Abstract

This research came from a process when a member of society as individual or social group directly affected and took a role in planning, executing, and monitoring people’s life driven policies. Therefore the society needed to give more participation in regional development plan conference (we call it Musrenbang). Regional development plan conference held a regional forum consisting all district leaders. District leader in charge was held responsible to organize and coordinated by region leader to invite all social level of society to participate. This research was held in Baranti district which populated by fifty-two (52) people, all accounted as research’s sample using total sampling method. Researcher used observation, interview, questionnaire, and literature study method to collect data, and the descriptive-qualitative method to analyze them. The following result consisted of: development plan conference’s participation held on target by scoring 53,85%; people’s idea aspirated on conference was less aspirated by scoring 65,38%; the importance of the conference to develop Baranti district was high by scoring 67,31%; people’s satisfaction given the regional conference’s result was less satisfied by scoring 53,85%; people’s evaluation towards regional conference’s implementation was satisfactory by scoring 79,92%; and the implementation of regional conference to fulfil people’s needs was quite good by scoring 46,15%. The influencing factors consisted of: positive effect from regional conference’s implementation in district development was quite positive by scoring 53,85%; the intensity of people and government attending the conference was not good enough by scoring 61,54%; people’s participation in the conference’s decision making was quite participative by scoring 50%; and the uniformity between the conference’s result and regional mid-term development plans was less appropriate by scoring 82,69%.

Abstract

The purpose of this research was to determine how the Performance Accountability of Civil Service Police Unit in Sidenreng Rappang Regency along with all affecting factors. Data collection methods used in this research were (1) observation, (2) questionnaire, (3) interview, and (4) literature study. The collected data was analyzed using frequency tables and percentages. The population in this study were 187 people, and using the technique of random sampling that took as much as 15% of population. The results of the factors that influence the Performance Accountability of Civil Service Police Unit in Sidenreng Rappang Regency showed that the level of accuracy factor in carrying out their duties scored 52,77%, the professionalism in implementing a decision scored 55,52%, facilities and infrastructure to support tasks and functions score 44,44%, the clarity of rules against violators of regulations to support creating a safe and laws enforcement with scored 52,77%, and the level of discipline in carrying out their duties scored 36,11%.

Abstract

This study aims to determine the management of waste retribution in Sidenreng Rappang Regency, along with all influencing factors, and the extent to contribute Sidenreng Rappang Regions’ Original Income. To achieve this, the research was carried out by using a survey method for distributing questionnaires, observations and interviews. The population took 68 people and all of them were accounted as samples. The results showed that although the optimization of waste retribution as regions original income was already quite optimal, but from the staff, management, and all related elements’ side still required an improvement and minimize the affecting factors, such as the competence of all personnel, retribution mandatory which greatly affected the waste management, and facilities and infrastructure improvement to support increasing income curve, it can be seen from the 64.70% of respondents stated quite optimal, and the achievement of roughly 75% of the targets set by the local government, so it can be concluded a quite number of contribution

Abstract

Testing of motor vehicles is a series of government enforcement aimed to reduce the number of accidents caused by unpreserved vehicle, such as freight vehicles and public passenger vehicles. Data collection methods used in this research were (1) Observation, (2) Interview, (3) Questionnaire, and (4) Literature study. The collected data were analyzed through frequency tables and percentages. The population and sample took as many as 49 people using total sampling. The results showed that the ability of the personnels to carry out testing motor vehicles was in capable category (57,14%), while the motivation was in high category (59,18%). Further results showed the level of discipline which was high (61,22%), and a relatively good performance (63,27%). The supporting factors that affect performance in this study were the quality and performance quantity, the knowledge possessed by the testing personnels of the motor vehicle, and the toughness at work. While the limiting factor of performance in this research were the lack of discipline level, lack of skills and work performance, and lack of motivations.

