Maraknya pedagang kaki lima yang memadati lingkungan kota dengan menggelar dagangannya diruas jalan maupun ruangpublik lainnya dirasa tidak sesuai dengan sistem penataan kota. Semakin berkembangnya PKL banyak disebabkan karena factor lapangan pekerjaan yang tidakmemadai bagi orang yang membutuhkannya. Keadaan demikian mendesak Pemerintah Kota Bandung untuk menata PKL tersebut dengan membentuk suatu Peraturan Daerah Kota Bandung Nomor 4 Tahun 2011 Tentang Penataan dan Pembinaan Pedagang Kaki Lima. Penelitian ini mengkaji model zonanisasi penataan PKL di Kota bandung(prespektif perda nomor 4 tahun 2011 tentang penataan dan pembinaan PKL) yang berdampak positif terhadap kejesahteraan PKL hambatan yang dihadapi pemkot kota bandung dalam model zonanisasi penataan PKL di kota Bandung. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dan jenis penelitian deskriptif dengan pendekatan yuridis-empiris. Sedangkan metode pengumpulan data yang digunakan dalam penelitian adalah metode wawancara, observasi dan studi pustaka. Teknik pengolahan keabsahan data menggunakan Triangulasi. Hasil dan pembahasan dari penelitian ini adalah model zonanisasi dalam penataan PKL sangat berdampak positif terhadap kesejahteraan PKL karena para PKL merasa nyaman saat berjualan dan penghasilan mereka bertambah semenjak penerapan model zonanisasi. Kemudian ada 2 faktor hambatan yang dihadapi oleh pemkot bandung khususnya Satpol PP dalam penataan PKL yaitu faktor internal dimana satpol PP kota bandung kekurangan personil dan kekurangan armada. Sedangakan faktor eksternal yaitu masih ada beberapa PKL yang masih belum memahami perda nomor 4 tahun 2011 tentang penataan dan pembinaan PKL.Pemkot Bandung harus bisa meningkatkan kembali penataan keseluruh PKL yang ada di kota bandung. Kemudian perlunya pemkot menyediakan sarana dan prasarana yang lebih memadai dan terus memberikan sosialisai kepada seluruh PKL yang ada di kota Bandung tentang perda nomor 4 tahun 2011 tentang penataan dan pembinaan PKL.

Kota Semarang sebagai kota industri dihadapi berbagai masalah pencemaran lingkungan. CV. Slamet Widodo bergerak di bidang pengolahan dan pembuatan terasi. Dalam prosesnya bau terasi tersebut mengakibatkan bau terasi yang begitu menyengat. Dalam hal ini bau terasi tersebut telah mencemari lingkungan sekitar. Fokus penelitian ini adalah penerapan sanksi administrasi pencemaran lingkungan hidup di Kota Semarang. Tujuannya mendeskripsikan penerapan sanksi administratif pencemaran lingkungan hidup akibat kegiatan industri CV. Slamet Widodo Semarang serta menemukan efektivitas sanksi administratif terhadap lingkungan sehat Kota Semarang. Pendekatan yang digunakan dalam penelitian ini adalah yuridis sosiologis dan jenis penelitian dalam skripsi ini adalah penelitian deskriptif kualitatif. Lokasi penelitian BLH Kota Semarang dan CV. Slamet Widodo Semarang. Teknik pemeriksaan keabsahan data menggunakan teknik triangulasi.  Hasil penelitian dan pembahasan dapat diketahui bahwa Penerapan sanksi administrasi oleh BLH Kota Semarang dalam menangani laporan pencemaran lingkungan oleh CV. Slamet Widodo adalah melakukan verifikasi lapangan dan pemberian sanksi administrasi berupa teguran tertulis sampai dengan Paksaan Pemerintah sesuai Pasal 76-83 UUPPLH dan Efektivitas sanksi administratif terhadap lingkungan sehat Kota Semarang, adanya Pengawasan oleh BLH Kota Semarang terhadap CV. Slamet Widodo dengan pengawasan aktif Beberapa hal yang telah dilakukan pihak CV. Slamet Widodo terkait sanksi administrasi yang diberikan oleh BLH Kota Semarang yaitu melakukan proses pengeringan dengan Electrycal Drying, menanam pohon bambu di sekeliling pabrik, melakukan perbaikan IPAL, perbaikan cerobong asap pabrik, mendatangkan ahli dari USW, UNIKA, dan UNDIP. Direkomendasikan menambah jumlah personil dalam menangani masalah pencemaran lingkungan, menambah sarana dan prasarana penunjang tugas BLH Kota Semarang, BLH Kota Semarang dalam penanga.an pencemaran lingkungan lebih intensif dalam pemantauan dan pengawasan perusahaan ataupun pelanggar lainnya dan Menerapkan sanksi denda sesuai dengan ketentuan Pasal 81 UUPPLH.

