Abstract

This research aims to generate general picture of Direct Election for Regional Leader’s (Pemilukada) funding, identify the main problem concerning Pemilukada budget, and suggest practical recommendation on managing Pemilukada budget. This is a qualitative research, using the data collection techniques of in-depth interview and Focus Group Discussion, as well as document analysis on Pemilukada budget and Regional Budget (APBD). The location of the research is in Solok and Bandung District. Both are chosen based on their characteristic of Pemilukada budget best practice and their regional fiscal capacity. The result of this research is a model for Pemilukada budget as instructed by the Law that at present has not been effective in minimizing various problems concerning the implementation of general election at regional level. Pemilukada is budgeted in APBD, heavily encumbering regional finance; therefore regional government’s work plan should be rationalized on the fiscal year of Pemilukada. Recommendation for a model for funding Pemilukada is to budget Pemilukada through National Budget (APBN).

Abstract

The research answers the questions: How is the growth of Solok Regional Budget in the budget year of 2009-2012? How is the budget allocated for public services in the budget year of 2009-2012? What consideration is taken by the Regional Government in determining regional budget from the aspect of expense and regional expense management policies? What models are used in the allocation of public service expense in the Regional Budget? The stages of the research are: 1. Conducting comparison on the number of annual public service expenses, 2. Viewing the greatest and smallest allocation of public service expenses, 3. Studying whether the allocated budget is in accordance with the government policy. This stage altogether maps the dynamic of Regional Budget arrangement to see the involvement of each actor in the process of budget formulation. The research uses qualitative research method with the data collection technique of in-depth interview and analysis on the Regional Budget documents. First, the entire data, ethic and emic, were analyzed and described, then reduced by making abstraction, as a core summary. Eventually a conclusion was drawn to give a picture of how to make optimum the allocation of public service expenses in the Regional Budget.

Abstract

Penelitian dengan judul “Best Practice” Implementasi Model Kebijakan Pengelolaan Kebijakan Sampah Perkotaan” ini difokuskan pada implementasi model terbaik dalam kebijakan pengelolaan sampah perkotaan dengan lokus penelitian di Kota Padang dan Kota Payakumbuh. Sumber pembiayaan kedua kota best practice ini berbeda, Kota Padang dengan implementornya Dinas Kebersihan dan Pertamanan Kota Padang bekerjasama dengan PDAM Kota Padang dalam bentuk retribusi. Sedangkan pengelolaan sampah Kota Payakumbuh merupakan bentuk kerjasama antara Kota Payakumbuh, Kota Bukittingi dan Kabupaten Lima Puluh Kota dengan pembiayaan yang dianggarkan pada APBD Propinsi Sumatera Barat. Penelitian ini sendiri akan menjawab pertanyaan penelitian tentang bagaimana gambaran umum terkait dengan kebijakan persampahan? bagaimana implementasi model kebijakan persampahan? dan bagaimana rumusan model terbaik kebijakan persampaham di perkotaan? Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan kelompok diskusi terfokus serta analisis terhadap dokumen pembiayaan kebijakan sampah. Sehingga dihasilkan kesimpulan bahwa pengelolaan sampah di kota Padang maupun kota Payakumbuh sama-sama belum efektif meskipun sumber pembiayaan pengelolaannya berbeda. Dalam implementasinya pada dua lokasi penelitian masih banyak ditemui kendala baik dari sisi implementor maupun dari sisi target grupnya. Sehingga model kemitraan yang paling rasional di dua lokasi adalah model implementasi mekanisme kerja mengutub (pooled) yakni masing-masing pihak (pemerintah-swasta) tidak saling tergantung satu sama lain dalam melakukan delivery mechanism atas keluaran kebijakan yang dihasilkan. Koordinasi yang dibutuhkan sangat minimal, dalam bentuk pembagian tugas yang jelas di awal ketika implementasi akan dilakukan. Setelah pembagian tugas disepakati maka masing-masing pihak dapat bekerja sendiri-sendiri untuk menjangkau kelompok sasaran sesuai dengan tugas masing-masing.

