Abstract

Makassar City is a city that has various complex problems, including the existence of homeless youth, homelessness, beggars and Busker or street musicians. City development has become an attraction for the outside community so that it has an impact on the flow of urbanization, the population is increasing and it is difficult to find work in the city. This study aims to describe how the implementation of the Makassar City Regulation Number 2 of 2008 concerning Development of homeless youth, homelessness, beggars and Busker or street musicians, as well as to find out what strategies the Makassar City Government has implemented in dealing with homeless youth, homelessness, beggars and Busker or street musicians. The analysis conducted by researchers is using the theory of implementation of Van Meter and Van Horn with qualitative descriptive research methods with an inductive approach. To analyze the strategy, the researcher used a SWOT analysis to provide an alternative strategy. From the research results, it is concluded that the coaching has not been successful, there are still measures and policy objectives that have not been achieved, additional funding resources are needed for employees who go to the field every day, the characteristics of the implementing agencies in implementing this policy are adjusted to the objects found in the field. , although communication between organizations between Dinsos in collaboration with the Satpol PP, YKP2N and rehabilitation centers has been carried out quite well, the economic, social and political environment of the community has not played an active role in helping the City Government implement this policy. There are still many people with social illnesses who have been coached back to the streets, the attitude of the implementers has the principle of integrity coordination and synchronization both vertically and horizontally, although in practice it has not been carried out optimally. Based on the identification results of internal factors and external factors in the SWOT analysis, 9 (nine) strategic issues were generated.Keywords: implementation, policy, coaching, homelessness, city of Makassar.

Abstract

This study aims to determine and describing the implementation of the development of Coastal Green Open Space and the factors that cause the ineffective implementation of the policy. This research focused on policy implementation of spatial plans in development of urban areas which based by theory of Charles O. Jones: organizations, interpretation, and application. The author using descriptive qualitative research method with an inductive approach. The data were collected through observation, interviews, and documentation. While the data were analyzed with data analysis, data presentation, and conclusion. The research data were analyzed using data analysis techniques, data presentation, and drawing conclusion. The results showed that the implementation process of the regional spatial planning policy in the development of green open space on the coastline of Cirebon City was not implemented properly. The main factor that causes the ineffective implementation of the policy is that the interpretation of the policy it self is vary, so that it affects the implementation of the policy. Suggested to the Cirebon City Government needs to support and be committed to implementing a coastal border green open space development policy and the Cirebon City Government needs to be prepared to face every possibility and challenge of problems that arise and become obstacles in the implementation of the development policy of coastal green open space.Keywords: Implementation, Open Green Space Boundary Beach

Abstract

In order to realize the landreform in Indonesia at this time, National Land Agency/BPN Implement the IP4T Program (lnventarity Mastery, ownership, use and utilization land) which was then developed by BPN District Madiun and Regional Leadership Communication Forum/FORKOPIMDA Madiun Regency into a IP4T Participative Program. This activity is intended as a database of land areas and the synchronization of agricultural activities by involving other supporting elements such as Local Government of Madiun Regency, The Army Force, and The Police.The research methods are used through qualitative approaches with descriptive types. Data sources come from documents and informant. Data collection techniques are conducted through observation, interviews and documentation. The Data is analyzed by using SWOT analysis to provide priority implementation of alternative strategies produced.The result of this research are good to implementation of participatory IP4T Program in Kedungrejo village in Pilangkenceng subdistrict Madiun Regency, but there are constraints such as the movement of community participation is less evenly, limitation of technical equipment and operational problems of the absence of village boundary patok with Forest, lack of public knowledge about the regulations of the main procedures and ordinances of land registration.Strategies that can be done to effectively implement IP4T participatory Program with monitoring of the program in each stage process, holding a joint coordination with the Perhutani to determine the boundary between the Village with Forest, persuasive socialization by means of house to house so that the community as a target program can easily understand the purpose and objectives of the participatory IP4T Program.Keywords: Implementation, IP4T Participatory Program, and Land.

Abstract

In implementing the village fund management public policy in Martapura Subdistrict, East Oku Regency, there are 3 villages namely Tanjung Kemala Barat, Kotabaru Barat, Keromongan which have experienced an increase in the number of poverty so that it is focused on managing village funds and factors that become obstacles in implementing public policies in management. village funds. And the research method used is qualitative by applying descriptive methods with an inductive approach. The implementation of the village fund public policy in its implementation there must be factors that become obstacles in managing village funds in Martapura District. This factor comes from within and outside the organization itself, such as the insufficient apparatus of the Martapura District in terms of quality and quantity. So that it will affect the results of village fund management in all villages in the Martapura District. The management of Village Funds in Martapura District has been implemented well and runs smoothly according to the provisions, although in improving the community's economy it has not been implemented optimally. Especially in 3 villages where there was an increase in poverty, this happened because the absorption of the village allocation funds was not right on target, village funds were mostly spent on physical development. The allocation of village funds for empowerment and development of human resources was the key to progress in increasing an independent economy.Keywords: village fund, implementation, policy

Abstract

Evaluation of regional expansion of Empat Lawang regency is expected to focus more on the results of policies that have been carried out after regional expansion and analyze how far the success rate of efforts to realize welfare for the community during the 10 years after the regional expansion. The welfare in this case is a condition that shows a better state than the condition before the policy. This research uses descriptive qualitative research design, data collection techniques through interviews, observations, and documentation. The selection of informants is based on purposive sampling techniques and snowball sampling. The study used three main indicators in looking at welfare development consisting of education, health services, and the development of people's income levels. The study used evaluation criteria from William N Dunn. The results showed that the Policy of regional expansion of Empat Lawang Regency has not been able to fully improve the welfare of the community and still shows a slow development trend, as seen from: 1) the effectiveness criteria are large numbers. the number of people dropping out of school, limited health personnel, and a decline in economic growth last year and a decline in GRDP in the past year; 2) the criteria for adequacy have not been able to show the level of effectiveness in meeting community needs; 3) equal distribution criteria in the form of uneven access to education; 4) responsiveness criteria in the form of a lack of government response in repairing roads for population mobility; 5) accuracy criteria in the form of inaccurate revocation of the status of disadvantaged areas of Empat Lawang Regency.Keywords: policy, welfare, regional expansion
