperoleh dari hasil wawancara, kuesioner, observasi, dan diperkuat dengan dokumentasi. Serta dengan dilakukannya analisis data secara terstruktur dan sistematis, sesuai dengan fokus permasalahan dengan menggunakan teori penilaian kinerja. Hasil yang diperoleh dari penelitian ini yaitu, kinerja Pegawai di Kantor Kelurahan Gelumbang, dalam hal melayani masyarakat belum berjalan sesuai dengan yang diharapkan (belum baik/maksimal). Kinerja aparat yang demikian dipengaruhi oleh beberapa faktor, adapun faktor utama yang menjadi penyebab yaitu kurangnya tingkat kedisiplinan dari Pegawai Kantor Kelurahan Gelumbang dalam mematuhi dan menjalankan aturan dan sistem kerja yang telah disepakati. Sehingga hal tersebut mempengaruhi jalannya roda pemerintahan yang menyebabkan kurangnya kualitas pelayanan kepada masyarakat. Adapun saran yang dapat diberikan penulis terhadap Pegawai Kelurahan Gelumbang, diharapkan kepada Pegawai Kantor Kelurahan Gelumbang agar meningkatkan kedisiplinan dalam menjalankan aturan dan sistem kerja maupun kedisiplinan dalam datang dan pulang kantor agar pelayanan kepada masyarakat maksimal dan roda pemerintahan berjalan dengan baik.Kata kunci : Analisis Kinerja, Pelayanan Publik

AbstractEvery year the interest of the Indonesian people to hajj continues to increase. In 2019 the number of Indonesian hajj will increase to 229,613 pilgrims. For this reason, appropriate policies are needed in making decisions in determining the amount of Hajj Operational Cost (BPIH) from Indonesia to Saudi Arabia. The study in this paper is a literature study of Political Economy. Political Economy is a theory or study of the role of public policy in influencing economic and social welfare in political relations (Merriam, 2018). According to Investopedia Political Economy is the study of production and trade, and its relation with costums, government and law. But in determining the amount of BPIH also influenced by many factors, such as world oil prices and the exchange rate of the rupiah. In relation to the determination of BPIH, this is inseparable from fiscal policy. Fiscal policy is a government instrument to influence the economy in the context of realizing national development, which is elaborated through the management of the National Budget (Republic of Indonesia, 2015). Fiscal policy is an economic policy carried out by the government in order to manage and direct economic conditions in a better or desired way by changing or updating government revenues and expenditures, one of the highlights of this fiscal policy is controlling government expenditure and revenue or countryKeywords : Policy, hajj, fiscalAbstrakSetiap tahun minat masyarakat Indonesia untuk menunaikan ibadah haji terus mengalami peningkatan. Tahun 2019 jumlah jamaah haji Indonesia meningkat menjadi 229.613 jamaah. Untuk itu diperlukan kebijakan-kebijakan yang tepat dalam pengambilan keputusan dalam menetapkan besaran Biaya Penyelenggaraan Ibadah Haji (BPIH) dari Indonesia ke Arab Saudi. Kajian dalam tulisan ini merupakan studi literatur Ekonomi Politik. Ekonomi Politik adalah teori atau studi tentang peran kebijakan publik dalam mempengaruhi kesejahteraan ekonomi dan sosial dalam kaitan politik (Merriam, 2018). Menurut Investopedia, Ekonomi Politik adalah studi tentang produksi dan perdagangan dan hubungannya dengan adat, pemerintah dan hukum. Dalam penentuan BPIH telah diatur sesuai dengan mekanisme yang ada di Indonesia. Namun dalam menetukan besaran BPIH juga dipengaruhi oleh banyak faktor, seperti harga minyak dunia dan kurs nilai tukar rupiah. Kebijakan fiskal merupakan instrumen Pemerintah untuk mempengaruhi perekonomian dalam rangka mewujudkan pembangunan nasional, yang dijabarkan melalui pengelolaan APBN (Republik Indonesia, 2015). Failed in the harvest should be avoided by the owners of broiler farms. Various ways are done to make the harvest successful and make a profit. Preparations made before the period of broiler development can be done optimally, with the hope that the harvest is successful. But the problem, on the field in fact not as smooth as had been planned at the beginning or before the development period. There is always a lack or inappropriate so that the harvest is not optimal or even harvest failure. Based on the background that has been described, we tried to create a toolkit that can be used to calculate success rate of the broiler harvest. With this toolkit, broiler farm owners are expected to have a guide and can make the right move in the period of broiler development. To calculate the success rate of broiler harvest, we used a model based on the performance index calculation. Toolkit that created running on local network environment using an Apache web server. The Toolkit uses JavaScript library to display the calculation results in the form of charts that are easier to understand. Based on the results of testing that has been done, this toolkit can perform calculations in a relatively short time. Can present the results of calculations with accurate information. The accuracy of success rate calculation toolkit reached 90%. It is obtained by comparing the performance index and the total weight of broiler that obtained when harvested.

