Abstract

Human being cannot separate by a social problem. There is social problem on rural and urban area. But, more problems arise in urban than rural area. Base of it, the Urban Management have implementing as a management process to make an ideal city system as like as something was expected. The focus of urban management is closely connecting with the needs of the physical aspects, social and economic aspect of communities. The pattern of its management is highly related to the level of complexity of urban problems which related to a number of factors and challenges, such as population, high level on urbanization, Poverty increasing/minimally of employment opportunities, increasing of social inequality/economic inequality, declining of environmental quality in urban area, and ability human resources lim- itation, institutionally and fundrising for develop and to maintain the urban infrastructure. So- cial policy basically is a combination of two activities, discovering) and finding a solution for social problem (Bessant, et al 2009:3). In this case, integrated social policies in the academic scientific activities such as research using to find social issue such as poverty, that research will using to policy formulating. But sometime, government showed opposite. That was a break- through made with the means to anticipated a number of potential act which any time become to threaten. It includes several stages, as like as movement, awareness of unity among them, make an organization, tightened them line, all of that using to fight against an intervention of the officer. There are two Factors that influence to the existence of street vendors in the city of Denpasar. Abstract

This research is an original work written with emancipatory spirit about the phenomenon in the society caused by the disciplinary of religion conducted by the Nation through the presence of official religions, and the writing of this thesis have no intention to put any party in responsibility for the inconvenience following that action. Instead of pro- tecting the people’s right to have faith in their own belief as stated in the constitution, the Nation suppresses ethnic societies who has local belief to convert into one of the official religions in Indonesia, namely Islam, Catholic, Christian, Hindu, Buddhist. A gap existed when the nation only recognized “imported” religions as the official religions while the local beliefs which are the original religions of the ancestors only considered as cults and their believers are considered as “kafir”/infidel. This phenomenon can be seen in the peo- ple of Tengger Brang Kidul who live at Ngadas, Malang Regency, East Java.

Abstract

This paper discusses the relevance of culture theories for understanding glo- balization and cultural change taking place in Indonesia. The issue of globalization and cultural change has recently figured prominently in various discourses in Indonesia, es- pecially in relation to the question of how Indonesia is cultural identities should be main- tained in the face of such a global process. This paper argues that the contemporary cul- ture theory can help us understand such concepts as national culture and identity not as a static, essentialist entity, but rather as a dynamic social construction that is continuously reproduced and innovated by individual subjects. Such an argument is put forth in this paper by introducing aspects of culture theory that have not received much attention in Indonesia, i.e. practice, process, context and discourse concerning cultural construction.

Abstract

Berfilsafat berarti bergulat dengan masalah-masalah dasar manusia dan mem- bantu manusia untuk memecahkannya. Kenyataan ini tentu membawa filsafat pada pertanyaan-pertanyaan tentang tatanan masyarakat secara keseluruhan yang nota bene adalah juga bidang politik. Dan di situ biasanya filsafat muncul sebagai kritik. Abstract

Penelitian ini bertujuan untuk mengetahui proses morfologi kata turunan ba- hasa Inggris yang ditemukan dalam novel “A Doctor - NurseEncounter”. Hal ini bertu- juan untuk mengetahui jenis-jenis kata sifat turunan, menganalisis proses morfologi kata turunan, dan menganalisis proses kata sifat turunan. Morfem berfungsi untuk memben- tuk kata baru baik dengan mengubah arti dari dasar yang mereka lampirkan atau dengan mengubah kelas kata. Derivasi berkaitan dengan pembentukan leksem baru oleh afiksasi. Penelitian ini menggunakan metode kualitatif. Dalam menyajikan data yang dianalisis, metode kombinasi formal dan informal digunakan. Data formal berarti bahwa data disa- jikan oleh simbol dan metode informal menyajikan data dengan menjelaskannya dalam kata-kata dan paragraf. Data yang terkumpul dianalisis secara deskriptif dengan mener- apkan teori yang diadopsi, seperti teori morfologi dari Katamba (1993) dan McCharty (2002). Akhirnya tulisan ini menyimpulkan bahwa ada 21 afiks kata sifat dalam novel “A Doctor - NurseEncounter”. Mereka adalah un-, dish-, in-, -able, -al,-ous, -ful, -ed,-ing,-y, -ish, -ive, -ly, -ary, -less, -est, -ber, -en, -ar, -er, -ic. Afiks yang paling dominan berasal kata sifat dalam novel “A Doctor - NurseEncounter” adalah sufiks –ed yang mencapai 69 angka.

Abstract

Buleleng Regency is one of eight regencies in Bali that is known by foreign tourists as an attractive tourist destination, where the area has a variety of arts, culture and natural tour- ist attractions. Munduk Village has a variety of tourist attractions consisting of arts or culture and natural scenery, in the form of hills, rice fields, and waterfalls that are characteristic of the village. The concept of Tri Hita Karana is the basis for living the daily lives of local people in Munduk Village. Village tourism is a form of integration between attractions, accommodation and supporting facilities that are presented in a structure of community life that integrates with the prevailing procedures and traditions where tourists can stay in or close to the village to learn and enjoy life in the village.From the description of the background above, the formulation of the problem in this paper is: what is the role of tourism villages in the development of villages in Munduk Village, Banjar District, Buleleng Regency. The research method is done using interviews.Conclusions from the results of the study indicate that the role of the tourist village munduk in Munduk Village, Banjar Subdistrict, Buleleng Regency is as a source of income for the people in Munduk Village other than as farmers, considering the Munduk village area as a tourist vil- lage that is visited by many tourists which in turn can increase the income of the surrounding community. The suggestions that can be asked are: For the Munduk village government should be able to support tourism villages in Munduk by helping to provide funding facilities for devel- opment in order to develop. In addition, the community is given facilities for capital in order to build a business to support tourist villages in the village of Munduk, Banjar District, Buleleng Regency.

