Abstract

The system of village governance in Indonesia has undergone various tidal history and political processes. The history and political process that colored the lowest system of government in Indonesia, has been started since the colonial period of Dutch colonization to the Japanese invaders, it is proven through the intervention of both Dutch colonial and Japanese in the governance system of village governance in the state and politics in Indonesia. During the Dutch administration period, the regulation of village governance was regulated in I.G.O. Stb. 1906-83 (Inlandsche Gemeente Ordonantie Java en Madoera) and I.G.O.B. Stb. 1938-490 yo.681 (Inlandsche Gemeente Ordonantie Buitengewesten). While the Japanese colonial period, the regulation of the village government system is regulated in Osamu Seirei regulation No.27 of 1942. Not stop there, after Indonesia's independence, especially during the Old Order government, the regulatory policy on village governance system was then reinforced by Law no. 19 of 1965 on Desa Praja in lieu of the policy of I.G.O, I.G.O.B and Osamu Seirei. And the last time when the New Order government came to power, the village government system experienced the most significant change with the enactment of Law No. 5 of 1979 on Village Government, where Law No. 5 of 1979 became a phenomenal law that lasted long enough period of reform.Keywords : Village Governance System, Political History of Indonesia

Abstract

The long road to achieve women's empowerment and gender equality in the development of Indonesian women have traversed. Various policies and regulations have been made, two of them, a policy that requires the formulation of planning policies and development programs should be gender perspective contained in the regulation of the Ministry of Home Affairs Number 15 in 2008, about Guidelines of the implementation of Gender Mainstreaming in the Region, and Government Regulation Number 8 of 2008 about Stages, the Procedures of the Formulation, Control and Evaluation of the Implementation of the Regional Development Plan. In practice, women's empowerment still have stereotype and gender bias constraints from bureaucrats that the majority of men. Although the bureaucrats already have knowledge and even had received training on the gender perspective in development program, but in fact, they can not able to bring the gender perspective to be program in their unit as the local government working unit (SKPD). It is caused their inability to pull political interest are even more attractive for policy takers at every level of the process of formulation of development programs, so that the issues of gender inequality in development always get the weakening even exclusion so that the problem is not on the agenda at all. The process of formulation of policy issues that have a condition like this, in terms of policy referred nondecision policy formulation process. Policy makers at the top level of each unit of work even at the top levels of district government does not yet have the knowledge and concern for gender mainstreaming. Abstract

Nagari Government in Minangkabau is one of the traditional government based on a self-governing community. In the past, when there has been no modern state, villages are already implementing a democratic system that is based on values and religious customs (adat basandi syarak, syarak basandi Qur'aan) primarily regulate people's lives. In government Traditional Nagari, Nagari led by a prince elected deliberation in traditional institutions with the involvement of elements of the existing indigenous representative Dinagari (Ninik Mamak, Ulema, Cadiak Clever, Bundo Kanduang and Youth). When MasaOrde New with the enactment of Law No. 5 of 1979 on Village Governance, government Nagari underwent a change governance system, from the traditional government toward modern government, Nagari then changed its name into the village, causing the traditional government (self governing community) based on customs Nagari be hilang.Pasca Reform, with the advent of Law No. 22 of 1999 on Regional Autonomy, provide an opportunity to revive the Nagari government implemented through the Regional Regulation No. 10 Year 2000 on the Principles of Nagari administration, which officially marks the West Sumatra back again to the system Nagari administration (self governing community). Abstract

Hospitals have the purpose of providing personal health services in plenary that is promotive, preventive, curative, and rehabilitative services in order to realize the degree of public health as high. In fact in achieving the goals of the hospital above are some factors that influence one human safety and health of the hospital itself. SDM is dominant in achieving the hospital for how health care is given to the maximum by the hospital human resources in order to achieve the degree of public health as high if they themselves in a state that is not safe and not healthy. Based on the description above, the researchers are interested in making the observation and analysis of the factors that affect the implementation Kepmenkes no.1087 / Menkes / SK / VIII / 2010 on occupational safety and health in the hospital.The method used is descriptive qualitative, aimed to provide an overview "Factors Affecting Implementation Kepmenkes No.1087 / Menkes / SK / VIII / 2010 on Safety and Health at Work in Hospitals" by regulation, legislation in force and related theory. The study was conducted at Hospital X Palembang for 6 months. Subject (informant) in this study consists of 4 people.From the results of this study concluded that the driving factor in policy implementation K3RS in RS X are as follows: 1) Commitment Leadership, The form of these commitments stipulated in the decree on the implementation of the Director RS X K3RS in the hospital environment X. 2) Disposition / Commitment The Executive ( Implementors), the commitment in question is always completed the tasks mandated, always follow the activities associated with K3, a sense of belonging institution. The limiting factor in policy implementation K3RS in RS X are as follows: 1) Competence HR, human resources at P2K3RS actually in terms of quantity or amount is enough but for the competence of human resources were still lacking because there are human resources in P2K3RS that has not been certified K3 this is due to limited budget allocation. 2) Commitment Ganda, committed a double question is overlapping job description, causing lack of focus staff in doing their jobs the actual job description already established and well drafted but still not up to the implementation, overlapping this happens due to the limited number of human resources that are already certified K3RS. 3) RS X has not fulfilled some aspects or components that are the subject of assessment in the awarding of zero accidents (zero accident) that the organizational aspects of K3, K3 program aspects, aspects of training in the field of K3, and control aspects. Abstract

