Abstract

The main features of the socio-economic security system in the early period of Islamic administration can be enumerated as follows: Head of the State was conscious about the social economic security of the citizens, institution of Zakahand Bait- al-Malwas effectively used for people’s benefit and financial/material safeguard assistance system was implemented for all the citizens irrespective of class and creed. Triggered by the phenomena of contemporary Muslim countries, relative lack of social economic security coverage, especially for non-contributory groups, slows the rate of poverty reduction, causes social instability and raises social justice concerns. This paper argues that the state ability to provide means for social economic security, contributes to sustaining long term stability because the provision of services reduces by offsetting the effect of poverty and inequality in society. Meanwhile, social security programmes have become part and parcel of the socio-economic fabric of all the industrialised nations and of most others as well. However, the paper argues that economic security does not represent overall human needs. The paper explores the conceptual links between economic security with the fulfilment of non-economic needs which despite the recent surge of critical views about welfare state and its social security agenda, most of social welfare advocates do not often talk about. Hence the aim of this paper is twofold: first, to offer a summary compilation of the Qur’anic and Sunnatic model of social well-being through economic safeguard measure which consisted of both contributory and non-contributory schemes, second, to provide a framework for action in achieving social well-being through fulfilment of human needs. The central question asked in this paper: (i) what is the Islamic scheme for social economic security? and (ii) is there any curative measure that must be taken to cure the present deterioration within the modern social welfare system? Answers to the questions will provide pertinent and relevant insight for better understanding of the comprehensive perspective of social well-being in its relation to social economic security.

Abstract

This study aims to analyze and critically evaluate the implementation of the management of public ownership ( Milkiyah ' ammah ) and State ownership (Milkiyah Daulah ) in Indonesia. In this study describes a qualitative descriptive about the implementation of the management of public ownership and state ownership are currently run in Indonesia. Theoretical approaches used to approach the Islamic Economic System Madzhab Hamfara (Hadza Min fadzli Rabbi) who critically evaluate the implementation of the common wealth management and wealth of the State of Indonesia. The data used in this research is secondary data obtained from Madzhab Hamfara books, literature, journal and information relating to the Indonesian State assets management system. Data collection techniques used are Library Research then conduct a comparative analysis of the implementation of the common wealth management and wealth of the State of Indonesia. Research results that the management of public ownership and management of State ownership is not in accordance with the ownership management approach Madzhab Hamfara Islamic Economic System. The evidence suggests that public ownership and state ownership is not fully managed by the State of Indonesia, it is seen that the common ownership in the form of water, fire and pastures are managed by individuals and institutions as well as foreign parties who have the capital to privatize public ownership. This will have an impact on the unequal distribution of income earned by the Society who have the capital and who do not have the capital, so the impact on well-being that can not be met by the majority of Indonesian society. As the evaluation and the solution is to have to implement Islamic Economic System Madzhab Hamfara in managing common ownership and possession of the State of Indonesia .

Abstract

Islamic microfinance provides an alternative model for a significant number of underprivileged people who are not served by conventional microfinance. In order to give access to sustainable services to a greater extent, the Islamic microfinance is in paramount need of the adoption of innovative business models and sound practices into the industry. To this end, the research seeks to propose two tier mudarabah model based on cash waqf as an alternative to Islamic microfinance institutions. The objectives of the study are: to a) help develop and implement an appropriate business model; b) safeguard the maqasid al-Shari`ah so as to promote the well-being of the people through establishing justice and eliminating hardship; and 2) help make a reform in the present institutional framework for Islamic microfinance and waqf institutions. The study finds that cash waqf based microfinance institutions can play an important role inter alia in financial inclusion and developing socio-economic conditions of the poor and underprivileged people in society.