Tanah Hak dan Tanah Negara merupakan pengadministrasian pertanahan yang meliputi tanah yang dikuasai oleh perseorangan maupun dikuasai oleh badan hukum yang terdiri dari Hak Milik, Hak Guna Bangunan, Hak Guna Usaha, dan Hak Pakai yang telah dijelaskan dalam Pasal 16 UUPA, sedangkan Tanah Negara merupakan tanah-tanah yang belum dilekati dengan hak dan dikuasai langsung oleh Negara. Penelitian ini bertujuan untuk mengetahui mengenai bagaimana implementasi pengelolaan administrasi tanah aset pemerintah Kabupaten Pemalang di dalam prakteknya dan hambatan yang dihadapi oleh Pemerintah Kabupaten Pemalang dalam pengelolaan administrasi tanah miliknya serta bagaimana solusi yang ditempuh untuk mengatasi permasalahan pengelolaan administrasi tanah aset Pemerintah Kabupaten Pemalang. Pendekatan yang digunakan dalam skripsi ini adalah metode pendekatan yuridis sosiologis. Hasil penelitian dan pembahasan dapat diketahui bahwa implementasi pengelolaan administrasi tanah aset pemerintah Kabupaten Pemalang di dalam prakteknya yaitu melakukan pencatatan semua aset tanah yang dimiliki, hambatan yang dihadapi oleh Pemerintah Kabupaten Pemalang dalam pengelolaan administrasi tanah miliknya yaitu anggaran terbatas; tanah yang diatasnya terdapat bangunan; apabila terdapat tanah tukar guling; tanah yang berasal dari pemerintah provinsi; dan butuh waktu dan tenaga, solusi yang ditempuh untuk mengatasi permasalahan pengelolaan administrasi tanah aset Pemerintah Kabupaten Pemalang yaitu lebih dilakukan ekstensifikasi dalam inventaris aset khususnya dalam bidang pertanahan yaitu penyertifikatan tanah agar semua aset Pemerintah daerah Kabupaten Pemalang mendapatkan kepastian hukum. Saran yang dapat penulis berikan yaitu, Pemerintah Kabupaten Pemalang mencari pegawai/staf di bidang pertanahan, menambah anggaran untuk penyertifikatan tanah dan Pemerintah Kabupaten Pemalang harus memiliki payung hukum sebagai landasan yang kuat.

The more complex issue of child labor now a days because many children work at school age. Child labor vulnerable to be exploitated, doing hazardous work, mor a land psychological, and hampered to access education. So the government issued a policy Reduction of Child Labour in order to Support the Family Hope Program (PPA-PKH) as efforts to Elimination of the Worst Forms of Child (PBPTA) in order for the child can be returned in the educational unit, Pemalang is one of the districts that run the program PPA -PKH. Problems examined: (1) Implementation of PPA-PKH asefforts of PBPTA in Pemalang (2) Obstacles and over coming obstacles in the implementation of PPA-PKH policiesas PBPTA efforts in Pemalang. This study using sociological juridical approach. Results of the study (1) Implementation of policies PPA-PKH in Pemalang has been run in accordance with the purpose, with the establishment of shelters through three stages: pre shelter, the implementation in the shelter, and after the implementation form shelter and get a recommendation schools (2) Efforts to overcome the obstacles in the implementation of PPA -PKH policies in Pemalang which includes the beneficiaries of data was only 10% valid so that need to perform additional data. Inability of companionon the shelter so tha this attemptstomake psycologis approachand change the way of learning. Lack of coordination between relevant government service to coordinate their efforts and commitment among relevant government service and proposing a scholarship program for the children of beneficiaries. The advice given by the researchers that the data of beneficiaries must be renewed every year, provide socialiszation that bring about beneficiary families about the importance of education impact economic development of families, increased coordination between relevant government service, there is certainly that the child gets a scholarship or BSM for education.

The aims of this research is to find out and describe the diversity of children’s toys in Semarang City, find out and describe protection in law to children as end user, as well as to find out and describe responsibility of children’s toys businessmen against the hazards of toys posed. The type of this research is qualitative research by using juridical-sociological approachment. The technique of collecting data which was used were literature research, observation, interview, and documentation research. The result of this research show that in Semarang City is not yet known diversity of children’s toys for certain, protection in law for children as end user is not maximal yet, and the responsibility of the businessmen has not been fully implemented or are still limited and conducted unilaterally by the businessmen.

