Abstract

This study aims to find out and examine the implementation of the development of tourism in the city of Palangka Raya and also to find out what the benefits of tourism development for the community.The author uses the theories of Donald Van Metter and Carl Van Horn which are influenced by six indicators, namely the Size and Objectives of Policies, Resources, Characteristics of Implementing Agents, Attitudes / Dispositions of Implementers, Communication between Organizations and Implementing Activities, and Economic, Social and Environmental Political. This study used qualitative research methods. Data taken based on information from informants at the element level of the Head of Tourism, Attractiveness Management Section in the City Culture and Tourism Office of Palangka Raya and the Community and data obtained through the results of field research. Data announcement techniques in the form of observations and interviews.The results showed that the Culture and Tourism Office had implemented Palangka Raya City Regulation No. 11 of 2017 concerning the Master Plan for the Development of Tourism in Palangka Raya 2017-2028 quite well. Given that this development is a long-term nature, the government prioritizes development at several points that have the highest tourism potential, but the Culture and Tourism Office still lacks Human Resources with a tourism background to improve their performance. The benefits of tourism development felt by the people of Palangka Raya city are seen from several aspects, namely economic aspects, social and cultural aspects, environmental aspects, aspects of social values and science as well as aspects of opportunities and employment opportunities.

Abstract

The concept of Electronic Government Development which is examined by researchers aims to describe how the development of Information Technology in the Office of Investment and One Stop Integrated Services of Palangka Raya City is in accordance with the Concept of Elements of Success in Electronic Government Jhon F Kennedy School of Government. Based on the results of research conducted by researchers on the development of Electronic Government carried out by the Office of Investment and One Stop Services in Palangka Raya, it is in accordance with the concept of Implementation of Electronic Government Development in Indonesia, according to Nugroho. This can be seen from the Development of Electronic Government Applications carried out by the Investment and One Stop Service Office of Palangka Raya City where the Electronic Government Development is already at the web presence and interaction stage, namely the facilities provided on the website contain content for information facilities and the online public complaint service complaint service process but have not yet reached the Transaction and Transformation stage, namely the website facilities developed can provide online licensing services and websites can be integrated directly between Government Agencies. After an analysis by researchers using the Concept of Elements of Success in Electronic Government John F Kennedy School of Government has found the factors that influence the development of technology in the concept of Electronic Government at the Office of Investment and One-Stop Integrated Services, Palangka Raya City, namely the limited Human Resources. who can carry out technology development and the limited budget in technology development and the absence of related socialization related to web-based information services provided by the Palangka Raya City Investment and One Stop Integrated Service Office

Abstract

Era globalisasi dan kemajuan teknologi informasi dan komunikasi yang pesat dan memasuki era revolusi industry 4.0 serta society 5.0 dimana peradaban masyarakat mulai berpusat kepada manusia (human centered) dan berbasis teknologi (technology based) yang berpotensi mengurangi peran manusia, tantangan mengelola negara dan pemerintahan serta kewajiban mensejahterakan kehidupan masyarakat menjadi semakin berat dan menuntut kecepatan, ketepatan, pelayanan yang baik, menjunjung tinggi hak-hak individu dan kepentingan umum secara transparan, adil dan merata. Inovasi pemerintahan dalam mengelola negara dan mensejahterakan masyarakat harus semakin dikembangkan dan ditingkatkan. Menjawab tantangan berat pengelolaan pemerintahan dimasa disrubsi, pandemic covid 19, kelesuan perekonomian dunia-nasional dan daerah, salah satu yang dapat dikembangkan adalah membangun “Collaborative Governance”. Kolaborasi yang efektif penting diwujudkan dalam rangka pencapaian sasaran target, peningkatan hubungan antar organisasi dan pengembangan organisasi.

Abstract

Permen LHK No. 24/2020 is a land use policy for Indonesia’s food security through food estates program. The program aims to increase the added value of local agricultural production in order to increase employment, low food prices, and the development of large-scale agricultural businesses. According to regulation issud by LHK, food estate policy has the potential to change forest areas into agricultural land because it is legalized by the government through Undang-Undang Cipta Kerja. The consequences of implementing this policy are including environmental damage, increased conflict and poor land use management which is not in accordance with the Central Kalimantan spatial plan (RTRWP). The food estate program becomes government's priority in achieving food security through the State supports in a fast and less bureaucracy process on land licensing. This indicates that the process of land clearing for food estate violates forestry and land use regulations.

