Abstract

Penelitian ini bertujuan untuk menganalisis apakah penerapan metode Computer Assisted Test (CAT) dalam seleksi CASN Di Lingkungan Pemerintah Kota Bontang telah efektif dan faktor-faktor penghambat dan upaya mengatasi hambatan efektifitas penerapan metode tersebut. Penelitian ini merupakan jenis penelitian deskriptif kualitatif. Fokus pada penelitian ini yaitu efektivitas penerapan metode Computer Assisted Test (CAT) dalam seleksi Calon Aparatur Sipil Negara Di Lingkungan Pemerintah Kota Bontang dimana penerapan metode tersebut diharapkan dapat mencapai tujuan yang diinginkan secara efektif. Data yang diperoleh melalui observasi, wawancara, dan dokumentasi, yang kemudian dianalisis secara deskriptif melalui tahap pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa efektifitas penerapan metode Computer Assisted Test (CAT) dalam seleksi Calon Aparatur Sipil Negara di lingkungan Pemerintah Kota Bontang diukur dengan menggunakan teori Duncan melalui : (a) pencapaian tujuan, (b) integrasi dan (c) adaptasi. dalam hal ini panitia seleksi daerah termasuk Badan Kepegawaian dan Pengembangan SDM Kota Bontang menerapkan  metode Computer Assisted Test (CAT) dalam seleksi Calon Aparatur Sipil Negara sejak tahun 2014 dan telah ditemukan beberapa faktor penghambat efektifitas namun Pemerintah Kota Bontang telah melakukan berbagai upaya dalam mengatasi hambatan tersebut sehingga seleksi dapat berjalan secara efektif. Kata Kunci : Computer Assisted Test (CAT), Seleksi CASN, Efektifitas

Abstract

Penelitian ini dijalankan guna mencari tahu mengenai (1) pengaruh kemampuan, kepuasan kerja, komitmen organisasi, motivasi, dan kualitas kehidupan kerja terhadap kinerja, (2) pengaruh kemampuan, kepuasan kerja, komitmen organisasi, motivasi terhadap kualitas kehidupan kerja, (3) pengaruh kualitas kehidupan kerja yang memediasi hubungan kemampuan, kepuasan kerja, komitmen organisasi, dan motivasi terhadap kinerja. Teknik analisa data yang diterapkan pada ialah pendekatan SEM. Temuan studi membuktikan bahwa (1) kemampuan, komitmen organisasi, motivasi, kualitas kehidupan kerja berpengaruh positif serta signifikan terhadap kinerja Pemeriksa BPK Kaltim, sedangkan kepuasan kerja tidak berpengaruh positif dan tidak signifikan terhadap kinerja Pemeriksa BPK Kaltim, (2) kepuasan kerja, komitmen organisasi, motivasi, berpengaruh positif dan signifikan terhadap kualitas kehidupan kerja Pemeriksa BPK Kaltim, sedangkan kemampuan tidak berpengaruh positif dan tidak signifikan terhadap kualitas kehidupan kerja Pemeriksa BPK Kaltim, (3) kualitas kehidupan kerja memediasi secara penuh pengaruh kepuasan kerja terhadap kinerja Pemeriksa BPK Kaltim dan memediasi secara parsial pengaruh komitmen organisasi dan motivasi terhadap kinerja Pemeriksa BPK Kaltim, serta tidak memediasi pengaruh kemampuan terhadap kinerja Pemeriksa BPK Kaltim.

Abstract

This research aims to analyze the implementation of cultural aspects of bureaucratic reform and the obstacles faced by cultural aspects of bureaucratic reform in Kutai Kartanegara Regency, using a Dynamic Governance approach, namely Thinking Ahead Capacity, Thinking Again Capacity, Thungking Across Capacity, Human Resources and Supporting Structures, and the processes involved agile. This research uses a hybrid concurrent triangulation method. The research results show that bureaucratic reform in Kutai Kartanegara Regency uses an inward-looking (administrative-procedural) approach causing bureaucratic reform to be unresponsive and adaptive to external demands, namely community welfare. The Thinking Ahead capacity shows that heads of regional apparatus have an important role in sharing new ideas based on data which will influence the level of success of programs and activities. The Thinking Again capacity shows that leadership attention to a data-based evaluation culture is still low. The obstacle to doing Thinking Across is the worry that it will have legal implications. Factors inhibiting capable human resources are too many levels of hierarchy, rules and procedures, causing staff not to dare to take the initiative to innovate and factors inhibiting agile processes are not all employees understanding standard operational procedures for performance reporting and the leadership’s role in discussing performance achievements with staff is not yet optimal.

