Abstract

The purpose of this study is to explain whether the plan to change the status of Teluk Kapuas village into kelurahan in district of Sungai Raya Kabupaten Kubu Raya is feasible and meets the requirements in terms of philosophical, sociological and juridical aspects. The research method used in this research is Descriptive method with normative and empirical juridical approach by using secondary data and primary data which analyzed qualitatively. Methods of data collection from this study are interviews, observations, and documentation studies in the form of proposals of pemekaran desa and others. Techniques to establish data validity are: credibility, transferability, dependability, and confirmability. Data analysis technique used in this research is data analysis technique model of Miles and Hubberman that is data reduction, display data and withdrawal conclusion. The results showed that: the philosophical, sociological, and jurisdiction of Teluk Kapuas Village based on the requirements established by Law no. 6/2014 on the Village and administrative requirements set forth in the Minister of Home Affairs Regulation no. 1/2017 on Village Arrangement has been fulfilled and deserves to change status to kelurahan

Abstract

The problem of this research is Lack of ability and understanding in the village Apparatus mmengelola budget provided by the government either in the administration of field operations maupu so dihawatirkan will potentially abuse and not targeted. Besides, there are constraints faced, one of which is power Village Assistants who do not meet performance expectations in helping the implementation of budget management dikarenakkan this scientific background that is not in accordance with the needs of the village.In addition, in this case the government has conducted / recruiting associate personnel to facilitate village village officials involved in managing the fund in the village associated villages. In practice, the field still found the complaints either coming from the general public mauapun village officials as the manager of the budget related to the performance or capabilities assistants stationed in the village, because sometimes his ability in assisting the administration and operation of the field does not fully meet expectations Apparatus communities and villages, so that further weakening the village aparfatur performance in managing the budget, which in essence assistants must meet the expectations of the public, or at least facilitators had at least basic science that fit the needs of the current villageTo the above can be said to have become a new problem in the management of village funds, especially funds management villages in the village of lime. Abstract

This study discusses "analysis of Civil Servant Performance Appraisal in Human Resources Agency and Human Resource Development of Bulungan District of North Kalimantan Province". The purpose of this research is to know and analyze the implementation of Performance Appraisal of Civil Servants, to know and analyze the factors inhibiting the implementation of Performance Appraisal of Civil Servants Employment Agency and Human Resource Development District Bulungan Province of North Kalimantan. This research uses qualitative method by exposing explorative with inductive approach. With data collection techniques are interviews, observation and documentation.Based on the results of observations the author after applying the apprentices concluded that, the implementation of Performance Appraisals of Civil Servants in Human Resources Agency and Human Resource Development District Bulungan Province of North Kalimantan has been done. But there are obstacles, namely where the lack of understanding of a small part of civil servants about the procedure peyusunan Work Objectives Employees and Work Behavior. Recommended recommendations are to provide socialization and consultation with the right target, regarding the preparation of Employee Work Goals and Work Behavior to civil servants who do not understand about the regulation Keyword: Civil Servant, Performance Appraisal, Human Resources

Abstract

Budget User Proxy / Property User Proxy must compile and submit a Financial Report which includes Budget Realization Report, Balance Sheet, Operational report, report on changes in equity and Notes to Financial Statements in the context of preparing the Central Government Financial Report (LKPP). IPDN Finance Report West Kalimantan Campus The first semester of 2017 is a report covering all financial aspects managed by IPDN West Kalimantan Campus originating from APBN. Financial Reports of the IPDN Satker in West Kalimantan Semester I of the 2017 Fiscal Year have been prepared and presented in accordance with Government Regulation Number 71 of 2010 concerning Government Accounting Standards (SAP). The purpose of this study is to see how far the form of transparency conducted by IPDN West Kalimantan Campus in conducting budget management presented in the form of Financial Report.Keywords: Financial Report, Transparency and Budget.

Abstract

This study aims to analyze the Building Permit Letter Service in the apparatus service of the One Stop Office and One Stop Office in Jayapura and describe the obstacles in the process of granting Building Permit Letter. The research method used is qualitative research with descriptive method with inductive approach to present data about the apparatus service in the process of Building Permit Letter. The result of the research explains that the service of apparatus in providing building permit service letter at the Investment and One Stop Integrated License Department in Jayapura City of Papua Province has been running well and in accordance with Standard Operating Procedure of issuing Building Permit Letter, despite having some constraints such as; lack of network access, low public awareness, lack of facilities and infrastructure in the service of building permit letter.
