Abstract

This research described the phenomenon of bureaucratic turbulence in the Coordinating Ministry for Economic Affairs after the transfer of structural to functional positions. Furthermore, changes in the organization and individual civil servants were characterized by organizational, position, and performance transformations. The policy of switching functional roles is considered as the most effective method for transforming the lengthy, cumbersome, and slow bureaucratic chain into a new mode of operation based on coordination and collaboration. This research used a qualitative approach that begins with assumptions, perspectives, problem studies, and theoretical used to investigate information from individuals and groups on a social problem. Meanwhile, data collection is carried out by documentation, observation, and literature research to be analyzed and concluded. The results showed that turbulence occurs during the transition period as a process of shifting work culture, behavior, and changes in the mindset of civil servants. The changing needs of the skuel model with a flat circular structure prioritize collaboration and coordination across work groups. Changes in three areas of bureaucratic simplification, such as organizational, position, and performance transformations, resulted in turbulence within the organization. The implementation of functional positions should be reviewed. This is because the implementation requires many apparatus with generalist competency who have greater insight and opportunities to occupy several positions with a wider scope. Generalist competency is needed to link economic affairs across ministries and agencies. Therefore, innovation and problem-solving can be conducted comprehensively through a wider helicopter view.

Abstract

The development of the globalization era requires human resources to develop and improve their potential and performance ability. This indicates the requirement of an apparatus, which has good competency to carry out authority. Trenggalek Regency is one of the Indonesian areas having amazing tourism potential, where a good competent apparatus is needed to manage and develop the tourism sector. Therefore, this study aims to determine and analyze the apparatus competency development of the Tourism and Culture Department in Trenggalek Regency, Indonesia. It also aims to determine the related inhibiting factors and the efforts provided to overcome them. In this study, a qualitative-descriptive method and an inductive approach were used, with interviews, observation, and documentation implemented for data collection. Data analysis was also carried performed through parameter reduction, presentation, verification, and conclusions. Based on the results, the implementation of the apparatus competency development was adequately performed at the Tourism and Culture Office of Trenggalek Regency. Irrespective of these conditions, some challenges were still observed, regarding the budget available for the developmental processes and the apparatus' lack of interest in activity participation. To overcome these challenges, interpersonal collaboration and participation in apparatus webinars were part of the efforts performed by the Department of Tourism and Culture.

Abstract

The purpose of this study is to determine the influence of librarians' digital competence on their performance at the Jatinangor IHAG Library. This is a quantitative study with data collected from 30 respondents through questionnaires. The statement items from Marguna and Sangiasseri (2020) were used to provide answers to the problem formulation. The results showed that the librarians' digital competence and performance are included in the fairly good category. In conclusion, Digital Competence (X) as the independent variable influences the dependent one, namely Librarians' Performance (Y), with a value of 31.1%.

Abstract

Job promotion is one of the activities of the State Civil Apparatus Management. It is implemented through a merit system to obtain employees with qualifications, competencies, and performance fairly and equitably to occupy a higher position. This study aimed to identify and analyze job promotion management through the merit system at the Education and Training Personnel Agency, commonly known as Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) in Mamasa Regency, West Sulawesi Province. A qualitative descriptive method was used to analyze promotion management with aspects such as (1) planning, (2) organizing, (3) implementation, and (4) supervision. The results showed that job promotion management through the merit system has been running well regarding organization and supervision, but there are obstacles in the planning and implementation aspects. Therefore, it is necessary to make a Regent's or Regional Regulation based on local considerations. There is also a need for consistency in public information disclosure in job promotions that use competency tests.

Abstract

According to Law No. 23 of 2014, the duties and obligations of the regional secretary are to assist the heads in formulating policies and coordinating the implementation and administrative services of the apparatus. The managerial problems are the regent's policies outside the annual activity plan of the district, coordination between heads, and determination of the Regional Apparatus Organization (RAO) head. Therefore, this study aims to determine the managerial role in carrying out the duties and functions of the Regional Secretary in Pasaman Regency using qualitative method. It also uses purposive sampling technique for data sources with certain considerations. The primary data sources used are field observations and interviews with all elements related to the research problem. Meanwhile, the secondary data were obtained from library documents from the Pasaman Regency Government. This study divided the four basic management functions according to George R. Terry and processed analyzers and creators for Planning, facilitators and navigators for Organizing, mentors, coordinators for Actuating, and auditors and evaluators for Controlling. The results show that the problems faced by the local government can be solved by the managerial role in planning activities, managing the organization, organizing and supervising activities. The regional secretary can carry out the role of the analyzer, creator, facilitator, navigator, mentor, coordinator, auditor, and evaluator in conducting the main duties, powers, and functions.