Abstract

This research aims to analyze the bibliography and the local open government content of West Nusa Tenggara. This research uses a qualitative approach with bibliometric analysis and content analysis methods. This research uses secondary data obtained from the Google Scholar database and West Nusa Tenggara open government policy documents. The results of this research show that there are 160 publications, 376 citations, a 10 h-index, and a 15 g-index. However, the trend shows a decrease in publications every year. There are 149 keywords, 14 clusters, 3210 total link strengths, and 797 occurrences in the West Nusa Tenggara paper. Open government, local open government, NTB One Data, NTB Care, and Posyandu Information System are the dominant keywords. In implementing open government, the West Nusa Tenggara government implemented three policies: improving the West Nusa Tenggara One Data (NTB One Data) information system, improving the West Nusa Tenggara Care (NTB Care) information system, and revitalizing the Integrated Health Service Post (Posyandu). In their implementation, these policies encounter various challenges, but if they can be implemented, they will have the opportunity to provide quality public services in West Nusa Tenggara.

Abstract

Kasus perundungan dan kekerasan di sekolah menjadi perhatian pemerintah dan civil society yaitu Komnas PA Bandar Lampung, dengan hadirnya Program Sekolah Ramah Anak. Pemerintah dan Komnas PA Bandar Lampung bersama-sama menjalin hubungan kemitraan pada Program Sekolah Ramah Anak bertujuan untuk melindungi dan memenuhi hak anak di sekolah. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi yang bertujuan memperoleh analisa dan deskripsi terkait hubungan Kemitraan antara Komnas PA Bandar Lampung dan Pemerintah dalam Program Sekolah Ramah Anak di Kota Bandar Lampung melalui prinsip-prinsip kemitraan yang dikemukakan Notoatmodjo (2010) yaitu prinsip kesetaraan, keterbukaan, dan saling menguntungkan. Hasil penelitian menunjukan bahwa Kemitraan antara Komnas PA Bandar Lampung dan Pemerintah dalam Program Sekolah Ramah Anak di Kota Bandar Lampung sudah berjalan dengan baik dan dapat dikatakan sudah memenuhi prinsip kesetaraan, keterbukaan, dan saling menguntungkan, meskipun ada hal yang perlu menjadi perhatian terkhusus pada partisipasi dan peran dari masyarakat, orang tua dan dunia usaha, sebab belum memiliki kontribusi dan belum sepenuhnya paham tentang Program Sekolah Ramah Anak, dengan demikian hubungan Kemitraan antara Komnas PA Bandar Lampung dan Pemerintah dalam Program Sekolah Ramah Anak di Kota Bandar Lampung membentuk pola kemitraan semu atau pseudo partnership.

Adam Idris, M.Sc. as Advisor I and Dr. H.M. Jamal Amin, M.Si as Advisor II. With the examiners, Mrs.Prof. Dr. Hj Aji Ratna Kusuma, M.Si, as Examiner Lecturer I, Mr. Dr. Heryono Susilo Utomo, M.Si,, as Examiner II, and Mr. Dr. Kus Indarto, MAP as Examiner III.The aim of this study is to explain the Implementation of the Republic of Indonesia State Administration Agency Regulation Number 16 of 2019 Concerning Administrator Leadership Training in the Development of State Civil Apparatus (ASN) Competence in Bontang City and identify the inhibiting factors in the Implementation of the Republic of Indonesia State Administration Institution Regulation Number 16 of 2019 Concerning Administrator Leadership Training in Bontang City.The results of the study show that the implementation of the Republic of Indonesia State Administrative Institution Regulation Number 16 of 2019 concerning Administrator Leadership Training in Developing State Civil Apparatus (ASN) Competence in Bontang City was carried out properly by the Bontang City BKPSDM and the Samarinda KDOD LAN Puslatbang through 4 (four) agendas PKA learning, namely the Pancasila leadership agenda and nationalism; Performance leadership agenda; performance management agenda; and the leadership actualization agenda from 2019 until now, although it was held based on the health protocol in 2020 and 2021 which was carried out online or online (on the network), then since 2022 it has been carried out using 2 (two) approaches, namely e-learning or online and face-to-face classics..The success of the implementation is supported by excellent human resources, from the internal BKPSDM of Bontang City and the Samarinda KDOD LAN Samarinda Research and Development Center, as well as the support of non-HR resources such as infrastructure, facilities and regulations which are quite complete.