Abstract

The facilitation in the implementation of the Ground Coffee Home Food Industry (IRTP) certification policy by Tanah Datar District has not been optimal. This situation is counterproductive, with Nagari Koto Tuo being listed as one of the largest producers of ground coffee in Tanah Datar Regency. Nearly 75% of the Nagari Koto Tuo people live from processing coffee from generation to generation for more than two generations. A total of 160 Ground Coffee IRTPs with 177 coffee trademarks are registered in Nagari Koto Tuo, ironically only 14 have SPP-IRT. The policy issued by BPOM RI No. 22/2018 for the ease of providing the Home Industry Food Production Certificate (SPP-IRT) has not been able to respond in policy by the Regency Governments. The Nagari Koto Tuo government is also limited in advocating for Ground Coffee IRTP. And, since the launch of the Village Fund, there have not been many programs/and budgets allocated related to this Nagari, coupled with the existence of Nagari Owned Enterprises (BUMNag), which do not have a core business according to the village potential, namely coffee. Research using qualitative methods with a case study approach to collaborative governance was conducted by identifying the involvement of actors and policies in providing IRTP for Ground Coffee. The collaborative governance model removes the barriers of actors related to synergy and policies that have been blocked in their respective powers and duties and their respective functions that nullify the society's potential. Collaboration between actors has proven to be an important element in the success of providing SPP-IRTP for Ground Coffee by optimizing socio-economic capital in village development. This is where the obstacles that occur that cause a lack of IRT-P.

Abstract

Dalam rangka peningkatan peran-peran masyarakat dalam penanggulangan bencana, maka pemerintah Kota Padang memfasilitasi dengan terbentuknya Kelompok Siaga Bencana (KSB). Kecamatan Padang Selatan merupakan salah satu daerah yang melakukan kegiatan pemberdayaan masyarakat, fenomena yang terjadi adalah daerah yang memiliki tingkat kerentanan yang cukup tinggi. Tujuan penelitian ini adalah untuk menjelaskan dan mendeskripsikan proses pemeberdayaan masyarakat dalam pengurangan risiko bencana banjir di Kecamatan Padang Selatan.Berdasarkan dari hasil penelitian, maka dapat di ambil kesimpulan bahwa pemberdayaan masyarakat telah dilakukan oleh BPBD Kota Padang dan KSB Kecamatan Padang Selatan. Akan tetapi, dalam pemberdayaan yang dilakukan belum optimal hal ini disebabkan karena tingkat ketergantungan masyarakat yang tinggi dan tupoksi KSB Kecamatan Padang yang belum jelas dalam melakukan pemberdayaan masyarakat. Adapun saran yang dapat di sampaikan adalah : pelatihan dan sosialisasi dilakukan sebaiknya dilakukan secara merata dan berkelanjutan, serta memperjelas tupoksi KSB agar kegiatan terkait kebencanaan dapat dilakukan dengan semestinya oleh seluruh anggota.

Abstract

There is an increasing concentration of Public Administration scientists on measuring whether policy succeeds or fails. It is no longer clear how best to ensure that the policy process from formulation to policy implementation is the best and more effective way. Including in the Home Industry Food, Production Certificate Policy (SPP-IRT) is taken as a locus. Study of the Home Industry of Ground Coffee in Nagari Koto Tuo, Tanah Datar Regency. The policy on offering SPP-IRT has undergone several changes, but it will not be effective. It will fail to provide quality assurance and food safety.  the increase in IRTPs who have certificates does not increase. The research method used in this study uses a qualitative approach with a case study research design. The results showed that providing Food Home Industry Certification (IRTP) with the case in the provision of IRTP Coffee Powder certificates in Nagari Koto Tuo showed that the policy failures included tolerable policy criteria. Modest loss when it happens does not fundamentally hold back the goals the proponents want to achieve, and the minor opposition and criticism that occurs is almost non-existent in this SPP-IRT-related policy.

Abstract

In order to improve health while increasing the physical and nutritional resistance of children at school and to encourage interest and learning abilities, the government issued a supplementary program for the provision of school children (PMT-AS) which was also carried out in the city of Padang involving many sectors starting from the city level, sub-district level, village level and school level. In this study, with the involvement of the sector and occurring at the level of the government hierarchy, this paper will examine how to coordinate the implementation of the PMT-AS program in Padang City. The research method used is a qualitative approach. The results of the study showed that the coordination that was carried out in the implementation of the PMT-AS program in Padang City had not run optimally.