Abstract

This study examined the implementation of electronic performance (e-performance) appraisal for Civil Servants, and identified the obstacles and efforts made. A qualitative descriptive method with an inductive approach was used, while the data were collected through observation, documentation, and interviews. The data were then analyzed through several steps; data reduction, data display, and inference. Findings indicate that the performance assessments of Civil Servants through e-performance are satisfactory and comply with the Standard Operating Procedures outlined in Regent Regulation Number 36 of 2017. However, improvement in terms of service quality and accountability can be promoted. The obstacles encountered in evaluating performance through e-performance include inadequate infrastructure, employees' resistance to mindset change, and the absence of a connection between e-performance and employee work goals (SKP). Efforts have been made to address these challenges, such as adding necessary infrastructure and organizing socialization sessions on e-performance operation. The author advises conducting training specifically related to e-performance operations and refining the e-performance program to integrate it with employee work goals (SKP).ABSTRAKTujuan penelitian ini untuk mengetahui pelaksanaan penilaian kinerja Aparatur Sipil Negara (ASN) menggunakan electronic performance (e-performance), hambatan serta upaya yang dilakukan. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Dalam memperoleh data menggunakan cara observasi, dokumentasi, dan wawancara. Sedangkan untuk analisis data yang menggunakan reduksi data, tampilan data, dan inferensi. Adapun hasil penelitian menunjukkan penilaian kinerja ASN melalui electronic performance (e-performance) yang sudah cukup baik dan sudah berjalan sesuai Standart Operasional Prosedur berdasarkan Peraturan Bupati Nomor 36 Tahun 2017, namun perlu ditingkatkan dalam aspek kualitas pelayanan dan akuntabilitas. Hambatan dalam penilaian kinerja melalui e-performance adalah kurangnya sarana prasarana, pegawai belum mengubah pola pikir dan e-performance belum tersambung dengan sasaran kerja pegawai (SKP). Upaya yang dilakukan menambah sarana prasarana yang dibutuhkan, mengadakan sosialisasi cara pengoperasian e-performance. Saran yang diberikan sebaiknya mengadakan pelatihan terkait operasional e-performance dan menyempurnakan program e-performance yang terintegrasi dengan sasaran kerja pegawai (SKP).

Abstract

The performance of government state officials needs to be improved as they shall deliver quality public services. In particular, public service improvement should regard the advancements of information communication technology and utilize innovative programs. The government of Probolinggo City has launcehed E-UMKM card program as an innovative program. E-UMKM card program plays a pivotal role in supporting and empowering micro, small, and medium enterprises (MSMEs). This research was conducted to investigate the influence of state officials’ performance quality on service quality, with a specific focus on performance management. This descriptive quantitative was conducted between January and February 2023 in Probolinggo City. Questionnaires, observation, and documentation techniques were employed for data collection from 100 respondents, which were subsequently analyzed using Smart-PLS. The findings revealed that the Performance Quality of DKUPP Probolinggo City State Officials can positively impact the improvement of Public Service Quality moderated by performance management in the E-UMKM Card Program. ABSTRAK Aparatur negara dalam pemerintahan bekerja dengan memberikan pelayanan publik. Kinerja aparatur negara perlu ditingkatkan untuk meningkatkan Service Quality yang lebih baik. Hal ini juga berkaitan dengan performance management sebagai bentuk penyelenggaraan pelayanan sektor publik oleh para aparatur negara. Terutama pelayanan publik yang dikembangkan sesuai dengan perkembangan tekonologi informasi komunikasi melalui program inovasi. Salah satu inovasi yang dilakukan oleh Pemerintah Kota Probolinggo adalah adanya program kartu E-UMKM. Kartu E-UMKM digunakan sebagai dukungan optimal dalam pengembangan dan pemberdayaan UMKM. Sehingga penulis melakukan riset tentang pengaruh Officials’ Performance Quality terhadap Service Quality yang diperkuat dengan manajemen kinerja. Riset ini termasuk pada riset dengan pendekatan kuantitatif deskriptif dengan teknik kuesioner, observasi, dan dokumentasi. Riset ini diselenggarakan pada bulan Januari dan Februari di Tahun 2023. Penghimpunan data sebanyak 100 responden, diolah menggunakan Smart-PLS. Hasil penelitian memaparkan bahwa Officials’ Performance Quality DKUPP Kota Probolinggo dapat memberikan pengaruh dalam peningkatan Public Service Quality dengan dimoderasi oleh Performance Management Pada Program Kartu E-UMKM.