Abstract

The second critical challenge arises from a general apathy towards business among majority of Muslims, culminating in suspicion and distrust if not outright hostility towards business enterprise on the part of many, in spite of Islam’s fundamental pro-business worldview. If allowed to prevail, such disdain towards business will only alienate the vast majority of especially young Muslims away from pursuing business careers which is the key to solving their persistent poverty problem. This negative attitude is partly the outcome of perception gaps regarding the role of business, especially among many influential Muslims who allege that business is harmful due to its “materialistic” nature and “this-worldly” tendencies. Such a perception may have arisen from observing Muslim entrepreneurs and businessmen conducting their business affairs in ways that are contrary to Islamic principles and teachings, often the result of their emulating and adopting un-Islamic business methods of global business. Needless to say, in today’s business-driven economic climate, a persistent anti-business outlook among Muslims will only worsen and prolong their state of economic powerlessness, exacerbating the ummah’s economic marginalization and dependency on others. The bigger challenge facing the ummah today is therefore to find a creative, practical solution to successfully manage this paradox

Abstract

The landscape of donor funding for international development appears to be changing significantly. Private philanthropic donors are playing an increasingly important role. The list in World Giving Index was shown that Malaysia has been in 71 ranking on world giving index in 2013. This paper provides insight into the characteristics of individual Muslim in Malaysia towards giving. Data were collected via online approach, 556 questionnaires were received. The result shows donors’ satisfaction and level of well being do influence tendency to donate. While the transparency issue, and attitude do not influence the decision to donate. This is due to high donor trust and consequently less demand on transparency. For demographic factors four variables significant to determine behavior of giving: gender; age; level of income and education background of the respondent. Further research in this area should attempt to make cross-cultural comparisons of donor characteristics. This would provide a more holistic perspective on donor behavior.

Abstract

Trend konflik sekterian antara sesama masyarakat muslim di dunia mulai mengalami pergesaran. Aceh misalnya, definisi musuh yang merupakan ungkapan untuk menjelaskan seorang atau sekelompok orang yang diposisikan sebagai ancaman yang dapat mengancam eksistensi, mulai berubah di daerah yang mengklaim telah menerapkan Syariat Islam ini. Awalnya terminologi musuh, hanya ditujukan kepada non-muslim seperti penjajah Belanda dan Jepang yang menginvasi masyarakat Aceh pada zaman colonial dahulu. Kemudian seiring dengan berjalannya waktu definisi ini beralih dan ditujukan untuk pemerintah Republik Indonesia, disebabkan karena ketimpangan yang muncul antara Aceh dan Jawa, sehingga memaksa masyarakat Aceh mulai menerjemahkan pemerintah sebagai musuh barunya, puncaknya adalah ketika pemerintah Indonesia mengirim angkatan perangnya untuk memberantas gerakan Aceh merdeka (GAM) yang diklaim sebagai pemberontak negara

Abstract

Pendidikan merupakan keperluan asas bagi setiap insan dan untuk memenuhi keperluan ini ia memerlukan kepada kewangan atau dana yang berterusan. Tujuan kajian ini dijalankan adalah untuk mengenal pasti polisi zakat pendidikan di Malaysia. Disamping itu, kajian dijalankan adalah untuk melihat statistik kutipan dan agihan zakat pendidikan di beberapa buah negeri di Malaysia dan hubungkait statistik berkenaan dengan cadangan pembentukan model institusi pendidikan yang beroperasi sepenuhnya menggunakan dana zakat. Hasil kajian ini mendapati bahawa cadangan supaya ditubuhkan sebuah institusi pendidikan yang beroperasi sepenuhnya dengan menggunakan dana zakat adalah tidak mustahil untuk dilaksanakan memandangkan dana zakat yang diperuntukkan saban tahun semakin meningkat. Diharapkan kajian ini memberikan gambaran yang jelas kepada semua pihak terhadap polisi zakat pendidikan di Malaysia dan cadangan untuk merealisasikan penubuhan sebuah institusi pendidikan yang menggunakan dana zakat sepenuhnya supaya ia dapat memberikan pendidikan yang berterusan kepada golongan asnaf zakat dan mengatasi masalah keciciran dalam pelajaran di kalangan asnaf zakat.