Berbagai persoalan bangsa, negara dan masyarakat ini semakin pelik dengan munculnya gerakan radikalisme di masyarakat. Gerakan radikalisme sebagai suatu faham tidak selalu ditandai dengan aksi-aksi kekerasan, namun dapat juga sebatas ideologi yang tidak menggunakan cara-cara kekerasan (M. Khamdan, 2016:208). Radikalisme yang berkembang di masyarakat dalam bentuk radikalisme ideologi maupun agama harus bisa dicegah. Hal ini diperlukan untuk menciptakan masyarakat yang harmonis. Untuk itulah, penting adanya pemahaman yang komprehensif tentang gerakan radikalisme dan melakukan pencegahan terhadap gerakan radikalisme terebut melalui penanaman ideologi Pancasila dan budaya sadar konstitusi berbasis komunitas. Sejalan dengan hal tersebut perlu memberikan penguatan kepada masyarakat, terlebih lagi pada perempuan dari berbagai instansi, organisasi, guru, dosen dan masyarakat, untuk memupuk rasa persatuan dan kesatuan dalam kehidupan berbangsa dan bernegara melalui kegiatan Peningkatan Partisipasi Perempuan dalam Pencegahan Radikalisme dan Terorisme di Kota Palembang.Kata kunci : radikalisme, terorisme, perempuan

ABSTRACTThe pupose of this study was to determine the ideology of state ibuism in the PKK movement in the village of Sumber Agung Keluang Subdistrict Musi Banyuasin. This research is a descriptive study with a qualitative approach. Data collection uses the method of participatory observation, in-deph interviews, and documentation. To achieve this goal, the researcher collected data using literature.The results of the observations of the researchers showed that in ideology of State Ibuism in the PKK movement in Sumber Agung Village, Subdistrict Musi Banyuasin Regency was still thickly measured based on moser theory analysis. First, there is no equality in the activites of the PKK organization movement which in male desision- making is still dominant. Second, there is no justice in the movement of the PKK organization. Third, anti-poverty in the PKK organization movement has succeeded but only within its internal scope. Fourth, efficiency in the PKK organization movement is still not good. Fifth, strengthening and empowerment within the PKK organizational movement is stillnot good. From the conclusion the role and economic impact of the PKK activity program has not yet proceeded properly. So it needs counseling and socialization of optimal community empowerment as a solution in improving the welfare of the village of Sumber Agung, Keluang District, Musi Banyuasin Regency.Keywords: Ideologi State Ibuism, PKK Sumber Agung Village, Moser.ABSTRAKTujuan penelitian ini untuk mengetahui ideologi state ibuisme pada gerakan PKK di desa Sumber Agung Kecamatan Keluang Kabupaten Musi Banyuasin Provinsi Sumatera Selatan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Subyek penelitian adalah pengurus dan anggota kelompok PKK desa Sumber Agung. Pengumpulan data menggunakan metode observasi partisipatif, wawancara mendalam, dan dokumentasi. Untuk mencapai tujuan tersebut maka peneliti mengumpulkan data menggunakan kajian literatur dengan jenis penelitian Grounded Theory. Hasil observasi peneliti menunjukkan ideologi State Ibuisme pada gerakan PKK di Desa Sumber Agung Kecamatan Keluang Kabupaten Musi Banyuasin masih kental diukur berdasarkan analisis teori moser. Pertama, kesetaraan didalam kegiatan gerakan organisasi PKK belum ada yang mana dalam pengambilan keputusan masih dominan laki-laki. Kedua, keadilan didalam gerakan organisasi PKK sudah ada yang mana dalam rekruitmen pengurus PKK dipilih berdasarkan kemampuan dan pengalaman disetiap pokja. Ketiga, anti kemiskinan dalam gerakan organisasi PKK sudah berhasi namun hanya dalam ruang lingkup internalnya saja, sedangkan dalam ruang lingkup eksternalnya PKK belum bisa untuk merubah nilai pendapatan perekonomian masyarakat sekitar. Keempat, efisiensi dalam gerakan organisasi PKK masih kurang baik, yang mana masih kurangnya partisipasi dari masyarakat, dan untuk masalah dana masih belum adanya transparasi keepada anggota PKK. Kelima, penguatan dan pemberdayaan didalam gerakan organisasi PKK sudah baik hal tersebut dilihat dari sudah mampunya organisasi PKK desa untuk dapat memberdayakan kader dan anggotanya dalam berorganisasi.Peran dan dampak ekonomi dalam program kegiatan PKK belum berjalan semestinya. Maka diperlukan penyuluhan dan sosialisasi pemberdayaan masyarakat yang optimal sebagai solusi dalam meningkatkan kesejahteraan masyarakat desa Sumber Agung Kecamatan Keluang Kabupaten Musi Banyuasin.Kata kunci : Ideologi State Ibuisme, PKK desa Sumber Agung, Moser.