Abstract

Bengkulu City is situated in a geographical location that makes it susceptible to various natural disasters caused by climate, weather, and other natural factors. Human activities, such as the mismanagement of drainage systems, contribute to the occurrence of floods in the city. The responsibility for addressing these floods falls upon the Public Works and Spatial Planning Service (PUPR), which is tasked with providing basic services and managing regional government affairs in accordance with Law Number 23 of 2014 concerning Regional Government. While PUPR has achieved a percentage of its drainage maintenance targets in 2020, flooding continues to affect certain areas of Bengkulu City. Hence, this study aims to investigate the role of PUPR Service in preventing recurrent flooding in the city. A descriptive qualitative design with an inductive approach was employed for the research, utilizing interviews, observation, and documentation as data collection techniques. The selection of informants was based on purposive and snowball sampling techniques. Data analysis involved data reduction, presentation, and drawing conclusions through data triangulation to ensure validity. The study findings reveal that PUPR Service's role in flood prevention is guided by the Bengkulu Mayor Regulation Number 56 of 2016, which outlines the functions and responsibilities of Bengkulu City Regional Offices. While the results have been somewhat satisfactory, they are not yet optimal due to several obstacles in the field. These challenges include a shortage of skilled personnel, damaged equipment, budget deficits, a lack of a comprehensive drainage development plan, waste management issues, and uncontrolled urbanization.ABSTRAK Kondisi geografis yang dimiliki Kota Bengkulu menjadikannya sebagai salah satu daerah rawan bencana alam yang diakibatkan oleh iklim, cuaca atau faktor alamiah. Bencana alam yang terjadi juga disebabkan oleh faktor non alamiah yang dilakukan oleh manusia, sebagai contoh adalah banjir. Banjir di kota Bengkulu ditangani oleh Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) sebagai salah satu pelaksana pelayanan dasar dan penyelenggara urusan pemerintahan daerah Kabupaten/Kota sebagaimana amanah Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah. Pada tahun 2020, capaian persentase realisasi penanganan drainase kondisi baik, rasionya melebihi dari persentase target capaian. Namun, banjir masih saja terjadi pada beberapa titik lokasi di Kota Bengkulu. Penelitian ini bertujuan untuk mengetahui peranan Dinas PUPR dalam mencegah terjadinya banjir berulang di Kota Bengkulu. Metode penelitian yang digunakan adalah desain kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Infoman ditentukan dengan teknik purposive and snowball sampling. Analisis data dilakukan dengan cara reduksi data, penyajian data dan penarikan kesimpulan dengan menguji keabsahan data menggunakan triangulasi data. Hasil penelitian menunjukkan bahwa Peranan Dinas PUPR dalam mencegah terjadinya banjir berpedoman pada peraturan tertulis yang tertera dalam Peraturan Walikota Bengkulu Nomor 56 Tahun 2016 tentang Uraian dan Fungsi Dinas Daerah Kota Bengkulu dengan hasil sudah berjalan cukup baik namun belum optimal. Hal tersebut disebabkan oleh masih adanya beberapa kendala dilapangan seperti kurangnya kualitas dan kuantitas SDM pelaksana teknis operasional, rusaknya alat berat yang dimiliki, defisit anggaran, belum adanya masterplan pembangunan drainase, masalah pengelolaan limbah sampah serta pembangunan yang tidak terencana.

