Abstract

Principal focus this Research is study deeper about execution of countryside governance [in]Countryside of Foreland of District of Koto of Kampar of Pate;Upstream of Kampar Sub-Province inorder to realizing countryside autonomy, but practically countryside governance not yet can be realizedeffectively and efficient. Its form [is] countryside governance not yet seen from ability from Countrysideof Foreland of District of Koto of Kampar of Pate;Upstream of Kampar Sub-Province, in managingfinance of countryside and countryside institute, what not yet measure up to the independence in thecountryside governance execution.Implementation from Number Law 32 Year 2004 in realizing countryside governance inCountryside of Countryside of Foreland of District of Koto of Pate;Upstream Kampar, goods have ofcourse get various resistance. As for resistance which researcher find in executing countryside governance[in] Countryside of Countryside of Foreland of District of Koto of Pate;Upstream Kampar is not yet madeavailable of good human resource ability and professional, finance which not yet adequate, availibility ofequipments and facility which still minim and execution of governance management which uncommittbetter. Abstract

Circulation and abuse of drugs in Pekanbaru city show significant improvement. Theefforts made by the National Narcotics Agency (BNN) in the field of prevention,empowerment, and the eradication has not been able to minimize the number of narcoticabuse in the city of Pekanbaru.Based on data from the Drug Investigation Division PoliceDirectorate Riau and Resta Pekanbaru, cases of drug abuse in Pekanbaru city in 2011 therewere 72 cases with 94 suspects, in 2012 there were 79 cases with 115 suspects, and in 2013as of October there were 102 cases with 129 suspects. Formulation of the problem in thisresearch ishow to role model appropriate policies in combating drug abuse in Pekanbaru city,so the purpose of this research is to find a role model of appropriate policies in combatingdrug abuse in the city of Pekanbaru and to the terms of role models of successfulimplementation of policies to eradicate drug abuse in the city of Pekanbaru.This research is aqualitative research with deskriptive method. This research was donethrough observation,in-depth interviews, Focus Group Discussion and documentation.Techniques of data analysis done by data reduction, organizing the data, and interpretation ofdata. The results of this research show that the efforts made by BNN Pekanbaru city ofprevention, empowerment, and eradication have not been able to minimize of drug abusecases in Pekanbaru city, although the value of the BNN gains of Pekanbaru city average in2012 is 107,5% and in 2013 is 118,34%. So as to minimize the abuse of drugs offered a rolemodel policies based on local wisdom that is returned to the Malay identity by means ofstrengthening traditional values of Malay culture and religious values.Keywords: Rolemodels, narcotics, policy, eradication

Abstract

This reseacrh is aimed to figure out how is the role of Riau Province Local Governmenton Siak Watershed Management (known as Daerah Aliran Sungai, DAS). It is focused to thedownstream watershed of Siak River area which located in Palas Village (Kampar Regency)-Pekanbaru City- Perawang Town (Siak Regency)- Siak Sri Indrapura Town and comes down inTanjung Belit Village (Apit river, Siak Regency), considering to the most complex problem existson it. Those problems consist of domestic waste, industry waste, residential issue. The mainobjective of this research is how the role of Riau ProvinceLocal Government on DASmanagement and learn what the factors influnce it. The research is aimed to analyze the role ofLocal Government in the Province of Riau on DAS management.The type of this reseacrh is description, which means the researcher gives a descriptionor illustration about related phenomenon or social symptom which is analyzed by describingindependent variable systematicly and accurately. Data collection method is done by IndepthInterview, partisipative observation and documnetation study. The result of analysis shows thatthe role of local government on DAS management of downstream is based on Main Duty andFuctionof each Departement. Department of Planning Development Region (knowns as BadanPerencanaan Pembangunan Daerah, Bappeda) Riau Province has a role on planningdevelopment, Departement of Living Environment (known as Badan Lingkungan Hidup, BLH)has a role on managing industry and domestic waste, Departement of Public Project (known asDinas Pekerja Umum, PU) Riau Province Resicence Division has a role on residentmanagement. A department of Local Doverment and others is low coordination and cooperationon management implementation, while cooperation of each department is needed on DASmanagement.Keywords: Role,Coordination, River Stream District

Abstract

Public Services of Public Health Centers at the Sub District MarpoyanDamai in the City of Pekanbaru year 2013-2014. Purpose of this study was todetermine the Public Services in Public Health Centers at the District MarpoyanDamai in City of Pekanbaru and what are the factors that obstruct the services. Thisresearch used qualitative methods, research that provides an explanation of data isdone through the process of preparation, presentation of data, observation, interviewtechniques, and Documentation. The result of this research. concluded that the PublicService is still not optimal given employee health centers. Can be seen from thestandard indicators of public services according to kepmenpan No. 63 of 2003,service procedures are difficult, long turnaround time of service, limited serviceproducts, facilities and infrastructure is not yet complete, and then the employeecompetence of Health Centre, who do not show a friendly attitude to patients.Keywords : Public Services, Obstruction Factors, Public Health Center (PHC)

Abstract

Prima Public Services are services that are under one roof agencies. In Yogyakarta, one-stopservice is realized in the form of the establishment of the ?Dinas Perizinan?, formerly known asOne-Stop Integrated Service Unit (UPTSA). The existence of this new service brings change inThe pattern of service so that it gets a good response from the public. This research wasconducted in Yogyakarta is First, How the production and distribution of "public services"Licensing Agency of Yogyakarta as a One-Stop Integrated Service Unit (UPTSA). Secondly,How Public Service standard form used to get Excellent Service award at the National Level.Third, how the public response to the quality standards of public service in the Department ofLicensing Yogyakarta. This study uses qualitative method with a phenomenological researchstrategy. Data collection techniques in this study using two ways, namely depth interview andreview of secondary documents. The result Showed UPTSA changes to "Dinas Perizinan" had apositive impact on service delivery, which formerly slow, non-transparent and unaccountableand unfriendly bertransformarsi be fast, transparent, responsive, friendly and accountable. On theother hand the use of information technology is a major weapon to simplify, improve and speedup service. This makes people give a positive response and appreciation of the quality of publicservices in the field of licensing.Keywords: Public Service, a one-stop service, Service Effectiveness

Abstract

This research is motivated by the social conflict in the Kuantan Singingi Regency highimpact on the surrounding environment. The aim of this study determines the source of conflictand effort of handling conflicts in the Kuantan Singingi Regency. The method used in this studyis to use a qualitative approach and using the techniques of data collection through interviews,documentation and observation studies. The results showed that the source of conflict in KuantanSingingi Regency sourced from the economic interests of each actor and conflict resolution isdone by consensus and law enforcement.Keywords: social conflict, sources of conflict