Obligations of care to parents from adult children (alimony) is an obligation of every child that should not be overlooked. If obligations are not complete with good cause neglected elderly. Surely such neglect will result in the emergence of a sanction for the child. However, the presence of sanctions for the actions of his apathetic children has not been widely known by the community . The neglected elderly people will be accommodated by the government in unit pelayanan lanjut usia, the government should guarantee economic security. In addition to the welfare of neglected elderly there are other important things that the government should take note that the protection of the elderly from wrong actions and arbitrary. The results showed that alimony obligation towards the parents of a child in Unit Pelayanan Sosial Lanjut Usia Wening Wardoyo Kabupaten Semarang has not met considering all the necessaries of life of beneficiaries has been borne by the government. For beneficiaries who still have children who are actually capable but abandoned that get into the unit should be subject to sanctions which can be a verdict asking the child to care for and maintain it self as a civil, ostracized, ridiculed and denounced by relatives in customary law and gets the barrier great to enter the gates of heaven in Islamic law, legal protection and welfare of beneficiaries in Unit Pelayanan Lanjut Usia Sosial Wening Wardoyo Kabupaten semarang have met with both proven by the various services and facilities received by the beneficiaries.

This research aims to analyze the process of forest production sharing between Perum Perhutani (state-owned forestry company) and LMDH Aman Sentosa as well as the obstacles in the process of forest production sharing between Perum Perhutani and LMDH Aman Sentosa. This research is an empirical and jurudical legal study using qualitative research method. The result of this research shows that the process of production sharing etween KPH Pati and LMDH is a continuous process of the fund sharing which comprises the following processes: (a) the process of teak logging, (b) the calculation of trees and wood production, (c) the submission of sharing proposal for the LMDHs by Asper to KKPH, (d) the KPH team calculated and revised the LMDH’s right proportion, (e) KKPH submitted the proposal to the head of the unit, (f) the unit team conducted a collective correction, (g) the process of making the official report of the sharing and the decree on the allocation of sharing distribution to KPH, (h) KPH Pati issued the decree on the allocation and sharing to the LMDH, (i) KPH Pati passed in the sharing fund to the LMDH, and (j) sharing fund distribution to the members, cash board, and village officials. The obstacles faced in the process of production sharing between Perum Perhutani and LMDH Aman Sentosa are (a) complicated regulation in calculating the production sharing; (b) too long term of the production sharing fund delivery, and (c) LMDH’s delay in submitting the report.

This research aims to describe the transparency of the use of the Semarang City Regional Revenue and Expenditure Budget and discover the forms, mechanisms and constraints in obtaining transparency of information on the use of the Semarang City Revenue and Expenditure Budget, this research uses a sociological juridical research type approach method, by using primary data and secondary data which are then analyzed using qualitative data analysis.The results of the study can be seen that the transparency of the use of the Semarang City Regional Revenue and Expenditure Budget already has internal regulations in the form of Mayor Regulation number 26 of 2012 and forms and mechanisms in accordance with Law number 14 of 2008 although internal and external obstacles are still found that result implementation is less than optimal so that it inhibits the realization of good governance (good governance). The conclusions from the results of the study show that the transparency of the use of the Semarang City Regional Revenue and Expenditure Budget is in accordance with Law number 14 of 2008 and already has forms and internal mechanisms, although in the implementation phase there are still obstacles both internally and externally.

Article 32 paragraph (2) Regulation 24 of 1997 states that the issue of land cases more than 5 years after the certificate is issued is not possible lawsuit. This is intended to ensure legal certainty for rights holders. But in reality, there is a problem a lot of land that is more than 5 years can still be carried out a lawsuit by those who feel harmed, so it does not ensure legal certainty for rights holders. This is possible because the system is a system used publications negative positive element in which the certificate is not as absolute proof, so that those who feel aggrieved can still raise objections without time limit. Results from this study is the case of land dispute resolution that appeared more than five years after the certificate issued is the same as the settlement of land issues that arose before 5 years after the certificate was issued. The solution can be done through litigation and non-litigation either at Court or the Land Office. Namely through the path of litigation proceedings from the lawsuit, the answer, replic, closing argument, evidence, conclusions, and judgment. While the path is non-litigation mediation can be done in the Courts and the Land Office. Restrictions prosecution land rights can ensure legal certainty of land rights holders. Because the landowners will not always alarmed by the continuity of the ownership of the land.

This paper is intended to analyze how the implementation of the survey and identification as a basis for channeling funds to the Community Development Program of PTPN IX and how to account for the distribution of funds Environment Development Program at PTPN IX? This study classified the type of qualitative empirical juridical approach with descriptive-analytic specifications. The type of data used are primary data. Data obtained through interview and document study. The data obtained and analyzed by inductively to be concluded. The results obtained showed that PTPN IX in the implementation of the survey and identification of the distribution of the Community Development Program funds to repair roads in the village Sukomangli 2014 using the method of submission of the proposal by the community. The public in this case is positioned as the subject and object of the program. While, PTPN IX positioned as a facilitator realization of targets set out in the proposal. On the distribution of aid funds are PTPN IX compiling reports and the use of funds for implementing dipertanggungjawakan by the Board of Directors to the AGM. The report was approved by the AGM that the Board of Directors in this regard has gained release and discharge of responsibility for the implementation of environmental Development Program in fiscal year 2014.