Abstract

This research purpose for describes how Liquifed Petroleum Gas 3 kg distribution controlling in Padang City based from Human Resources and Enery Ministry Regulation No. 26 Tahun 2009 about Liquifed Petroleum Gas 3 kg distribution. Liquifed Petroleum Gas 3 kg is fuel which is having speciality because specific condition like a user/using, packaging, volume and/or the price which have to giving the subsidy. The Liquifed Petroleum Gas 3 kg distribution controlling in Padang City doing by Liquifed Petroleum Gas 3 kg distribution Controlling and Founding Team based on Document Desicion of Region Secretary Padang City No 800.IV.2294.17/Dg 2017. This research using T. Hani Handoko teory about Controlling Phases. This research using qualitative descriptive approach, Data was collected by interview and documentation. The test validity of data found using source triangulation techiques. The result of this research declaire that controlling of distribution Liquifed Petroleum gas 3 kg in Padang City have not effective, it can be found the distribution facilities not having Commercial Business Licence, distribution facilites that sell above the highest retail prices, distribution facilities that do not submit reports on the realization of distribution, implementation of controlling by monitoring team that does not go according to the schedule and initial plan of controlling.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pengaruh kinerja pegawai dan kualitas pelayanan terhadap kepuasan masyarakat pada Dinas Kependudukan Dan Pencatatan Sipil (Dukcapil) Kabupaten Tebo. Penelitian ini dilatarbelakangi oleh ketidakpuasan masyarakat terhadap pelayanan di Dinas Dukcapil Kabupaten Tebo yang berbanding terbalik dengan target kinerja pegawai yang tercapai dan kualitas pelayanan sudah menunjukkan kategori baik berdasarkan banyaknya inovasi dan penghargaan yang diperoleh. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif, pengumpulan data menggunakan kuesioner dan dokumentasi, uji validitas dengan korelasi Bivariate Pearson, uji reliabilitas menggunakan metode Cronbachs Alpha. Teknik pengujian hipotesis menggunakan Uji T (Parsial) dan Uji F (Simultan) menggunakan SPSS Versi 25. Berdasarkan hasil penelitian menurut analisis statistik deskriptif, kinerja Dinas Dukcapil Kabupaten Tebo berada pada kriteria jawaban kategori baik dengan persentase 85,48%, kualitas pelayanan berada pada kriteria jawaban kategori baik dengan persentase 83,06%, serta kepuasan masyarakat berada pada kriteria jawaban kategori baik dengan persentase 83,75%. Berdasarkan hasil uji T menunjukkan adanya pengaruh kinerja pegawai terhadap kepuasan masyarakat dan adanya pengaruh kualitas pelayanan terhadap kepuasan masyarakat. Hasil uji F juga menunjukkan adanya pengaruh antara kinerja pegawai dan kualitas pelayanan terhadap kepuasan masyarakat. Dari hasil uji koefisien determinasi menunjukkan kinerja pegawai dan kualitas pelayanan berpengaruh terhadap kepuasan masyarakat sebesar 78,9%.

Abstract

This study analyzes local government policies' capacity to implement Indonesia's Minimum Service Standards (MSS), focusing on enforcing Government Regulation No. 2/2018 and Minister of Home Affairs Regulation No. 59/2021. These policies encompass six sectors: education, health, public works, housing, public order and safety, and social affairs. The findings reveal uneven and fluctuating MSS achievements. Although mandatory spending—20% for education and 10% for health—is in place, it does not consistently lead to improved outcomes. Similarly, fiscal capacity does not always correlate with MSS performance. Using a qualitative method—through interviews, FGDs, observations, and literature review—this study identifies that the policy capacities of individuals, organizations, and political actors influence the achievement of MSS. Among these, political capacity—particularly weak commitment from implementers—emerges as the most significant barrier. The study concludes that a new model and formula within the policy framework is essential to address service disparities and improve performance across all regions to ensure equitable and effective MSS implementation.
