The Journal of Decentralization and Public Policy (JDKP), with registered number ISSN 2722-5259 (online) is a multidisciplinary scientific journal managed by the laboratory of Decentralization and Public Policy at the Faculty of Social Sciences, Political Sciences, and Law Science at Universitas Serang Raya. JDKP journals are published twice a year, namely in March and September. The JDKP Journal contains articles that discuss issues of decentralization and public policy, such as issues of political decentralization, administrative decentralization, fiscal decentralization, and economic decentralization. This journal also discusses issues of public policy, both at the global, regional, and local levels.

Abstract

The high political intervention of the bureaucracy in this case the placement of the state Civil Apparatus (ASN) has an impact on ASN's inneutrality in the elections involved in practical politics. This is because solely to get the position of positions when the candidate he supported was elected as the head of the district. This article aims to analyze the innovation of the open recruitment policy of ASN. The implementation of high Leadership (JPT) (auction) in Indonesia is generally done well in accordance with merit system, namely based on qualifications, competence, and performance in a fair and reasonable manner with no distinction of political background, race, color, religion, origin, sex, marital status, age, or condition of disability. However, this open recruitment system has not yet decided the chain of political intervention against bureaucracy. The results of the JPT recruitment were handed over to the personnel recruitment officers who were in fact held by political officials. Thus, it is difficult to separate political and administrative dichotomy. In addition, there are still weaknesses in this open recruitment, such as expensive costs, restrictions or (demarcation) of prospective participants of the JPT recruitment, and take a long time. Therefore, this policy needs to be reviewed to not only produce the competent ASN, but also free from political intervention.

Abstract

In 2012, Indonesia ranked the worst in the availability of clean water and suitable for consumption in Southeast Asia. There are various efforts in improving human health, one of which is by providing basic sanitation. Basic sanitation efforts in the community are carried out through various means including the provision of clean water, healthy latrines, waste management and sewerage. The conditions of households that have the potential to experience a clean water crisis include the area of ​​flats. This study aims to provide an overview of the condition of clean water sanitation in Rusunawa Tanggulrejo, Magelang Regency. This research uses a quantitative method with a survey approach that is processed using statistics. The results found that drainage conditions, sewage disposal conditions, clean water conditions, and clean water flow conditions in Rusunawa Tanggulrejo are categorized as good based on the number of respondents' average responses to these conditions, but in practice there are some things that need to be improved, including the condition of clean water sources for residents, clean water sanitation checks, and health services provided to residents of Rusunawa. Abstract

Every organization cannot be separated from change. Change management is also an important aspect of public organizations or bureaucracy in local governments. One of the phenomenal changes implemented by the local government is the concept of employee promotion or widely known as job auctions. Central Java Provincial Government became one of the pioneers in the implementation of open promotion through the concept of talent scouting for the position of administrator and supervisor. Context, content, process, leadership and results are important indicators of change to see the extent to which talent scouting has been successfully implemented by the Central Java Provincial Government. Basically, the changes implemented must be inline with the vision of change and with other related concept changes.

Abstract

This article tries to analyse the implementation of the Flexible Working Arrangement (FWA) and identify the ideal FWA model. The research problem raised in the ongoing FWA implementation that does not yet have a minimum FWA standard by academic or philosophical concepts. FWA at the Ministry of Maritime Affairs and Fisheries is suspected of being unplanned and aims merely to prevent employees from contracting co-19. The research method uses a descriptive qualitative approach. Primary data sourced from interviews, observations, documentation. The study results concluded that FWA implementation is still limited to moving attendance from the office to the home through the WFH scheme and tends to be forced. Without planning, employees do not understand the ideal WFH concept. WFH that has been taking place at KKP can be adequately developed into an ASN work system model with broader schemes such as job sharing and flexi-time. The success of the WFH implementation depends very much on supporting mobile and HP mobile devices for Zoom Applications and the like, the availability of internet data packages, and the network infrastructure condition at the WFH location. The suggestions from the study results are psychological needs in managing work behavior to be productive by formulating an ideal FWA model that considers factors, impacts, implementation, and benefits to achieve effective, efficient, productive, and contributed.