In the community, nation and state, today is experiencing with the times. Indonesia as a country with a vast territory and a population has also changed significantly in many sectors. These changes will certainly bring influence on the dynamic state of this country with regard to ductility, and toughness needed to develop strength and ability to address all threats, challenges and interference both from within and outside. This condition is called national resilience. Therefore, we need a strategy that is appropriate for the current condition so that national resilience of Indonesia can be implemented, protected and maintained. The strategy is also important to produce strength and care for the interest of Indonesia. The number of cases of abuse against symbols of the state, the lack of knowledge of younger generation towards the concept of nationalism are two examples of this nation’s problems. One of the efforts made by the House of Representatives in the MPR, DPR and DPRD in cultivating national security is through socialization of national insight. The socialization of national insight would make a positive contribution to the national resilience of Indonesia. The long road to achieve women's empowerment and gender equality in the development of Indonesian women have traversed. Various policies and regulations have been made, two of them, a policy that requires the formulation of planning policies and development programs should be gender perspective contained in the regulation of the Ministry of Home Affairs Number 15 in 2008, about Guidelines of the implementation of Gender Mainstreaming in the Region, and Government Regulation Number 8 of 2008 about Stages, the Procedures of the Formulation, Control and Evaluation of the Implementation of the Regional Development Plan. In practice, women's empowerment still have stereotype and gender bias constraints from bureaucrats that the majority of men. Although the bureaucrats already have knowledge and even had received training on the gender perspective in development program, but in fact, they can not able to bring the gender perspective to be program in their unit as the local government working unit (SKPD). It is caused their inability to pull political interest are even more attractive for policy takers at every level of the process of formulation of development programs, so that the issues of gender inequality in development always get the weakening even exclusion so that the problem is not on the agenda at all. The process of formulation of policy issues that have a condition like this, in terms of policy referred nondecision policy formulation process. Policy makers at the top level of each unit of work even at the top levels of district government does not yet have the knowledge and concern for gender mainstreaming. There are still many acts of terrorism in Indonesia which is clear evidence that a security approach is not effective enough to eradicate terrorism and radicalism to its roots. South Sumatra Province itself in 2019 was at 37.33 percent or in the low category. However, even though it is in a low category, the people of South Sumatra cannot just let their guard down with the potential for radicalism and terrorism. Because in a short time this condition could change. For this reason, efforts to prevent the spread of radicalism and terrorism are necessary. Therefore, various approaches to dealing with terrorism and other radicalism must also be pursued. For example, through developing culture in each area or what is known as local wisdom. Local wisdom in Indonesia is too interesting to discuss. Including local wisdom in South Sumatra. One of the local wisdoms in South Sumatra includes speech culture. This study aims to examine the role of local wisdom in efforts to prevent radicalism and terrorism. The method used in this research is descriptive qualitative, by interviewing several expert informants who understand local wisdom and efforts to prevent radicalism and terrorism. It is hope that this research can become a reference for other research related to the prevention of radicalism and terrorism through local wisdom. The results of this study indicate that local wisdom provides an important role and learning in efforts to prevent radicalism and terrorism. Keyword : local wisdom, radicalism, terrorism

The purpose of this research is to investigate the implementation of policies teacher certification in the senior high school in Palembang. Analysis of research is to use the theory of Edwards III who see through the implementation of a policy dimensions: communication, resources, disposition and bureaucratic structures. The method research used a qualitative descriptive analysis with a phenomenological approach. Techniques of data collection through in-depth interviews and check of documents. While the process of data analysis through data reduction, data and draw conclusions. The results showed that: Dissemination of certification information to teachers, only by phone, not by mail. In addition to the staff on duty to take care of the implementation of the certification has been no separation between levels of education, from elementary school teachers, to senior high school. Needed socialization into schools to information received by the school and by the rules more clearly defined certification committee.Kata kunci: Certification policies, teacher