The success of the construction of a village, one of which is influenced by the role of the head of the village, thus the role of the head of the village became important indispensable in the process of the construction of the village in order to make way for construction as well as increase public awareness for participating in the development of the village. This research aims to know the role of the village chief in the village of Peace to realize non-governmental Society through his role as the village head in making policies, decisions, and budgets are used for the construction. Theory research is the theory of path goal theory and transformational. The results of the research through the theory of path goal where the role of the head of the village seen from the theory of transformational development and seen in terms of his leadership or his psychological, pointed out that the role of the head of the village of Peace to realize the Ngos, has been carried out through a work program the village chief peace-loving. Abstract

Quality of service is a response to the applicant on the level of service that is hosted by the Office of Integrated Licensing Services (KPPT) of Palembang as statements feeling of care received at the time taking care of business license letter (SIUP). This study aimed to analyze the dimensions of service quality ie reliability, responsiveness, assurance, empathy and tangible based on observations and interviews delivered by employees and customers at the time taking care of Trade Business License (License) in the Integrated Licensing Services Office (KPPT) of Palembang. The method used is descriptive method with qualitative approach. Observations and interviews with respondents on 5 indicators show that the physical evidence (Tangibles) from the comfort of the service is still less than satisfactory, reliability (Reliability) of the cost and timeliness of the necessary permits are still not satisfied, responsiveness (Responsiveness) from providing easily understandable information still not satisfied, the guarantee (assurance) of the attitudes and actions of officers as well as friendliness towards customers still lacking. The last indicator is empathy (Empathy) measured from providing delightful service to customers can be categorized own good, but because of the high public expectations on the performance of the service of this dimension, then this condition gives effects on the service user is not satisfied with the services received.Keywords : quality of service, Business license letter (SIUP),integrated license service offices (KPPT)

Abstract

The focus of this study is the comparison of the level of participation of voters on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. While the purpose of this study was to determine and analyze comparative novice voter turnout on Election Mayor of Palembang in 2008 and in 2013 as well as the factors that influence the level of participation of the voters. Overall voter turnout on Election Mayor of Palembang in 2008 as many as 682,445 voters, while at the Election Mayor of Palembang in 2013, overall voter turnout as much as 757 797 voters. Based on these data, it turns voter turnout in the city of Palembang is not too high only around 67% in 2008 while in the year 2013 down to 63%. While the voter turnout for the beginner, the Year 2008 of the number of voters as much as 156 493 people, which gives the percentage voting rights of 70% or 109 545 souls who turn out to vote. Participation rate for the beginner in 2013, the number of voters as many as 283 372 people, which gave voting rights percentage drops to 65% or as much as 184 192 souls who turn out to vote.Key Words: Participation, Level of Participation, Election Mayor of Palembang

Abstract

Arrangement of organization and staffing need to be done considering the number of employees and the number of organizations can lead to ineffective administration of government both central and regional. The number of organizational units should indicate a balance with the number of employees. To balance the number of organizational units with the number of employees required human resources management. Human resource management in a government organization is often called civil service management. Current conditions and problems are (1) Employment management has not oriented to human resource management, (2) Distribution of civil servants is less harmonious with the distribution of tasks and functions, (3) Employment system not merit-oriented, (4) Some remuneration  has not been linked With duties and responsibilities, (5) The accountability system is still weak. To overcome this, the government will enact Law No. 5 of 2014 on State Civil Apparatus. As the National Strategic Policy of the State Apparatus Empowerment (Jakstrapan) in 2005-2009, the development of human resources of the apparatus is focused on improving the quality of public services and accelerating the eradication of KKN and improving the performance of apparatus through the application of payroll system based on merit and remuneration, accountability and discipline enforcement consistently, institutional vision-mission, and effective management. The strategy undertaken to implement the development of apparatus resources is by applying the principles of good governance at all levels, lines, and government activities.
