Abstract

 The city of Palembang has many potential to be developed into a city of river-based historical and cultural tourism. One of the potential tourist attractions of the river is in The Pasar Sekanak, which flows through Sekanak River and in this area there are many heritage buildings. The potential contained in this area has not been seen supported by facilities to develop more optimally into a tourist area. Paying attention to this condition, the Palembang government through Dinas Pariwisata implemented a river tourism program with any problems in this implementation. The purpose of this study is to analyze the implementation of The River Tourism Program in the Pasar Sekanak as well as the factors that drive and inhibit the implementation of the program, achieved by using qualitative descriptive research methods. Data collection techniques, observation, interview and documentation. Research informants came from relevant stakeholders, namely the Palembang city tourism office, the surrounding community and 28 ilir sub-district Palembang. The result showed that the implementation of the river tourism program in The Sekanak market area is a program that refers to RIPPARNAS in 2010-2025, in the development of this region there are obstacles to lack of communication between stakeholders, lack of facilities and infrastructure for tourism support and still lack of professional human resources.Keywords: Implementation, River Tourism Program

Abstract

Ponorogo is one of the many region that is also seriously affected by the COVID-19 outbreak. The purpose of this research aims to analyze related activities made by the Ponorogo government, as an effort to overcome the economic barriers of society due to COVID-19. Based on the reports ang facts in the field, the affected people are those who have not been covered by assistance programs such as PKH or BPNT, around 15.000 people. The method in this research is to find a variety of scientific literature, the latest, and valid form of media coverage, and scientific journals as a reference. Ponorogo government innovates policies by diverting the budget to help the process of the acceleration of handling COVID-19 with the main object is society. The result of this research concluded that the Ponorogo government had succeeded in coordinating and agreeing in the proses of determining the budget diversion policy. The said budget diversion is taken from a number non-priority budgets items, or in other words it can still be delayed. In this researches can be analyzed that of course the budget diversion policy has gone through various considerations ang long-term calculations, so that effort to create economic stability can be carried out as soon as possible. However, what’s need to be underlined is related to how the diversion of budget also creates other impact namely inhibiting development process like infrastructure, housing, settlement, increasing human resources, and so forth.  The priority scale determined by the Ponorogo government in passing the crisis period dua to COVID-19 is a manifestation of the principle of good government, that the basic needs of the society are the biggest responsibility (even more so in the era of disasters). In addition, the status of the red zone in Ponorogo itself doses contribute to additional logical reasons for the government to make diversion budget precisely and directed. This research aims to analyze the diversion of budget, as a solution to the economic constrains of Ponorogo society.  Keywords: Analyze, Diversion, Budget, Economic, COVID-19

Abstract

Village is a government that is given the right of autonomy which makes it as s a legal entity that has the right to regulate and manage the affairs of the local community. Therefore, the existence of villages both as a government agency and a legal entity unit are very important and strategic. One of the greatest economic strengths of villages for development, establishment, and community empowerment is the funds provided by the government for the management of Village-Owned Enterprises (BUMDes). This qualitative study used descriptive design. From the research results, it was obtained that the management of BUMDes Aerropa has not run well. Management has not yet achieved the objectives of BUMDes, Aeeropa has so far only been used as a complement to village organizers. This was influenced by many factors such as  the condition of resources, both human, financial, and natural resources that were less qualified,  the absence of the role of the community in the formation and development of Aeeropa as BUMDes and the lack of local government support, and also the absence of cooperation with third parties. Keywords : management, village, Village-Owned Enterprises (BUMDes)

Abstract

The family planning village program is a new innovation packaged by the government to strengthen the family planning and family development population program by narrowing the scope of targets, namely the village level area unit and certain criteria. The research raised the problem of how the village family planning program was implemented in Sribunga village, Buay Pemuka Bangsa Raja sub-district, Ogan Komering Ulu Timur district and how the village family planning program was implemented in improving community welfare. The purpose and usefulness of the writer of this thesis is to know the implementation of the KB village program in Sribunga Village, Buay Pemuka Bangsa Raja Subdistrict, East OKU Regency. In this thesis the author uses qualitative research methods ranging from data collection methods used are observation, interviews and documentation, descriptive with the stages of data reduction, data exposure, and conclusions. The results showed that by using the theory of Edward III to analyze there are four indicators, namely (1) communication seen from the delivery of information, clarity of information and socialization has gone well, it's just that the clarity of information has not gone well as expected because the target group has not been that way. be able to understand what the implementor said. (2) Resources there are three sub indicators, namely human resources, budget resources and facility resources. The implementation of the village family planning program in Sribunga village is not sufficient because human and budgetary resources have not been able to support the success of the village family planning program. (3) The disposition in implementing the attitude of the implementors and target groups is quite good in responding to the KB village program, it's just that the knowledge and understanding of the implementers in Sribunga Village is not yet optimal, which makes program implementation activities not yet having an impact on improving welfare. (4) The structure of the bureaucracy in implementing the SOP is guided by the technical manual for the KB village and fragmentation is structured.Keywords: Implementation, village family planning program, welfare

Abstract

Many local wealth and wisdom are found in various areas, one of Indonesia's potential assets. Both government and community, both have similar ownership status and future goals. One local wisdom is the culture and customs stored in Gunung Limo, right in the village of mantren district pacitan. It is a land of history and is rife with folk activities closely associated with traditional beliefs, beliefs, and customs. The study seeks to assess local prudence potential with an object mountain, then be correlated with the prospect of developing cultural tourism by the government. This is because pacitan is an area identical to the tourist sector in the eyes of both local and foreign tourists. The government has the opportunity and the power to increase existing funding as well as to increase the welfare of the people around it. Gunung Limo itself has proved to be of historic value and unique local civilization, but neither the government can be sure of its planning nor the focus of future development. Therefore, the study also dug up scientific information from different literature sources to refer to formulating concepts, ideas, and ideas for the Gunung Limo as cultural tourist icons in pacts. The potential for Gunung Limo asa future tourist destination, a promising guarantee for the economic growth of the people around, as well as the country's income automatically.Keywords : Potensi, Kearifan Lokal, Gunung Limo, Wisata Budaya, Pacitan