Abstract

Tingkat kepuasan masyarakat/konstituen terhadap kinerja DPRD Kotawaringin Barat terutama di daerah Pemilihan Kotawaringin Barat 3 Periode 2014-2019 ditentukan oleh kinerja DPRD dalam melaksanakan fungsi legislasi, fungsi Aaaaran dan fungsi pngawasan. Jenis penelitian yang dibunakan adalah penelitian kuantitatif dengan pengumpulan data dilakukan melalui kuisioner dan dokumentasi. Penarikan sampel menggunakan teknik Nonprobality Sampling dan Teknik analisis data menggunakan teknik analisis deskriptif kuantitatif dengan menggunakan Uji Normalitas untuk diketahui normal atau tidak normalnya distribusi data melalui Kolmogorov Smirnov Test dan untuk menguji hipotesis menggunakan analisa regresi linier berganda. Hasil penelitian dan analisis data diketahui Terdapat pengaruh atas Kinerja DPRD Kotawaringin Barat dalam Fungsi Legislasi, Fungsi Anggaran dan Fungsi Pengawasan terhadap Kepuasan Masyarakat/Konstituen di Daerah Pemilihan Kotawaringin Barat 3 dengan perhitungan regresi berganda diketahui Y' = 5.975,074.

Abstract

This study discusses the role of government in the development of suburban areas in Palangka Raya City. The aim is to describe how the Government's role in this case is the Kameloh Baru Village Government using the Tjokroamidjojo theory in which the Government is a motivator, facilitator and mobilizer in the implementation of development in the village. This study uses qualitative research methods, the data collection techniques obtained through interviews, observation and documentation. Informants in this study included: Lurah (Head Of Village), Head of Section in Village, Village Employees, Head of neighbourhood, Head of hamlet, and the villager. Information from interviews is also equipped with news documentation and also observations in the field by researchers. The results showed that the Kameloh Baru Village Head as a motivator had not run optimally. Because education and coaching efforts have not been able to increase community participation development in the Kameloh Baru area. The Lurah as a Facilitator, the Kameloh Baru Village Head has not been able to become a facilitator who provides solutions to problems that occur in the area. Lurah as a mobilizer, the coordination between the community and the government is still low. The relationship between the village government and the community is still not well. Obstacles to the Lurah in carrying out his role in development; As a mobilizer, there is still a lack of education provided to the community. So that public awareness is low in the development of the region's development. As a Facilitator, the deliberations between the government and the community have not been optimally carried out, the communication that occurs is still very minimal. As a mobilizer, the Lurah's coordination with the community has not been solidly established. Then the cooperation between the community and the relevant government has not been closely intertwined so that the Lurah's efforts in mobilizing have not been realized optimally.

Abstract

Penelitian ini berangkat dari kondisi empirik mengenai realisasi vaksin yang berlangsung di Indonesia. Dengan mengambil kasus di Kalimantan Selatan. Kalimantan Selatan menjadi perhatian nasional mengenai realisasi vaksin dengan kondisi yang problematis, satu sisi stok ketersediaan vaksin yang tertinggi di Indonesia, namun disisi lain tingkat realisasi vaksin yang masih rendah. Kondisi ini memantik perhatian mengenai realisasi vaksin dengan mengajukan pertanyaan bagaimana peran dan kontribusi pemerintah dalam merealisasikan vaksin serta respon masyarakat dalam menyikapi vaksinasi nasional di Kalimantan Selatan. Pendekatan yang digunakan pada penelitian ini adalah Agile Governance. Pendekatan ini setidaknya untuk memotret peran dan kotribusi pemerintah dalam kesiapannya merealisasikan vaksin nasional. Metode yang digunakan pada penelitian ini adalah kualitatif dengan memadukan pada observasi lapangan. Hasil penelitian menunjukan bahwa realisasi vaksin yang rendah di Kalimantan Selatan di sebabkan oleh adanya resistensi dari masyarakat yang menolak untuk divaksin. Resistensi ini dipicu dari polarisasi pemberitaan mengenai vaksin yang kebanyakan lebih tendensius pada hal yang negatif. Implikasinya berdampak pada keyakinan masyarakat mengenai vaksin yang terbangun dengan citra yang buruk. Studi ini memberikan insentif teoritis dalam memahami kembali konsep Agile Governance.