Abstract

Penelitian ini di latarbelakangi dari akumulasi permsalahan klasik yang dihadapi pasar tradisional dan usaha kecil yang kondisinya kian lama memperihatinkan ketika dihadapkan dengan menjamurnya pasar modern/minimarket. Keberadaan minimarket serta pertumbuhannya yang cepat menimbulkan persaingan pasar tidak sehat berdampak pada melemahnya geliat iklim pasar tradisional serta mematikan usaha kecail. Pemerintah Daerah Kabupaten Ciamis mengeluarkan regulasi berupa Peraturan Bupati Kabupaten Ciamis No 51 Tahun 2014 Tentang Pendirian Toko Modern Serta Perlindungan Usaha Kecil, Warung/Toko Dan Pasar Teradisional guna meminimalisir ketimpangan persaingan yang terjadi. Tujuan penelitian guna menganalisis kemampuan pemerintah daerah daerah dalam penataan minimarket, penelitian ini menggunakan basis analisis yang dikemukakan oleh Jones (1996:296) yang terdiri dari aspek Organisasi, interpretasi, dan aplikasi. Hasil penelitian menujukan bahwa kemampuan pemerintah daerah daerah Kabupaten Ciamis dalam penataan minimarket masih sangat lemah dengan segala keterbatasan yang dimiliki. Berdasarkan aspek organisasi, bahwa baik kualitas dan kuantitas aparatur sebagai akor pelaksana masih lemah diiringi dengan tumpang tindihnya fungsi dan kewenangan dinas yang bersinggungan dengan penataan minimarket. Kemudian aspek interpretasi juga masih lemah dengan adanya penafsiran dan standar ganda, diiringi dengan inkonsistensi aktor pelaksana yang saling bersinggungan. Berdasarkan aspek aplikasi dalam penataan minimarket di Kabupaten Ciamis cenderung belum terlaksana dengan baik, hal tersebut dibuktikan dengan ketidaktegasan aktor pelaksana, diiringi pengawaan yang lemah dantidak tegas, kondisi tersebut semakin diperburuk dengan perilaku “nakal” pengusaha minimarket.

Abstract

Dalam rangka peningkatan peran-peran masyarakat dalam penanggulangan bencana, maka pemerintah Kota Padang memfasilitasi dengan terbentuknya Kelompok Siaga Bencana (KSB). Kecamatan Padang Selatan merupakan salah satu daerah yang melakukan kegiatan pemberdayaan masyarakat, fenomena yang terjadi adalah daerah yang memiliki tingkat kerentanan yang cukup tinggi. Tujuan penelitian ini adalah untuk menjelaskan dan mendeskripsikan proses pemeberdayaan masyarakat dalam pengurangan risiko bencana banjir di Kecamatan Padang Selatan.Berdasarkan dari hasil penelitian, maka dapat di ambil kesimpulan bahwa pemberdayaan masyarakat telah dilakukan oleh BPBD Kota Padang dan KSB Kecamatan Padang Selatan. Akan tetapi, dalam pemberdayaan yang dilakukan belum optimal hal ini disebabkan karena tingkat ketergantungan masyarakat yang tinggi dan tupoksi KSB Kecamatan Padang yang belum jelas dalam melakukan pemberdayaan masyarakat. Adapun saran yang dapat di sampaikan adalah : pelatihan dan sosialisasi dilakukan sebaiknya dilakukan secara merata dan berkelanjutan, serta memperjelas tupoksi KSB agar kegiatan terkait kebencanaan dapat dilakukan dengan semestinya oleh seluruh anggota.

Abstract

Mayor Regulation No. 7 of 2017 concerning Jaminan Sosial Cilegon Mandiri. (JSCM) is a program that aims to support the fulfillment of basic needs, education, and family health of poor and disadvantaged people in the form of social assistance. One of the goals of this program is for the family who receives the program able to develop businesses that are managed continuously to improve family welfare. This paper tries to provide recommendations to policy implementers regarding policy alternative to develop and manage bussiness of target group (families that receive JSCM) by formulation of policy analysis issues, formulation of objectives, alternative policies, criteria and assessment of alternative policies and recommendations.
