Abstract

Golkar is a democratic party that is committed to democracy . A party which is actually a major party has a solid infrastructure, entrenched, loyalty , and responsive , already quite experienced in Indonesia in recruiting cadres - cadres to be positioned in the organizational structure and placed in the government , and has a track record of its own citizens to assess how football the party exploits over the years. Recruitment and regeneration by political parties is a continuation of the function seize , retain and use power . The results obtained from this study were (1) Class work in recruiting new members do not have runway specific rules and conditions. Specific requirements that must be owned by a person to become a member of the party was not there. All requirements specified in the work group are general and not difficult for citizens to join the party. (2) in the recruitment and cadre, Golkar recruited all segments of society. In the face of the Golkar had training in the training of cadres in which party members will be given the political education that will better political knowledge. (3) recruitment and cadre are used Golkar is a system Stelsel active, ie a system that implements that every person who wants to become the party cadres to be active, the implementation of regeneration system Golkar is through four processes, namely: Withdrawal (Recruitment), Selection process , Political Education, and Development.Keywords : Recruitment, Cadre, Golongan Karya

Abstract

The results of this study indicate that the function of OKI's inspectorate supervision on the performance of BKD OKI which has not been effective. This is due to its non-fulfillment of elements associated with Stoner's theory of Accurate, timely, focused on strategic monitoring points. Where BKD data at the time of collecting documents is incomplete as well as the existence of delays. The data that has not been completed by BKD is LP2P data and SOP. As well as in conducting inspection inspectorate apparatus has not determined the areas of irregularities that often occur, so that the impact is not corrective in performing performance in the BKD. Abstract

In the community, nation and state, today is experiencing with the times. Indonesia as a country with a vast territory and a population has also changed significantly in many sectors. These changes will certainly bring influence on the dynamic state of this country with regard to ductility, and toughness needed to develop strength and ability to address all threats, challenges and interference both from within and outside. This condition is called national resilience. Therefore, we need a strategy that is appropriate for the current condition so that national resilience of Indonesia can be implemented, protected and maintained. The strategy is also important to produce strength and care for the interest of Indonesia. The number of cases of abuse against symbols of the state, the lack of knowledge of younger generation towards the concept of nationalism are two examples of this nation’s problems. One of the efforts made by the House of Representatives in the MPR, DPR and DPRD in cultivating national security is through socialization of national insight. The socialization of national insight would make a positive contribution to the national resilience of Indonesia. The success of this socialization can be seen from the efforts that have been made so far.Key words: national resilience, socialization of national insight, students

Abstract

The role of the apparatus is very important in realizing good government, when the government policy on the implementation of regional autonomy is implemented. The basic principle of granting autonomy is based on the consideration that the region is more aware of the needs and standards of service for the community in its area, thus shortening the range of control services to the community. In the development of good governance there are several things that must be considered namely transparency, encourage community participation and encourage partnerships with private and community. In an increasingly complex life, rapid changes, higher interconnectedness, increasingly scarce natural resources, widening gaps and increasingly diminished earth carrying capacity, can not and should not be overcome with good governance. From the results of the discussion that the apparatus Kecamatan Ilir Barat I I Palembang city has not run its role well in an effort to provide excellent service to the community. Due to the impartiality of the apparatus and the disagreements that resulted in a lack of interest in participating in activities organized by the sub-district, and the lack of communication of the Sub-district Head with the community has resulted in the absence of community participation. Lack of such communication, causing the sub-district head to face various obstacles in establishing good relationships with their citizens. Less service to the community because the government Ilir Barat I of Palembang is not supported by professional apparatus who always try to give service to their society which can be realized through honest service, fast and free.Keywords: Role of Subdistrict Apparatus, Good Governance, Public Service.

Abstract

The study of the research was the implementation decision of Kapolri No 17, 2007 about the administration of Brigade Mobile unity office, SUMSEL. Increasing the performance of the participant (study case on Detasemen A Pelopor). The aim of the study was knowing and analyzing the case, which related to the implementation the role of Kapolri No 17 ,2007 about the administration of Brigade Mobile Unity. The method was using qualitative approach. The object of the implementation was using communication resource, disposisi, and structure of birokrasi. The process of collecting the data was using by observation, interview and documentation. Analyzing the data was doing by analyze which collected from sistematik data, regular and structured. In this study, there are relation both implementation kapolri no 17, 2007 and filing officer/administration. Abstract

Research Objectives to determine the implementation of the process of levying services market fees Azhar in Banyuasin regency and to find out the barriers that occur in an effort to increase the original income of Banyuasin regency. Metoede The research used is Qualitative Methods, Data or information collected through interviews to informants. Data Analysis Techniques used in this study using data collection, reduction, data presentation and conclusion. The result of the research shows that the Process of Retribution Levy of Market Service in Increasing Local Original Income has not been effective. This is seen from the unconsciousness of traders in the obligation of retribution and the presence of traders who do not pay the levy in accordance with the tariff that is implemented by the Government of Banyuasin. In addition, the officer's affirmation was not enough to make them pay the tariff they wanted. Keywords : Retribution, Local Original Income