Abstract

Women are the sex that gets the most attention in the world compared to the opposite sex, namely men. Cognitive maps “about women” seemed to be viral in all ages. Hardiman noted that the condition and position of women in pre-historic times related to the perception and division of gender-based work was far more egalitarian compared to the beginning of the century until now. Women in pre-history times are perceived to be the same as men, even though it has entered the domestic domain domestic work for women is only temporal-positional. Women are chosen to look after children, gather food because it requires energy for it, in short there is no exploitation.Likewise Fromm stated that before the Patriarchate period women appeared despite work- ing on domestic work but their social position was not asymmetrical. As the times pro- gressed in almost every country beginning in the 17th century there was an intellectual rebellion against women’s social position. Britain, France, America initiated intellectu- al movement through poetry, short stories, women’s associations and in Indonesia this movement was initiated by R.A Kartini, Dewi Sartika, Goesti Ayu Rai etc. Women feel that their position is not the same as that of men, this brings the excess of their weak so- cial position, gender-based division of labor is more exploitative than temporal-positional. This brief description brings a question formulation, does religion have a positive impact on women’s social position in society? This paper wants to provide one answer in the form of argumentation about the position of women in Hinduism.

Abstract

Political parties are the only institution that has the right to propose candi- dates for president and vice president as stipulated in Article 6A paragraph 2 of the 1945 Constitution so that they will have power and legitimacy as heads of state and heads of government. These constitutional rights are not owned by any democratic institution other than political parties. However, in the process of holding the general election, it does not always go as expected, as stated in the KPU’s laws and regulations. There were irregulari- ties committed by candidates and by political parties in the form of Money Politics.According to the political dowry event is in the general election area based on the legal principle of Lex specialis derogat legimitation generaly which states that the law is specific (lex specialis) overrides the general law (lex generalis) the Money Politic event is resolved by an institution, namely Bawaslu (General Election Supervisory Board).Besides the Article 6A paragraph 2 of the 1945, there is also Law Number 10 of 2016 concerning the Second Amendment of Law No. 1 in 2015 concerning the stipulation of Perppu (the governmental regulation of low amandement) Number 1 in 2014 according to the governor’s election, regents and mayors, especially in Article 47, Article 187A,Article 187B, Article 187C and Article 187D which regulates general elections. But in reality there are many irregularities in the implementation of the Constitution and etc.Events in the form of political dowry still occured which is evidenced by the infor- mation given by several witnesses and as the victim and perpetrator of the political dowry. Surprisingly, the General Election Supervisory Board (Bawaslu) as an election watchdog institution mandated by the Act to enforce the prevailing regulations is very difficult to carry out its duties, reminding that Bawaslu has weaknesses in handling the alleged polit- ical dowry. The weakness of Bawaslu is that they do not have the power to take witnesses or people who will be questioned.The author argues that there is a need for a legal protection in the form of a law that provides better opportunities to Bawaslu so that the position of Bawaslu as an election supervisory bord can be much stronger.

Abstract

The budget policy made by the government in principle aims to fulfill the wishes of all levels of society. Budget processes and allocations must be oriented to the public interest. This implies that the budget preparation process should involve many par- ties ranging from planning to implementation. For this reason, it is expected that spending for the public interest gets a greater proportion than spending on the apparatus, because public spending is a government investment that is expected to improve people’s welfare. Participation of all people in regional budget politics is very necessary so that the region- al budget can be used optimally for the development of all the communities in the area. Realizing this participation is not an easy thing because there are still many members of the community who still consider the preparation of regional budgets only determined by officials of the ruling party. The community programs proposed in the Development Planning Consultation (Musrenbang) at the village level will sometimes disappear at the next level because they are not escorted by officials of the ruling party. This assumption is still developing in the community so that the desire to participate in regional budget poli- tics has decreased. This assumption must be eliminated in the midst of the community by all components of the government so that the people want to involve themselves in every process of the formulation of regional budget policies.Participatory of communities are needed in the process of governance and development. The United Nation Development Program (UNDP), an institution under the auspices of the United Nations which deals with the development of nations in the world, has even included community participation in one of the indicators or characteristics of good gov- ernance. This implies that the higher level of community participation in the governance and development process shows that the ruling government has carried out a good gover- nance process.The management of the regional budget by involving high participation from the commu- nity will be able to make all the planning made in preparing the regional budget can be achieved effectively and efficiently. In addition, participatory budget policy will be able to make all programs implemented can be manipulated by all levels of society because all communities feel they have been involved in the entire process. The successful implemen- tation of development in the region will lead to national development success