Abstract

This research aimed to investigate the performance of the Civil Servants’ Performance Assessment Team in the appointment of sub-district head position in South Buru Regency. This research also identified both supporting and hindering factors as well as the efforts made to overcome existing obstacles. This qualitative descriptive research was performed using an inductive approach. Both primary and secondary data sources were utilized in this research. The data analysis techniques included data selection, classification, and verification. The data sources encompassed physical locations, individuals, and written materials. Data collection methods comprised interviews, observations, and documentation. The observations revealed that the performance of the Civil Servants’ Performance Assessment Team in filling the sub-district head position in South Buru Regency deviated from applicable regulations, as it failed to adhere to objective assessment during the implementation process. The efforts made to address this issue involved participation in education and training programs, adherence to primary responsibilities and functions, and budget requests to the South Buru Regency government to enhance the deficient facilities and infrastructure supporting the team's performance. To improve the process of selecting sub-district heads and minimize external influences, the author recommended policy reformulation that incorporated the principles of a merit system, thus promoting objectivity.ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Tim Penilai Kinerja PNS dalam pengisian jabatan camat di Kabupaten Buru Selatan, disamping itu juga untuk mengetahui faktor pendukung dan penghambat serta upaya yang dilakukan dalam mengatasi kendala yang ada. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif. Sumber data pada penelitian ini adalah sumber data primer dan sekunder. Teknik analisis data yang digunakan adalah menyeleksi data, klasifikasi data dan verifikasi data. Sumber data yang digunakan place, person dan paper. Teknik pengumpulan data meliputi wawancara, observasi dan dokumentasi. Hasil pengamatan menggambarkan bahwa kinerja Tim Penilai Kinerja PNS dalam pengisian jabatan camat di Kabupaten Buru Selatan belum sesuai dengan peraturan yang berlaku karena dalam proses pelaksanaanya mengabaikan penilaian secara objektif. Upaya yang telah dilakukan adalah dengan mengikuti pelaksanaan pendidikan dan latihan, bekerja sesuai dengan tupoksi, mengajukan anggaran kepada pemerintah Kabupaten Buru Selatan untuk dapat melengkapi sarana dan prasarana yang masih kurang dalam menunjang kinerja Tim Penilai Kinerja PNS. Adapun saran dari penulis menegenai pengisian jabatan camat adalah merumuskan kembali kebijakan-kebijakan dengan memperhatikan prinsip-prinsip merit system sehingga dapat meminimalisir intervensi dan pengaruh luar yang menyebabkan proses pemilihan jabatan camat menjadi tidak objektif.

Abstract

The purpose of this study is to analyze the influence of work motivation, work environment, and compensation on job satisfaction of the crew members at Pangkalan Sarana Operasi Bea dan Cukai Tipe B Tanjung Priok. The population in this study were Civil Servants who served as Patrol Boat Crew at Pangkalan Sarana Operasi Bea dan Cukai Tipe B Tanjung Priok with a total of 47 people. In this study, because the total population was 47, all members of the population were sampled (saturated sample). The questionnaire instrument or questionnaire serves as a data collection instrument in this study. A questionnaire with a Likert scale was used in this study to collect data. Validity and reliability testing used the Pearson product moment test and Cronbach Alpha statistics. The analytical method for answering the hypothesis uses Moderated Regression Analysis (MRA) with SPSS version 26. The results show that the variables of work motivation, work environment, and compensation partially have a significant positive effect on employee job satisfaction. While Employee Job Satisfaction is simultaneously significantly influenced by work motivation, work environment, and compensation.ABSTRAK Tujuan dari penelitian ini adalah untuk menganalisis pengaruh motivasi kerja, lingkungan kerja, dan kompensasi terhadap kepuasan kerja Awak Kapal Patroli di Pangkalan Sarana Operasi Bea dan Cukai Tipe B Tanjung Priok. Permasalahan kepuasan kerja terjadi pada Awak Kapal Patroli, Karyawan merasa sedih, lelah dan kecewa dengan bertambahnya target kerja yang diberikan tidak sesuai dengan standar jumlah karyawan dan umpan balik yang diberikan. Hal ini diharapkan dapat memberikan masukan kepada manajemen untuk dapat mengatasi masalah kepuasan kerja karyawan. Populasi dalam penelitian ini adalah Pegawai Negeri Sipil yang bertugas sebagai Awak Kapal Patroli di Pangkalan Sarana Operasi Bea dan Cukai Tipe B Tanjung Priok dengan jumlah 47 orang. Dalam penelitian ini, karena jumlah populasi adalah 47, maka seluruh anggota populasi dijadikan sampel (sampel jenuh). Instrumen angket atau angket berfungsi sebagai instrumen pengumpulan data dalam penelitian ini. Kuesioner dengan skala Likert digunakan dalam penelitian ini untuk mengumpulkan data. Pengujian validitas dan reliabilitas menggunakan uji product-moment Pearson dan statistik Cronbach Alpha. Metode analisis untuk menjawab hipotesis menggunakan Moderated Regression Analysis (MRA) dengan SPSS versi 26. Hasil penelitian menunjukkan bahwa variabel motivasi kerja, lingkungan kerja, dan kompensasi secara parsial berpengaruh positif signifikan terhadap kepuasan kerja karyawan. Sedangkan Kepuasan Kerja Karyawan secara simultan dipengaruhi secara signifikan oleh Motivasi Kerja, Lingkungan Kerja, dan Kompensasi.