Abstract

In general, this research was to determine the suitability analysis of main tasks and functions against employees’ competence at the Department of Population and Civil in Sidenreng Rappang Regency. The research was based on a survey, and using a descriptive research type to describe the issues. The sampling technique used was saturated sample, obtaining primary data from interviews and questionnaires, and obtaining secondary data from related literatures, documents, and reports. The results showed several indicators from job description such as description of duties, responsibilities, authority and working conditions consisted of an absolute requirements, basic requirements, important terms, and supplemental terms. Overall results showed high compliance rate, consisting description of duties at 61,08%, responsibility at 72,37%, and authority at 77,75%. This value indicated an average of 70,40% employee at the Department of Population and Civil in Sidenreng Rappang Regency to understand the duties, responsibilities, and authorities. While the affecting factors consisted the appropriate level of knowledge at 47,37%, and unskillfulness at 55,26%.

Abstract

The purpose of this research was to investigate the services performance of Municipal Police Force in Sidenreng Rappang Regency, along with all factors that influenced it. This research’s type was quantitative research with a descriptive approach to describe the Municipal Police Force performance. Data collection methods used were direct observation, interviews, questionnaires, and library research to selected respondents. The population took 217 people with a sample of 43 people. While the data processing techniques used were frequency tables distribution. The results showed that the Municipal Police Force service in the field of law and order against street vendors in Pangkajene public market was considered good at 44,19% and scored 3,14 in good category, while the influencing factors were considered excellent at 77,33% and scored 4,39 in very good category.

Abstract

This research was aimed to determine the empowerment of Datae’s tourism site in improving the local revenue of Sidenreng Rappang Regency. In addition, this research would also determine the influencing factors. This research was a design of descriptive-qualitative, with the intention just to give a description of ​​ Datae’s tourist site empowerment in improving the local revenue. This research also used direct survey method. The methods used to collect data were direct observation, interviews, and questionnaires to selected respondents. The sampling methods used was total sampling to take all 65 people or the entire population. The results were of the following, cultural factors was good by scoring 56,92% rate, contributing factors was sufficient at 69,23%, and motivation factor was good at 60%. The next factor was the communication which gained 73,85% for maximum answer, and the latter was a the knowledge factor which scored 60% to consider as adequate. Those results indicated a good category of Datae’s tourist site empowerment in improving the local revenue of Sidenreng Rappang Regency.

Abstract

This research’s objective was to determine the leadership values of ​​Sando Batu in Masara Ritual at Compong Village of Pitu Riase Sub District in Sidenreng Rappang Regency. Public perception of the applied leadership of Sando Batu was considered unique, because Sando Batu as the leader did not seem to talk much and give orders but played a significant role in people's lives. The methods used to collect data were (1) observation, (2) questionnaire, (3) interviews, and (4) library research. The collected data were then analyzed using frequency data. Population in this study were 150 people, all of them were accounted as sample. The results showed that the leadership value of ​​Sando Batu in Masara Ritual was a percentage of 70,5% as high. The affecting factors were the role of Sando Batu as the Lumika’s community leader which scored a percentage of 76,22%, and Masara being an obligation for every citizen of Lumika’ with a percentage of 71,67%.

Abstract

Abstract The birth of various teaching or irrelevant understanding of a religion, such as materialism and secularism, the religion has been made helpless and put-aside from many aspects. This could also affect people if a religion is no longer effective within multi-dimension and multi-cultural life. This paper was meant to work through ways to be done in the middle of various growing culture in society where a more important role of religion leaders could help a much wider point of view in this dynamic globalization era among various yet sometimes dilemmatic solutions. In order to describe a religional life of a society, an observation and people's empowerment are both needed, such as religional infrastructures, understanding, actuating, religional institution, religion leaders, etc. Religion leaders are supposed to have a soothing dynamics inside multi-cultural society. Therefore they are supposed to have several principals, such as finding a point in common; pleasing and easing; and minding people's psychologicals. There are also several ethically signs, such as not separating the saying from the doing; avoiding religion tolerance; not insulting other religions' god; preventing social discrimination; not getting friends with sexually immoral perpetrators; and having intelligency.
